ASPECIAL MEETING OFTHE COMMON COUNCIL OFTHE CITY OFBECKLEY TOLAY THE FY25-26LEVY CONVENED AT8:00A.M.ONAPRIL 15, 2025, INCOUNCIL CHAMBERS AND VIA WEB-X. PRESENT: Mayor Ryan Neal, Interim City Manager Phillip Jarrell, Susan Miller, Mayor and City Manager’sAssistant, Interim Recorder-Treasurer Jessica Chandler, City Attorney BillFile. Council Members: Natalie Coots, KipBuchanan, Nancy Shoemaker-Dingess, Janine Bullock, Sherrie Hunter, and Cody Reedy. The following City employees were present: ITTech Anthony Martin, Chief Bailey with the BPD. ABSENT: Councilman Williams. The public hadtheoption tojointhemeeting inperson, listen byWEB-Xfrom their computer, orlisten byphone, using theweblink orphone number provided thedayofthe meeting ontheCity’swebpage atBeckley.orgortheCity’sFacebook page. The Mayor called themeeting toorder at8:00a.m. The Mayor said thatallmembers of Council were present except Councilman Williams. Interim Recorder-Treasurer Jessica Chandler said thattheFY2025-2026 Budget was published inthenewspaper. Acopy oftheAffidavit ofPublication ishereby incorporated into these minutes. The City received aNotice ofAConditional Approval OfThe Levy Estimate (Budget) from theState Auditor’sOffice which hadthree provisions. These provisions arestated inthetwo page letter from theState Auditor’sOffice andarehereby incorporated into these minutes. The Municipality OfBeckley, WV Levy Order And Rate Sheet forFY2025-2026 ishereby incorporated into these minutes. Councilman Reedy made amotion tosetthe Levy forFY 2025-2026 aspresented bythe Recorder-Treasurer, seconded byCouncilwoman Hunter. Councilwoman Bullock asked if Jessica’scorrect salary inFY2024-2025 was $78,511or $86,944. Shesaid thatasofJuly 1, 2024, itwas $86,944. Itwas aclerical error andnow asthe Interim Recorder-Treasurer her salary is $104,000. Councilwoman Hunter asked ifthefirelevy money comes inonceayear. Jessica explained that money from thefirelevy comes inwith each property taxpayment throughout theyear. Shesaid thattheproperty taxrevenue increased very little. Councilman Buchanan asked Jessica ifsheisstilltheInterim Recorder-Treasurer. Shesaidyes. The Mayor asked ifanymembers ofCouncil had anyother questions. With there being none, Council unanimously approved theFY2025-2026 Levy which isincorporated into these minutes. With there being nofurther business todiscuss Council unanimously approved adjourning the meeting onamotion made byCouncilman Reedy seconded by Councilman Buchanan.
