BELGRADE CITY COUNCIL MEETING MINUTES Special Meeting Belgrade Library Community Room September 9, 2022 12: 00 Noon This meeting was open to the public and attended in person and via Zoom video platform. Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were Kristine Menicucci and Renae Mattimoe. Council Members attending via zoom were Martha Sellers, Jim Simon, Jim Doyle and Mike Meis. City staff in attendance were City Manager Neil Cardwell, City Attorney Rick Ramler, City Clerk Susan Caldwell, Executive Assistant Dana Jambor, Finance Director Charity Wilson and Library Director Gale Bacon. City staff in attendance via zoom was Kristin Spadafore. There were no members of the public in attendance in person or via zoom. PUBLIC FORUM Mayor called three times for public comment. There being none, public forum was closed. PUBLIC HEARING Consider Resolution 2022- 49 Adoption of the Final Budget for FY 2022- 2023 City Manager Cardwell noted no changes made to the budget document as presented at the September 6th Council meeting. Mayor Nelson opened the public hearing and called for public comment. There was none. One written comment was noted regarding clarification on the proposed pay scale. City Manager Cardwell noted that current rates of pay would be reviewed internally after the proposed budget was adopted and the revised pay structure could then be applied. ACTION:Council Member Menicucci moved to approve Resolution 2022- 49 adopting the Final Budget for Fiscal Year 2022- 2023 and set the Mill Levy, pursuant to compliance with MCA 7- 6- 4030, after notice of public hearing and having held said public hearing. Council Member Meis seconded the motion. Roll Call Vote: All voted aye, motion carried unanimously. PUBLIC HEARING Consider Resolution 2022- 50 Permissive Medical Levy for Group Health Insurance City Manager Cardwell noted the number of mills levied proposed at 7. 93 for this budget year. Discussion followed about why the amount levied in the previous year had been much lower. Page 1 of 2 Cardwell noted the current proposed number of mills was calculated using the State instructions and was closer to the expected range. He could not verify how last year' s mills were calculated but the proposed rate for 2022- 2023 would bring Belgrade back to a reasonable level. Mayor Nelson opened the public hearing and called for public comment. There was none. ACTION: Council Member Menicucci moved to approve Resolution 2022- 50 adopting additional mills levied for Employee Group Health Insurance. Council Member Mattimoe seconded the motion. Roll Call Vote: All voted aye, motion carried unanimously. PUBLIC HEARING Consider Resolution 2022- 51 to Budget Additional Property Tax Revenue for Fiscal Year 2022- 2023 City Manager Cardwell noted that additional property tax revenue was based on one- half of the average rate of inflation for the prior 3 years based upon the Consumer Price Index ( CPI- U) which was calculated at 1. 77% for this new budget year. Mayor Nelson opened the public hearing and called for public comment. There was none. ACTION: Council Member Menicucci moved to approve Resolution 2022- 51 to budget additional property tax revenue for Fiscal Year 2022- 2023 as stated. Council Member Mattimoe seconded the motion. Roll Call Vote: All voted aye, motion carried unanimously. Council Member Menicucci commented that it was disappointing to her that, as a general rule, over her 9 years of serving the City, no one from the public was present now or in the past when Council was considering such an important task as setting the budget. Mayor Nelson thanked City staff for their efforts in putting the new budget together and the improved format and for arranging this special meeting.
