MINUTES BOARD OF TOWN COMMISSIONERS August 20, 2018 The regular meeting of the Board of Town Commissioners was called to order on Monday, August 20, 2018 at 7:30 p.m. at Town Hall, 39 N. Hickory Avenue, Bel Air, Maryland. MEMBERS PRESENT: Susan U. Burdette, Chair Philip L. Einhorn Brendan P. Hopkins MEMBERS ABENTS: Amy G. Chmielewski Patrick T. Richards STAFF MEMBERS PRESENT: L. Henry Marchesani, Bel Air Police Department Lisa Moody, Director of Finance Kevin Small, Director of Planning Charles Keenan, Town Counsel Joan Suitt, Recording Secretary STAFF MEMBERS ABSENT: Charles Moore, Chief of Police APPROVAL OF AGENDA: Chair Burdette called for approval of the Agenda. Commissioner Hopkins moved and Commissioner Einhorn seconded the motion to approve the Agenda as written. The motion carried. PRESENTATIONS: Presentation of Art to the Town of Bel Air Ms. Susan Brown presented to the Town of Bel Air a signed print of Rockfield Manor by artist David Wells that was given to her mother Carolyn. The family wants to keep their mother’s memory alive and would like the print placed at Rockfield Manor. In addition, Ms. Brown informed her mother was friends with the daughter of Mr. and Mrs. Hoza who owned the home at Rockfield and that prints of the painting were sold to help support Harford County Library. Chair Burdette thanked Ms. Brown for her thoughtfulness and advised the picture will be hung with a plaque. Police Department Promotions – Officer First Class Keith Smithson and Officer First Class Logan Walsh Commissioner Hopkins recognized Officer First Class Smithson and Officer First Class Walsh for their promotions and advised both Officers are proactive; they work hard, are respectful to the community and are making a difference. On behalf of the Bel Air Board of Town Commissioners, Commissioner Hopkins congratulated Officer First Class Smithson and Officer First Class Walsh saying, “we are proud of both of you”. 2018.08.20.MIN.BOTC.TH Page 1 of 5 Sgt. Marchesani advised Officer First Class Keith J. Smithson began his law enforcement career with Cecil County Sheriff’s Office from 2012-2016 and joined the Bel Air Police Department in June, 2016. During 2017, Officer First Class Smithson was the second highest performing officer with 500 citations/warnings issued and more than 20 criminal arrests. Sgt. Marchesani informed Officer First Class Smithson continues to excel in traffic and criminal enforcement and is an active member of the Crisis Negotiation Team and an Accident Reconstructionist. Sgt. Marchesani advised Officer First Class Logan F. Walsh initially began his law enforcement career with the Harford County Sheriff’s Office from 2014-2016. Officer First Class Walsh joined the Bel Air Police Department in 2016. During his employment, Officer First Class Walsh exhibited excellent performance especially with DUI enforcement, criminal arrests and criminal investigations. During 2017, Officer First Class Walsh alone effected 5 DUI arrests, 25 criminal arrests and handled more criminal investigations than any other officer. In 2017, Officer First Class Walsh was recognized by the Harford County State’s Attorney’s Office for his number of DUI arrests for the year. Sgt. Marchesani advised that Officer First Class Walsh continues to perform well in DUI and criminal arrests. Sgt. Marchesani congratulated Officer First Class Smithson and Officer First Class Walsh on their well-deserved promotions and stated their futures are bright with the Bel Air Police Department. Certificate of Recognition – Jakob DeMarino Commissioner Einhorn was impressed with Jakob DeMarino who was chosen by the Bel Air American Legion Post 39 to be the guest speaker during this year’s Memorial Day celebration at Shamrock Park. Commissioner Einhorn advised Jakob’s speech on “What Memorial Day Means to Me” was so inspiring that it was worthy of recognition. Commissioner Einhorn asked Jakob if he ever met Congressman Andy Harris, visited the United States Capital building, the FBI building or Library of Congress. Commissioner Einhorn surprised Jakob by informing arrangements are being made for him, his family and his teacher to visit these places. Jakob DeMarino was honored that the Commissioners took the time to recognize his Memorial Day speech. On behalf of the Bel Air Board of Town Commissioners, Commissioner Einhorn presented Jakob DeMarino with a Certificate of Recognition and encouraged him to continue his commitment to excellence. APPROVAL OF MINUTES: Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the minutes of the Bel Air Board of Town Commissioners’ meeting held on July 16, 2018 be approved as submitted. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. 2018.08.20.MIN.BOTC.TH Page 2 of 5 NEW BUSINESS: Resolution No. 1115-18 – Updating Flood Mitigation Plan Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that Resolution No. 1115-18, updating the Town of Bel Air Flood Mitigation Assistance Plan (FMAP), be approved by the Bel Air Board of Town Commissioners. