BOARD OF TOWN COMMISSIONERS WORK SESSION November 29, 2022 5:15 P.M. PRESENT: Commissioner Kevin M. Bianca, Chair Commissioner Paula S. Etting Commissioner Erin S. Hughes Commissioner Donna L. Chance Charles Moore, Chief of Police APPROVAL OF AGENDA: Chair Bianca called for approval of agenda. The Town Administrator notified item b under Miscellaneous (Review of Burns Alley Improvement) will be removed from the agenda. Commissioner Kahoe moved and Commissioner Etting seconded the motion to approve the amended agenda. Ayes: Commissioners Etting, Hughes, Kahoe and Binaca Nays: None Absent: Commissioner Chance The motion carried. TOWN ADMINISTRATOR’S REPORT: None. PRESENTATIONS: 1 None. TENATIVE AGENDA FOR TOWN MEETING (December 5, 2022 at 7:30 p.m.) New Business: Reappointment – Tree Committee Chair Bianca advised Graham Becker has requested to serve another term on the Tree Committee. Mr. Becker is knowledgeable and works for a tree service. STAFFING UPDATE: The Director of Administration reported: • Lateral Police Officer – reviewing candidates • Public Relations – reviewing candidates • Laborer – accepting applications CALENDAR: The Director of Administration advised Ruth Seitler will send the calendars through email. The Director of Planning informed the Board of Appeals and Historic Preservation Commission will not meet in December. The Town Administrator inquired if Harford-Cecil MML are meeting December 15th. Commissioner Hughes will make contact to confirm. Commissioner Etting asked for potential dates of the Commissioner Retreat. The Town Administrator has secured the location of Harford Mutual and will look at available dates of the Commissioners. MISCELLANEOUS: Christmas Parade Update The Director of Economic Development reminded the Christmas Parade is Sunday, December 4th and asked the Commissioners to meet in the parking lot of Black Eyes Suzie’s at 3:00 p.m. Information on the Parade has been forwarded to the Commissioners. Any questions or issues the day of the Parade, please contact Ms. Heidenreich on her cell phone. Bel Air Community Band 2 Commissioner Kahoe notified the Winter Concert of the Bel Air Community Band is December 11th, 3:00 p.m. at Bel Air High School. Masonic Lodge Chair Bianca informed the Masonic Lodge in Bel Air will light up their building for the holiday on December 4th, 6:45 p.m. with 60,000 lights. COMMISSIONER COMMENTS: None. CLOSED SESSION: At 5:25 p.m. Commissioner Kahoe moved and Commissioner Etting seconded the motion to close the meeting under the provisions of the Maryland Open Meetings Act General Provisions Art. § 3-305(b)(8). Ayes: Commissioners Etting, Hughes, Kahoe, and Bianca Nays: None Absent: Commissioner Chance The motion carried.
