AREGULAR MEETING OFTHECOMMON
COUNCIL OF THE CITY OFBECKLEY CONVENED
AT6:46PMONAUGUST 9,2022, VIA WEB-X. ( Due
tothe recent spread ofCOVID among City employees.)
THOSE PRESENT: Mayor Rappold, Recorder-
Treasurer Billie Trump, City Attorney BillFile, and
Secretary, Susan Miller. Council Members: Janine
Bullock, Bob Canter, Cody Reedy, Tom Sopher, Robert
Dunlap, Sherrie Hunter, andKevin Price. Thefollowing
Department Heads were present: ITDirector BillKelly,
Chief Bailey with BPD, andDirector ofBPW Jerry
Stump.
The Mayor reminded thepublic thatthey
willbeable tomake comments when
invited todosobyeither pressing *3on
their phone andtheir callwillbetaken in
theorder itisreceived, orifviewing by
computer ortablet, raising your hand by
right clicking your name andchoosing
Raise Hand". Thepublic isinvited to
joinvia WEB-Xfrom their computer or
byphone, using theweblink orphone
number provided thedayofthemeeting
ontheCity’swebpage atBeckley.org, the
City’sFacebook page.
Council dispensed with thereading and
approval ofminutes from theregular
Council meeting
dated July26, 2022. Council
unanimously approved theminutes as
written onamotion by
Councilman Canter andseconded by
Councilman Sopher. Copies hadbeen
distributed toeach
member prior tothemeeting.
Next, theCity opened bids formilling andpaving of
Woodlawn Avenue (Springdale Ave. toClark St.)and
Holiday Dr. (Teel Rd. toPainter Dr.). Thefirst bid was
from Triple APaving intheamount of $139,950.00 The
second bidwas from Southern WV Paving intheamount
of $140,000.00.
Next, theCity opened bids formilling & paving of
Orchard Ave. (Marion St.toDorcas Ave.) andOld Mill
Rd. (Westwood Dr.toWhitestick St.). The first bidwas
from Triple APaving intheamount of $177,125.00.
The second bidwas from Southern WV Paving inthe
amount of $174,475.00.00. These bidswillbegiven to
thetwoCouncil members atLarge, Director ofBoard of
Public Works Jerry Stump, and Recorder-Treasurer
Billie Trump forpossible award atafuture meeting.
OLD BUSINESS: TheMayor said thatherecently
mentioned toCouncil thepossibility ofthe City
contributing towards theconstruction costs forthe
Beckley Area Foundation parking lotonSouth Kanawha
Street. Hesaidthiswillbeanitemontheagenda forthe
next Council meeting. WVU Tech & Beckley Events
invite thecommunity toattend anOrientation
Celebration towelcome students attheWVU Tech
Administration & Extension Building onNeville St.
Tuesday, August 16, 2022, from 5:30p.m.–7:30p.m.
Lewis Nissan ishosting a “Thrills onWheels” carshow
onSaturday, August 13, 2022. TheMayor said that
Lewis Nissan isintheCity limits andencouraged
attendance.
NEW BUSINESS: Councilman Reedy addressed an
email that herecently received, and heaccepted the
Mayor’sapology foritscontent.
PUBLIC COMMENTS: Wendy Sullivan asked what the
City candoregarding barking dogsthatarelefttiedupin
lessthan favorable conditions. Sheisconcerned that
these dogsare being mistreated. Shesaidthis hasbeen
anongoing issue andshewould liketheCity toaddress
thismatter. The Mayor stated thisissue isnot going
unnoticed andheandother City officials metwith
County officials earlier today regarding vicious dogs and
thistopic was mentioned. Hesaid the City willcontinue
working onthisissue. Councilman Dunlap said that WV
State Law Penal Code 61-18-19addresses this. A
motion made byCouncilman Dunlap andseconded by
Councilwoman Bullock was unanimously approved by
Council toadjourn the meeting at7:05p.m.
