MINUTES BOARD OF TOWN COMMISSIONERS September 4, 2018 The regular meeting of the Board of Town Commissioners was called to order on Tuesday, September 4, 2018 at 7:00 p.m. at Town Hall, 39 N. Hickory Avenue, Bel Air, Maryland. MEMBERS PRESENT: Brendan P. Hopkins, Vice Chair Amy G. Chmielewski Philip L. Einhorn Patrick T. Richards ABSENT: Susan U. Burdette STAFF MEMBERS PRESENT: L. Jesse Bane, Town Administrator Trish Heidenreich, Director of Economic Development Stephen Kline, Director of Public Works Michael Krantz, Director of Administration Lisa Moody, Director of Finance Charles Moore, Chief of Police Kevin Small, Director of Planning Joan Suitt, Recording Secretary ABSENT: Charles Keenan, Town Counsel APPROVAL OF AGENDA: Vice Chair Hopkins called for approval of the Agenda. Commissioner Richards moved and Commissioner Einhorn seconded the motion to approve the Agenda as written. The motion carried. APPROVAL OF MINUTES: Commissioner Richards moved and Commissioner Einhorn seconded the motion that the minutes of the Board of Town Commissioners’ meetings held on August 14, 2018 and August 20, 2018 be approved as submitted. Ayes: Commissioners Chmielewski, Einhorn, Richards and Hopkins Nays: None Abstained: Commissioner Hopkins – August 14, 2018 meeting Absent: Commissioner Burdette The motion carried. NEW BUSINESS: Public Works Agreement – Overlook at Gateway Condos Section II Commissioner Richards moved and Commissioner Einhorn seconded the motion that the Public Works Agreement for the Overlook at Gateway Drive (Legacy at Gateway Condominiums Section II), by and between Gateway Business Center, LLC, and the Town of Bel Air, Maryland be approved by the Bel Air Board of Town Commissioners Ayes: Commissioners Chmielewski, Einhorn, Richards and Hopkins Nays: None 2018.09.04.MIN.BOTC.TH Page 1 of 3 Absent: Commissioner Burdette The motion carried. Purchase of Wood and Brush Chipper Commissioner Richards moved and Commissioner Einhorn seconded the motion that the bid of Morbark, Inc., P.O. Box 1000, Winn, Michigan, as provided by Sourcewell (formerly known as NJPA) for a 2018 Morbark Beever M15R Wood and Brush Chipper in the amount of $72,101.50 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Chmielewski, Einhorn, Richards and Hopkins Nays: None Absent: Commissioner Burdette The motion carried. Road Improvement Right-of-Way Deed - S. Kelly Avenue and Baltimore Pike Commissioner Richards moved and Commissioner Einhorn seconded the motion that the Road Improvement Right-of-Way Deed for the revised final plat for Lot 2, 408 Baltimore Pike between Wilmar L.L.C., the Property Owners, and the Town of Bel Air, Maryland be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Chmielewski, Einhorn, Richards and Hopkins Nays: None Absent: Commissioner Burdette The motion carried. Award of Tax-Exempt Financing for Vehicle and Equipment Purchases in Fiscal Year 2019 Commissioner Richards moved and Commissioner Einhorn seconded the motion that the proposal from Howard Bank to provide tax-exempt financing in the amount of $380,267.00 for major vehicle and equipment purchases from July 1, 2018 to June 30, 2019 and to authorize the Town Administrator to sign the appropriate financing documents be accepted by the Bel Air Board of Town Commissioners. Commissioner Richards inquired about penalties. The Director of Finance advised there were none in the proposal. Ayes: Commissioners Chmielewski, Einhorn, Richards and Hopkins Nays: None Absent: Commissioner Burdette The motion carried. Amendment to Bel Air Board of Town Commissioners’ Meeting Times Commissioner Richards moved and Commissioner Chmielewski seconded the motion that the Bel Air Board of Town Commissioners’ Town Hall Meeting start times be amended from 7:00 p.m. to 7:30 p.m. Commissioner Einhorn recommended to hold off the vote for further discussion. 2018.09.04.MIN.BOTC.TH Page 2 of 3 Ayes: Commissioners Chmielewski, Richards and Hopkins Nays: Commissioner Einhorn Absent: Commissioner Burdette The motion carried. PUBLIC ANNOUNCEMENTS a. 53rd Bel Air Festival for the Arts - Sunday, September 16, 2018, from 9:00 AM to 5:00 PM, at Shamrock Park, in Bel Air, MD. The Festival will feature more than 300 artists, photographers, and craftsmen exhibiting and selling their hand made work. There will be continuous live entertainment on the amphitheater stage, as well as roving entertainment. A wide array of food will be available. Free shuttle bus from the MVA parking lot on Rt. 24. Admission is FREE! This is a rain or shine event! b. Exhibit Opening: Relationships - Art from Estonia - Sunday, September 16, 2018, from 11:00 AM to 4:00 PM, at The Liriodendron Mansion, 502 W. Gordon St., Bel Air, MD. The Liriodendron is proud to be hosting its first ever international art exhibit - "Relationships" - featuring art from Bel Air's sister city, Narva, Estonia. Join us for the special opening of this one-of-a-kind exhibit. Honored guests at the opening will include Maryland's Secretary of State John C. Wobensmith. i. The exhibit will run from September 16 through November 4, along with special events celebrating Maryland's rich history of cooperation with Estonia.
