Cultural Commission October 12th, 2020 The Bedford Cultural Commission met in regular session via Zoom on October 12th, 2020 with the following members present: Donna Lively Josh Santillan Kim Brown Tracey Madewell Chem Burks Rob Gagliardi Wendy Hartnett – City of Bedford Charlenia Castillo – City of Bedford Cortney Beach – City of Bedford Kelly Snook- Interim Capital Project Manager for Generations Park CALL TO ORDER Meeting was called to order at 6:45 P.M. APPROVAL OF MINUTES Consider approval of the following Cultural Commission minutes: September 14th, 2020 A motion to approve meeting minutes for the September 14th, 202 meeting was made by Rob Gagliardi and seconded by Josh Santillan. The minutes were unanimously approved. NEW BUSINESS • Welcome and introduction of new members. • Election of Vice-Chairperson (Josh Santillan) and Secretary (Chem Burks) by unanimous consent. OLD BUSINESS • Discussion of new park with indoor walking track/pool, entertainment complex at Old Bedford School. • Discussion of Strategic Plan for Arts Commission – Rob Gagliardi and Wendy Hartnett – as relates to Cultural District Designation, proposal is not to submit a strategic plan. • Roy Savage Pool Mural – unanimous consent to table discussion. • Signal Box Art Wrap Project – general discussion of appropriate compensation for artists, proposal to seek additional funding from City Council, general agreement to review existing projects in adjacent municipalities. Brief review of City of Bedford on-line portal for contributions to cultural projects using Pay-Pal, credit/debit cards modeled after similar portals in nearby municipalities. • General discussion as to “fun” projects/events cancelled due to continuing COVID 19 restrictions/considerations. • Preliminary discussion of propose “Art Grant(s) based on possibility of proceeds from Hotel Occupancy Tax. • General discussion and exchange of ideas for art along linear park(s) in concert with Beautification Commission and Parks Board. AGENDA Regular Meeting of the Cultural Commission Monday, October 12, 2020 6:30 p.m. In accordance with order of the Office of the Governor issued March 16, 2020, the City of Bedford Cultural Commission will conduct its meeting scheduled at 6:30 p.m. on Monday, October 12, 2020, by video conference in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID19). Residents interested in the meeting can request a recording of the meeting by contacting the City Secretary’s Office at citysecretary@bedfordtx.gov or 817.952.2100. CALL TO ORDER APPROVAL OF MINUTES 1. Consider approval of the following Cultural Commission minutes: a) September 14, 2020 NEW BUSINESS 2. Welcome and introduction of new members. 3. Election of Vice Chairperson and Secretary of the Cultural Commission. OLD BUSINESS 4. Discussion and update on Phase Next/Old Bedford School 5. Discussion on Expectations for Cultural Commission agenda item on the City Council agenda, including Strategic Plan discussion. 6. Arts Project List a) Signal Box Art Wrap project b) Roy Savage Pool Mural 7. Discussion on an Arts Donation program similar to the City of North Richland Hills (Reference: https://www.nrhtx.com/FormCenter/Parks-Recreation-8/Cultural-Arts- Donations-69) 8. Discussion, updates and possible action on upcoming art/cultural programming, including the City of Bedford Tree Lighting, Artsfest and Twilight Concerts.
