Cultural Commission March 9, 2015 STATE OF TEXAS § COUNTY OF TARRANT § CITY OF BEDFORD § The Cultural Commission of the City of Bedford, Texas, met in regular session at 6:35 p.m. at the Bonnie Finn Room, 2424 Forest Ridge Dr., Bedford, TX 76021 on the 9th day of March 2015 with the following members present: Tom Jacobsen, Chair Paul Davis JoLynne Jensen Debbi Savage Josh Santillan Barbara Speares Lee Koch Roger Gallenstein Constituting a quorum Others present included: Jeff Florey, Staff Liaison Ray Champney Mirenda McQuagge-Walden CALL TO ORDER Chairman Tom Jacobsen called the meeting to order at 6:35 p.m. APPROVAL OF MINUTES 1. Consider approval of the following Cultural Commission minutes: a) February 9, 2015 regular meeting Motion made by Ms. Koch and seconded by Ms. Savage to approve the minutes. The motion was unanimously approved NEW BUSINESS 2. Discussion and possible action regarding the rescheduling of the ArtsTalk event. It was decided to reschedule the event to April 20 with a reception at 6:30 pm. 3. Report from the ArtsFest, 501( c) (3), Storefront Gallery and Arts Incubator Subcommittees with follow-up discussion. Cultural Commission March 9, 2015 A. ARTS Fest - • 41 vendors signed up so far • 11 local sponsors • Performance lineup arranged • Advertising in 360 West magazine • KNON – discounting regular broadcasts of the event • 101.1 advertising • HEB newspaper advertising • Craft beer and wine lined up • Food trucks lined up • Wandering cinnamon nuts station • Artwork from the schools • 27 artists • Facebook page city of Bedford advertising the event • 60 – 70 signs at all intersections • Posters available B. 501(c)(3)– • Councilmember Champney – OBS is nationally registered. Not a historical site. Has a national registration but is not strictly designated. • Small arts organizations - maybe offer them a place to host their officing. Ms. Jensen knows of a group looking for a home. Could sublease from the Arts Council. • Park Phases II, III, and IV are not designed – this is an opportunity to get Council to add to a bond election. Theater – Arts Council building, Senior Citizen’s Center • School District Texas Commission on the Arts – request $20 M for cultural districts – statistics show the revenue will follow the investment in the arts. Increase in housing values. Dramatic growth in rejuvenating neighborhoods. • All information is on the Texas Commission website. • $20 million towards districts with cultural district designations • Broaden cultural investment • Make the Council aware – can send a motion to the Council • Possibility – Farmer’s Market – Mr. Florey works with Brown Trail farmer’s market – need farmers to run farmer’s market. • USDA grants for farmers/farmer markets is available • Historical Foundation funds may be available to shift to the cultural foundation • Wendy Hartnett has a binder that shows the historical foundation notes. • City attorney recommended that documents show who was on the board • No online records for the historical foundation • Sabre and Linda are the last available people that served on that board • There is a work session on the 18th and there will be a report • Small subcommittee – first scheduled meeting is March 11. Get as far as it can get reviewing the tasks and assignments. • Linda Railsback says the money is available. Cultural Commission March 9, 2015 • Councilmember Champney will follow up with the funds and incorporate into a proposal. • City Council needs to know what the Commission needs for the subcommittee to move forward and enlist the City Attorney and City staff to help. • Subcommittee will put a proposed plan in place. • Need income and expense budget. • Ms. Jensen recommends combining funds into the 501(c)(3) – cultural and heritage – district C. Store Front Gallery • Mayor is speaking with several more shopping centers to expand this concept • Need to decide on the next dates • Discussed chalkboard art at the back of the current displays • Mr. Florey and Mr. Santillan to meet with developers to incorporate art work in empty spaces • Plan to put drywalls in place • Mr. Santillan to call DFW artists on Facebook D. Arts Incubator Arts • Council location is a possibility 4. Update on upcoming events. E. Taste and Tunes – Mr.Florey mentioned there would be pop up art at the 4/30 event. • Farmer’s Market discussed • Mr. Santillan – leave stage for indie bands to come and perform • Gym used for battle of the bands – Destination for bands F. Mr. Gallenstein will invite Patti Diou with the Levitt Pavilion to come and speak with the Cultural Commission at a future meeting. G. May 6 at 6:30 pm – joint meeting with the Parks Board H. It was decided that the draft of the final strategic planning document would be reviewed at the April 13 meeting. ADJOURNMENT A motion to adjourn was made at 7:45 p.m. by Mr. Gallenstein, seconded by Mr. Speares. The motion passed unanimously.
