BOARD OF TOWN COMMISSIONERS
February 20, 2018
The regular meeting of the Board of Town Commissioners was called to order
on Monday, February 20, 2018 at 7:30 p.m. at Town Hall, 39 N. Hickory
Avenue, Bel Air, Maryland.

APPROVAL OF AGENDA:
Chair Burdette called for approval of the Agenda.
Commissioner Richards moved and Commissioner Einhorn seconded the motion
to approve the Agenda as written. The motion carried.
PRESENTATIONS:
Certificate of Recognition - Options for Senior America
Chair Burdette advised a Certificate of Recognition is being presented to
Options for Senior America – Bel Air who were the recipient of The Senior
Advisor.com 2018 Best of Home Care Award. This is the third year Options
for Senior America – Bel Air received the award for its consistently high
ratings and positive reviews from residents, families and visitors of its
senior living and home care facility in the Town of Bel Air.
Chair Burdette stated we applaud and admire Options for Senior America –
Bel Air for this commitment to our seniors and are honored for the
prestige this award brings to our Town.
On behalf of the Bel Air Town Commissioners, Chair Burdette presented a
Certificate of Recognition to Diane vanVugt, Community Relations Manager,
and encouraged her to continue to bring quality to the lives of a
population so greatly in need of your dedication, attention and care.
Ms. vanVugt thanked the Town for the recognition and said she is proud to
serve the community.
APPROVAL OF MINUTES:
Commissioner Richards moved and Commissioner Hopkins seconded the motion
that the minutes of the Board of Commissioners’ meetings held on February
5, 2018 and February 13, 2018 be approved as submitted.

Nays: None
The motion carried.
NEW BUSINESS:
Ordinance No. 783-18 – Introduction of Development Regulation Amendments
Commissioner Richards moved and Commissioner Hopkins seconded the motion
that Ordinance No. 783-18, amending the Development Regulations be
received by the Bel Air Board of Town Commissioners.
Commissioner Hopkins would like to hear from businesses/residents
concerning the amendments and recommended some Facebook advertising
targeting the Town’s zip code.
Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette
Nays: None
The motion carried.
A Public Hearing will be held on March 19, 2018 at 7:30 p.m. at Town Hall.
Resolution No. 1102-18 – Introduction of Landscape Manual
Commissioner Richards moved and Commissioner Hopkins seconded the motion
that Resolution No. 1102-18, amending the Landscape Manual be received by
the Bel Air Board of Town Commissioners.
Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette
Nays: None
The motion carried.
A Public Hearing will be held on March 5, 2018 at 7:30 p.m. at Town Hall.
Award of Contract #18016 - Mowing Services
Commissioner Hopkins moved and Commissioner Richards seconded the motion
that the proposal of J.D. Lawn Services Inc., 539 Craigs Corner Road,
Havre de Grace, Maryland, to provide mowing services for the amount of
$1,013.00 per mowing be accepted by the Bel Air Board of Town
Commissioners.
Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette
Nays: None
The motion carried.
Armory Marketplace Project – Construction Contract
Commissioner Hopkins moved and Commissioner Richards seconded the motion
that the proposal of iMARK Builders, Inc., P. O. Box 498, Joppa, Maryland
21085, for construction of the Armory Marketplace project in the amount of
$322,000 be accepted by the Bel Air Board of Town Commissioners.
Commissioner Einhorn acknowledged the work of Ms. Heidenreich and staff
for obtaining businesses for the garage units and understands there is a
list of other interested people. Ms. Heidenreich stated there is a lot of
interest and more applicants than spaces. Ms. Heidenreich advised the Town
is hoping to foster the growth of good businesses that will stay.

PUBLIC COMMENTS:

COMMISSIONER COMMENTS:
Chair Burdette reported the following:
February 15th - Commissioners Einhorn and Hopkins, Town Administrator
Bane and Ms. Heidenreich attended the Harford County Chamber of
Commerce Dinner featuring guest speaker Lieutenant Governor Boyd
Rutherford. Lieutenant Governor also toured the Town of Bel Air.
Bel Air made the list for the 2018 ranking of the Safest Cities in
Maryland.
Chair Burdette advised it was ranked by The National Council for Home
Safety and Security which is a trade association comprised of home
security professionals across the United States.
Chair Burdette informed the Council advocates for safe communities and
home safety with a strong focus on community involvement. They focus on
Home Security, Home Safety, Child Safety an Senior Safety at Home. To
identify the safest cities in Maryland, the Council reviewed the most
recent FBI Uniform Crime Report Statistics along with its own data and
research.
Bel Air ranked the #1 Best Place to Retire in Maryland in a new study
by SmartAsset.
The study considered taxes (both income and sales), the number of doctors’
offices and opportunity for recreation and social life.

c. Chocolate, Brew & Wine Tour, on Sunday, March 4, 2018, from 1 PM to 7 PM, in
Downtown Bel Air. Brought to you by Katzen Eye Group, the Bel Air Downtown Alliance
is hosting the 3rd annual Chocolate Brew & Wine Tour to continue the chocolate theme
in Downtown Bel Air. This is a “pub crawl” event for beer and chocolate enthusiasts. The
ticket cost is $45 online. Ticket includes a free drink at each pub, discounted food menu,
