MINUTES BOARD OF COMMISSIONERS WORK SESSION July 26, 2023 The Board of Commissioners Work Session was held on July 26, 2023, at 5:00 p.m. COMMISSIONERS PRESENT: Kevin Bianca Mary Chance (via call-in) Paula Etting Erin Hughes Donna Kahoe IN ATTENDANCE: David Anderson, Public Information Officer Eddie Hopkins, Town Administrator Chuck Moore, Chief of Police Kevin Small, Director of Planning Jane Sudbrink, Recording Secretary Elizabeth Thompson, Town Counsel I. CALL TO ORDER Mr. Bianca called the meeting to order at 5:00 pm. II. APPROVAL OF AGENDA Mr. Bianca asked for a mo�on to approve the agenda. Ms. Kahoe moved to approve the agenda and Ms. E�ng seconded. All in favor. Mo�on carried. III. CLOSED SESSION Ms. Kahoe motioned and Ms. Hughes seconded the motion to go into a closed session. All in favor. Motion carried. The meeting closed at 5:05 pm. A. This meeting will be closed under the provisions of the Maryland Open Meetings Act General Provisions Art. § 3-305(b)(7) and Art. § 3-305(b)(8). B. Topics of Discussion 1. To consult with counsel to obtain legal advice and to consult with staff, consultants, or other individuals about pending or potential litigation regarding the Barton Bodt, et al. vs. Town of Bel Air, Maryland case. C. Reason for Closed-Session Discussion of Above Topics 1. Because public discussion of confidential information and legal strategies can compromise the attorney-client privilege and inhibit the ability of the public body to receive candid and uninhibited legal guidance. 1  Ms. Hughes motioned to reopen the meeting at 5:35 pm. and Ms. Etting seconded. All in favor. Motion carried. ACTION TAKEN IN CLOSED SESSION Mr. Bianca asked for a vote. Ms. Hughes made a motion to appeal the case to the appellate court of Maryland. Ms. Kahoe seconded.
