COUNCIL TRAINING WORKSHOP MINUTES
Training for Urban Renewal District and Tax Increment Financing ( URD/ TIF)
COUNCIL CHAMBERS

This meeting was open to the public and attended in person and online via Zoom.
Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were
Martha Sellers, Mike Meis, Jim Simon, Kristine Menicucci, Jim Doyle and Renae Mattimoe.
City staff in attendance were City Manager Neil Cardwell and Consultant Ted Barkley.
Others in attendance via Zoom were Janet Cornish, Lanette Windemaker and Brad Archibald.
As a separate matter, Mayor Nelson distributed worksheet forms to Council Members to
begin the process for the City Manager' s upcoming performance evaluation. He suggested that
Council turn in their worksheets and comments to him by October 26th for further review, then
possibly adding this to the regular council agenda for the meeting to be held on November 7, 2022.
There was no action taken.
Ted Barkley reviewed the establishment of Belgrade' s Urban Renewal District and Tax
Increment Financing plan established in 2017. He noted the assistance of Janet Cornish and
Lannette Windemaker and noted they were considered as a foremost authority on this subject. They
would be presenting the training information for this workshop.
Janet Cornish began the presentation and noted others in attendance including Lannette
Windemaker and Brad Archibald, CEO of Pioneer Technical Services in Butte, MT. Archibald
would be taking on clients like Belgrade in anticipation of Cornish and Windemaker' s eventual
retirement. Cornish and Windemaker presented program information and discussed the program
allowances and regulations.

Council Member Simon moved to adjourn the workshop at 7: 20pm.

The purpose of this workshop is for City staff, Council and Mayor to have an
opportunity to receive training regarding governance, policies and allowed uses
related to the Belgrade Urban Renewal District (URD) and Tax Increment Financing
(TIF)
This session is open to the public, however, there will be no policy decisions
made, or actions taken by the Council during this training workshop.
The next regular business meeting of the City Council is scheduled for October 17,
2022, at 7:00pm at Belgrade City Hall in the Council Chambers. Please contact Susan
