Cultural Commission September 14, 2020 STATE OF TEXAS § COUNTY OF TARRANT § CITY OF BEDFORD § The Bedford Cultural Commission met in regular session both in person and via Zoom on September 14, 2020 with the following members present: Donna Lively Sergio Santos Josh Santillan Kim Brown Wendy Hartnett – City of Bedford Charlenia Castillo – City of Bedford Cortney Beach – City of Bedford Kelly Snook – Interim Capital Project Manager for Generations Park Rob Gagliardi – City of Bedford Liaison CALL TO ORDER Meeting was called to order at 6:31 P. M. by Mr. Santillan. APPROVAL OF MINUTES  Consider approval of the following Cultural Commission minutes: a. August 10, 2020 b. August 27, 2020 A motion to approve the meeting minutes for August 10 and August 27, 2020 was made by Mrs. Lively and seconded by Mr. Santos. The minutes were unanimously approved. OLD BUSINESS  Discussion and update on Phase Next/Old Bedford School  The construction contract, with a guaranteed maximum price, is on the City Council September 22, 2020 agenda.  Once the contract is approved, a request for state permits will be filed and should take 10 days to receive. This activity will allow the fence to be put up around the park.  The park will be shut down on October 1, 2020.  Groundbreaking will be a virtual event on October 10, 2020.  Discussion and update on City Council presentation at 9/8 City Council meeting  Roy Savage Pool Mural – mural design?  Need to revise the mural and present a better rendering.  Mr. Santillan will created a better rendering of the proposal. The proposal will not include the water tower. It will be replaced with the new Center at Generations Park. Kelly Snook will provide the rendering of the Center.  The mural will be painted once the “all clear” is given for public gatherings.  A motion to approve the proposed changes was made by Mrs. Lively and a 1 Cultural Commission September 14, 2020 second by Mr. Santos. The motion passed unanimously.  Signal Box Art Wrap Project – Theme?  The Council asked for a theme for the art on the signal boxes.  A suggestion was made to have motorcycles as the theme. A brief discussion was held about approaching the local motorcycle businesses to sponsor the box art. It was decided that instead of approaching the local motorcycle businesses, a call for artist submissions would be made. The submissions will be reviewed by the Commission. The art to be used on the boxes will be decided by the Commission, similar to what is done in North Richland Hills and Flower Mound with their Cultural Commissions. As part of the artist’s submissions, they will be asked to show how their art will look on the signal box. The dimensions and picture of the signal box will be provided to the artists.  A motion was made by Ms. Brown and a second by Mrs. Lively to move forward with the motorcycle theme and requesting artist submissions. The motion was passed unanimously.  Strategic Plan changes  Council stated that there were conflicts with the Staff Roles & Responsibilities.  Ms. Hartnett reviewed the proposed Strategic Plan with the Strategic Plan created in 2015 by the outside firm and didn’t find any differences in the Staff Roles & Responsibilities.  Ms. Hartnett and Mr. Gagliardi will met to go through the proposed Strategic Plan. They will report back at the October meeting.  A motion was made by Mrs. Lively and seconded by Mr. Santos to have the proposed plan reviewed by Ms. Hartnett and Mr. Gagliardi. The motion passed unanimously   Discussion, updates and possible action on upcoming art/cultural programming  Ms. Hartnett will present to City Council on September 22, 2020 the proposal to hold both a Halloween and Christmas event.  The Ribbon Cutting for the Sparkling Ice Musical park at Old Bedford School will be held on October 17, 2020. The concrete pad has been poured.  Ms. Hartnett told the Commission members that Mr. Tom Jacobsen has resigned from the Commission.  Next meeting will be on Monday, October 12, 2020. ADJOURNMENT There being no additional business, Mrs. Lively made a motion for adjournment of the meeting; Mr. Santos seconded the motion.
