MINUTES BOARD OF TOWN COMMISSIONERS March 6, 2023 The regular meeting of the Board of Town Commissioners was called to order on Monday, March 6, 2023, 5:30 p.m. at McFaul Activities Center, Bel Air, Maryland. MEMBERS PRESENT: Commissioner Kevin M. Bianca, Chair Commissioner Mary F. Chance Commissioner Paula S. Etting Commissioner Erin S. Hughes Commissioner Donna L. Kahoe STAFF PRESENT: Edward Hopkins, Town Administrator Stephen Kline, Director of Public Works Michael Krantz, Director of Administration Charles Moore, Chief of Police Laura Bianca-Pruitt, Department of Planning Angela Robertson, Economic Development Coordinator Pamela Wockenfuss, Deputy Director of Finance Charles Keenan, Town Counsel Elizibeth Thompson, Town Counsel Joan Suitt, Recording Secretary ABSENT: Trish Heidenreich, Director of Economic Development Lisa Moody, Director of Finance Kevin Small, Director of Planning APPROVAL OF AGENDA: Commissioner Kahoe moved and Commissioner Etting seconded the motion to approve the Agenda as written. Ayes: Commissioners Chance, Etting, Hughes, Kahoe and Bianca Nays: None The motion carried. APPROVAL OF MINUTES: Commissioner Kahoe moved and Commissioner Etting seconded the motion that the minutes of the Bel Air Board of Town Commissioners’ meetings held on February 14, 2023, and February 21, 2023, be approved as submitted. Ayes: Commissioners Chance, Etting, Hughes, Kahoe and Bianca Nays: None The motion carried. 1 PRESENTATION: Law Officer of the Year Nominee Kevin Kadolph for the Northern Central Region from Ed McCann, American Legion Chair Bianca informed Officer Kevin Kadolph has been nominated by the American Legion as Law Officer of the Year for the Northern Central Region. Chair Bianca advised Officer Kadolph is one of the many reasons our Police Department is so special and the Town of Bel Air is incredibly proud of you for this nomination. The Town of Bel Air is grateful for Officer Kadolph’s hard work in helping to make the Town great. Ed McCann, Co-Chairman of the Department of Maryland, Public Safety Commission, presented a plaque to Kevin Kadolph, Bel Air’s runner-up Law Officer of the Year for the Northern Central Region. The region territory has expanded to include Harford County, Baltimore County, Baltimore City, Howard County, and part of Anne Arundel County. There were seventeen nominees this year and the top three came from Harford County. Mr. McCann stated Harford County has some of the finest officers in the State of Maryland who have respect from the public. Mr. McCann also presented Officer Kadolph with a copy of the paperwork submitted by Deputy Chief Hughes. Chief Charles Moore was presented a plaque from Post 47, District 3 Northern Central Region for his leadership and dedication to the Bel Air Police Department and community he serves. Chief Moore thanked Mr. McCann for the recognition and notified a reception to honor Officer Kadolph is being held at the Bel Air Police Department. PUBLIC COMMENTS ON NEW BUSINESS ITEMS: None. NEW BUSINESS: Gardening Services Contract Commissioner Hughes moved and Commissioner Kahoe seconded the motion that the bid of Rebloom Landscaping, LLC., 3805 Ady Road, Street, Maryland, to provide gardening services for the Town of Bel Air in the amount of $38,484.00 for the period March 15, 2023, ending December 31, 2023, with the option for four (4) additional one (1) year renewals, be accepted by the Bel Air Board of Town Commissioners. Commissioner Hughes advised during the Work Session, Mr. Kline, Director of Public Works, notified this contract amount is the same as last year. Commissioner Hughes thanked Mr. Kline for his efforts. Ayes: Commissioners Chance, Etting, Hughes, Kahoe and Bianca Nays: None 2 The motion carried. Reappointment to the Cultural Arts Commission - Natalie Weeks Commissioner Kahoe moved and Commissioner Etting seconded the motion that the reappointment of Natalie Weeks to the Bel Air Cultural Arts Commission for a term of three (3) years, effective immediately, be approved by the Bel Air Board of Town Commissioners. Commissioner Kahoe reached out to Natalie Weeks who was happy for the reappointment to the Cultural Arts Commission. Commissioner Kahoe stated Ms. Weeks has a good knowledge of art, loves the Town of Bel Air and is an asset to the Commission. PUBLIC ANNOUNCEMENTS: Chair Bianca reported: Public Hearing is scheduled for March 20, 2023, at 5:30 PM at McFaul Activities Center for the following legislation that was introduced at the February 21, 2023, Town Hall Meeting. • Charter Resolution 136-23 Annexation of 304, 308 and 310 Tollgate plus part of 615 Baltimore Pike • Ordinance 811-23 an Ordinance Amending to Articles II, III, V and VI of the Development Regulations in Chapter 165 of the Bel Air Town Code Information is available at the Town’s website. • March 11th – Take a Chance on Art – Bel Air Armory, 6:00 p.m.- 9:00 p.m. Tickets available at Harford Artist Association website. • March 18th – Family Fun at Bel Air Armory 10:45 a.m. – 12:00 noon – Minwa, Japanese Folktales. Tickets are free and register on Town’s website. • March 18th – Susquehanna Symphony Orchestra – Celebrating 250th Anniversary of Harford County – Bel Air High School, 7:30 p.m. Tickets $20, available on Harford 250 website. PUBLIC COMMENTS: Craig Tillman, 1004 Manchester Court, Bel Air, Md. has concern with trash laying along Rt. 22, Rt. 24, Rt. 543 and the Bypass. Mr. Tillman wanted to know who is responsible for keeping the roads clean because it is embarrassing and seems no one cares. 3 Chair Bianca notified the Town’s Department of Public Works is responsible for our three square mile limit. Outside this area, issues can be reported to Harford County, SeeClickFix website. Commissioner Etting advised the roads mentioned are State Highway roads and would be their responsibility. Chief Moore advised the Town takes this type of complaint seriously. Mr. Tillman feels it might make a difference if the Town would reach out to the proper jurisdictions about the trash.
