MINUTES BOARD OF TOWN COMMISSIONERS September 17, 2018 The regular meeting of the Board of Town Commissioners was called to order on Monday, September 17, 2018 at 7:30 p.m. at Town Hall, 39 Hickory Avenue, Bel Air, Maryland. MEMBERS PRESENT: Susan U. Burdette, Chair Amy G. Chmielewski Philip L. Einhorn Brendan P. Hopkins Patrick T. Richards STAFF MEMBERS PRESENT: L. Jesse Bane, Town Administrator Rachel Deaner, Deputy Director of Finance Trish Heidenreich, Director of Economic Development Stephen Kline, Director of Public Works Michael Krantz, Director of Administration Charles Moore, Chief of Police Kevin Small, Director of Planning Charles Keenan, Town Counsel Joan Suitt, Recording Secretary ABSENT: Lisa Moody, Director of Finance APPROVAL OF AGENDA: Chair Burdette called for approval of the Agenda. Commissioner Richards moved and Commissioner Einhorn seconded the motion to approve the Agenda as written. The motion carried. APPROVAL OF MINUTES: Commissioner Richards moved and Commissioner Hopkins seconded the motion that the minutes of the Bel Air Board of Commissioners’ meetings held on August 28, 2018, September 4, 2018, and September 11, 2018 be approved as submitted. Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette Nays: None Abstained: Commissioner Richards – August 28, 2018 meeting Commissioner Burdette – September 4, 2018, September 11, 2018 meetings Commissioner Hopkins – September 11, 2018 meeting The motion carried. NEW BUSINESS: Purchase of Stake Body Truck Commissioner Richards moved and Commissioner Hopkins seconded the motion that the proposal of National Auto Fleet Group, 490 Auto Center Drive, 2018.09.17.MIN.BOTC.TH Page 1 of 4 Watsonville, California, as provided to and accepted by Sourcewell (formerly known as NJPA) for a 2019 Isuzu Stake Body Truck in the amount of $65,726.00 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette Nays: None The motion carried. Contract #19002-DPW – Removal and Replacement of the Roof Above the Rotunda at Town Hall Commissioner Hopkins moved and Commissioner Richards seconded the motion that the proposal of Ream Roofing Associates, Inc., 472 East Locust Street, Dallastown, Pennsylvania, to replace the roof section above the Rotunda at Town Hall for the amount of $29,000.00 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette Nays: None The motion carried. Sidewalk and Handicap Ramp Installations Commissioner Hopkins moved and Commissioner Richards seconded the motion that the lump sum and unit price bids submitted by IMARK Builders, Inc., P. O. Box 498, Joppa, Maryland 21085, under Town of Bel Air Contract No. 19001-DPW, be used to formulate a contract price to install handicap ramps and remove and replace concrete curb and gutter in accordance with contract specifications for an amount not to exceed $63,000.00 be accepted by the Bel Air Board of Town Commissioners. Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette Nays: None The motion carried. PUBLIC COMMENTS: None. COMMISSIONER COMMENTS: Chair Burdette notified of the following:  August 23rd – Governor Hogan and Secretary Kenneth Holt from the Maryland Department of Housing and Community Development visited the newly renovated and now filled business incubator suites at the Armory Marketplace. Chair Burdette thanked Ms. Heidenreich for answering the many questions Governor Hogan had on the project and introducing him to the incubator owners. Governor Hogan was also interested in the Armory and community use.  August 25th – Chair Burdette attended the Arts, Wine and Jazz Festival supporting the Havre de Grace Colored School. The event was held outside the Susquehanna Lock Museum and the Town of Bel Air was 2018.09.17.MIN.BOTC.TH Page 2 of 4  thanked for the support in raising funds for renovations of the school.  August 26th – Chair Burdette attended a preview meeting for the Bel Air Sharing Center.  August 30th – Town Administrator Bane, Chair Burdette, Chief Moore and officers met with the Board of Healthy Harford and toured the new Harford Crisis Center – Behavioral Health and Addiction Services. Chair Burdette informed Chief Moore and officers were able to give good advice that will be helpful.  September 5th – Chair Burdette met with the Town’s Sustainable Work Group whose mission is to put together recommendations from several sources as part of the sustainability portion of the Strategic Plan for Bel Air under the direction of Mr. Small, Director of Planning. Chair Burdette stated the group is creative and smart with a passion for the Town.  September 16th – Chair Burdette attended the Arts Festival with 1,000s of visitors and new vendors. Chair Burdette thanked Mr. Krantz, Director of Administration, the Department of Public Works and Police Department for their assistance. Chair Burdette also attended the Estonian Art exhibit at the Liriodendron advising it brings historical and cultural arts to Harford County for the whole family to enjoy. Chair Burdette thanked Town Administrator Bane for his opening remarks.  September 20th – Chair Burdette received an invitation from the White House to attend the first ever Women Mayors Summit. Commissioner Einhorn also attended the Arts Festival stating there were thousands of visitors and over 300 vendors with some coming from up-state New York, Massachusetts and Connecticut. One of the vendors asked Commissioner Einhorn if the festival will continue since the coordinator, Donna Stufft, is retiring. Mr. Krantz, Director of Administration, stated this is the 53rd year for the Festival of Arts and Donna has been the coordinator for 25 years. BARC, the Bel Air Recreation Council, who benefits from the festival is seeking a replacement. Mr. Krantz thanked Donna Stufft for her leadership. CLOSED SESSION: At 7:46 p.m. Commissioner Hopkins moved and Commissioner Richards seconded the motion pursuant to the General Provisions Article 3-305(b))2) under the Maryland Open Meetings Act that the Bel Air Board of Town Commissioners meet in closed session in order to discuss:  The Economic and Community Development Commission’s 2018 Business of the Year Award recommendation. Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette Nays: None The motion carried.