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. Department of Public Works Agreement with Townes at Bynum Run Phase II Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the Public Works Agreement for the Townes at Bynum Run Phase II, by and between Ten Oaks Realty Bynum Run, LLC, Ten Oaks Reality, LLC, and the Town of Bel Air, Maryland be approved by the Bel Air Board of Town Commissioners. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. Purchase of High Pressure Sewer Jetting Truck Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the proposal of Maryland Industrial Trucks, 1330 West Nursery Road, Linthicum, Maryland, as provided to and accepted by the National Joint Powers Alliance (NJPA) for a Vactor Ramjet 3030-750 High-Pressure Jetting Unit mounted on an 2019 Ford F550 chassis in the amount of $147,138.70 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. Purchase of 20 Cubic Yard Demolition Packer Trash Truck Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the bid of GranTurk Equipment Co., One Schuylkill Parkway, Bridgeport, Pennsylvania, as provided to and accepted by the National Joint Powers Alliance (NJPA) for a 2019 International HV607 Chassis with a Leach 20 cubic yard Demolition Rear Loading body in the amount of $180,157.58 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. 2018.08.20.MIN.BOTC.TH Page 3 of 5 Purchase of Windows 10 Professional Operating System – 100 Licenses Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the proposal from Dell Incorporated, for the purchase of One Hundred (100) VLA Windows 10 Professional Operating System Licenses in the amount of $13,261.00, be approved by the Bel Air Board of Town Commissioners. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. Purchase of Volunteer Appreciation Dinner/Event Commissioner Hopkins moved and Commissioner Einhorn seconded the motion that the invoice from Liberator’s Ristorante and Catering, 562 Baltimore Pike, Bel Air, MD, for the purchase of the Volunteer Recognition Dinner and Catering Services in the amount of $7,589.00, be approved for payment by the Bel Air Board of Town Commissioners. Commissioner Hopkins state this is an important dinner for the Town to show our appreciation to volunteers and without them the Town would not function. Commissioner Hopkins informed it was an exceptional event. Ayes: Commissioners Einhorn, Hopkins and Burdette Nays: None Absent: Commissioner Chmielewski, Commissioner Richards The motion carried. Appointment to the Committee on the Elderly and Needy Citizens Commissioner Einhorn moved and Commissioner Hopkins seconded the motion that the appointment of Leonard R. Parish, for a term of three (3) years, to the Bel Air Committee on the Elderly and Needy Citizens, effective immediately, be approved by the Bel Air Board of Town Commissioners. Commissioner Hopkins has met Mr. Parrish at many functions throughout Town and stated that he will be a great addition to the committee. COMMISSIONER COMMENTS: Commissioner Einhorn recommended having a larger location for the public hearing on the Maryland American Water rate increase as many people are expected to attend. 2018.08.20.MIN.BOTC.TH Page 4 of 5 Commissioner Hopkins thanked the staff and Commissioners for the flowers, telephone calls and texts received during the recent death of his grandmother. Chair Burdette informed of the following events:  July 19th – attended the ribbon cutting and Proclamation for Velvet Trunk who relocated from Office Street to Main Street.  July 19th – attended Cecil-Harford Chapter MML Annual Scholarship meeting. The Town of Bel Air hosted the meeting at Rockfield Manor. Scholarships were awarded to Grant Handley from North East High School and Jennifer Little from Patterson Mill High School. Chair Burdette thanked Mr. Bane for the dinner arrangements and a beautiful venue.  July 31st – attended the ribbon cutting and celebrated the completion of the Rockfield Manor Bridal Cottage located in the yellow caretaker’s cottage.  August 2nd – attended the Commencement Exercises honoring the graduates of the Harford County Sheriff’s Office Entrance Level 33 Law Enforcement Recruitment Class. Chair Burdette advised there were 17 outstanding young men and women who graduated.  August 10th – attended the Bel Air Downtown Alliance BBQ Bash and met Governor Hogan. Chair Burdette acknowledged Christine McPherson, Donna Dickey and staff for their efforts. Chair Burdette sent a special thank you to the Department of Public Works, Bel Air Police Department and Mr. Krantz. Commissioners Chmielewski and Richards worked during the event.  August 14th – Chair Burdette and Mr. Bane met with Dr. Bulson, the new Superintendent of Schools. The Town appreciated the opportunity to discuss the Town’s relationship with the Harford County School system and are looking forward to an exciting and positive future.  August 17th – attended the Town’s Volunteer dinner where over 100 volunteers were recognized. Chair Burdette also acknowledged Mr. Krantz and Ms. Coulter for their expertise in planning the event, the extraordinary decorations, food and atmosphere.  August 19th – the Bel Air and Fallston Volunteer Fire Department hosted a fundraiser for Nathan Flynn’s family at Jurassic Golf. Chair Burdette stated Jurassic Golf owner Stephanie Cain is community spirited and 100% of the proceeds raised were given to the family of this local hero.
