MINUTES BOARD OF COMMISSIONERS WORK SESSION July 5, 2023 The Board of Commissioners Work Session was held on July 5, 2023, at 4:30 p.m. COMMISSIONERS PRESENT: Kevin Bianca Mary Chance Paula Etting Erin Hughes Donna Kahoe IN ATTENDANCE: David Anderson, Public Information Officer Eddie Hopkins, Town Administrator Michael Krantz, Director of HR & Administration Kevin Small, Director of Planning Jane Sudbrink, Recording Secretary I. CALL TO ORDER Mr. Bianca called the meeting to order at 4:32 p.m. II. APPROVAL OF AGENDA Mr. Bianca asked for a mo�on to approve the agenda. Ms. Kahoe moved to approve the agenda and Ms. Chance seconded. All in favor. Mo�on carried. III. CLOSED SESSION Ms. Chance motioned and Ms. Kahoe seconded the motion to go into a closed session. All in favor. Motion carried. The meeting closed at 4:33 p.m. A. This meeting will be closed under the provisions of the Maryland Open Meetings Act General Provisions Art. § 3-305(b)(1). B. Topics of Discussion 1. To consult with staff about pending or potential litigation regarding the matter of the Harford County Board of Education (MacPhail Road connection) C. Reason for Closed-Session Discussion of Topic 1. Because public discussion of confidential information and legal strategies can compromise the ability of the public body to receive candid and uninhibited consultation. 1  Ms. Kahoe motioned to reopen the meeting at 5:06 p.m. and Ms. Chance seconded. All in favor. Motion carried. Mr. Hopkins discussed the following topics: • Funeral arrangements for Charles Keenan (former Town Attorney) are pending. o Mr. Keenan passed away on July 1, 2023. • Mr. Hopkins reported on the status of a citizen who had been repeatedly calling Town Hall on the phone. • Police Station Construction and Town Hall Renovation Update o An unconnected pipe resulted in a water intrusion into the basement of Town Hall. o The problem has been repaired. o Town Staff is working with the contractor to ensure all concerns (including mold) are addressed.
