SPECIAL COUNCIL MEETING MINUTES
COUNCIL CHAMBERS
January 26th, 2023 ( Thursday)
7: 00 P. M.
This meeting was open to the public and attended in person.
Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were
Jim Simon, Jim Doyle and Renae Mattimoe. Council Member attending via Zoom was Kristine
Menicucci.
City staff in attendance were City Manager Neil Cardwell, City Attorney Rick Ramler, City
Clerk Camille Gregory, Executive Assistant Dana Jambor, Finance Director Charity Wilson, City
Accountant Susan Caldwell, Community Development Director Jason Karp, City Judge Chris
Gregory, Senior Center Director Lisa Beedy.
Others in attendance were Tiffany Maierle and Marc Maierle.
ACTION: Council Member Simon moved to excuse Council member Meis. Council
Member Doyle seconded the motion. All voted aye, motion carried unanimously.
PUBLIC FORUM
Mayor Nelson called three times for public comment. There being none, public forum was
closed.
DISCUSSION AGENDA
Discuss and Consider Resolution 2023- 2 Urban Transportation District (UTD) Board
Members to be Appointed
Community Development Director Karp reviewed the requested action to appoint board
members as opposed to being elected.
Council Member Simon inquired if the UTD board could become an elected board in the
future. Karp confirmed that it could be changed if so desired.
Mayor Nelson called for public comment. There was none.
ACTION: Council Member Simon moved to adopt Resolution 2023- 2 informing the
Gallatin County Commission that upon approval of an Urban Transportation District( UTD)
by the voters that the UTD Board should be appointed as opposed to being elected with the
composition and appointments to the UTD Board to be set forth as stated in the resolution.
Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously.

Discuss and Consider Resolution 2023- 1 Special Ballot Election for Creation of Belgrade
Regional Parks, Trails and Recreation District with $49 Million Bond
City Manager Cardwell welcomed new City Clerk Camille Gregory and congratulated Sue
Caldwell on her move to the position of City Accountant.
City Manager Cardwell reviewed the Resolution and requested action. Discussion followed
about plans as to how the information would be distributed to the public.
Council Members noted that many people were willing to help put the word out. They
seemed very excited for this action.
Mayor Nelson called for public comment. There was none.
ACTION: Council Member Mattimoe moved to adopt Resolution 2023- 1 A Resolution
ordering a referendum on the creation of a regional park, trails and recreation district;
preliminarily for an election on issuing general obligation bonds of the district in the principal
amount of up to $49, 000, 000 for the purpose of paying costs on an Aquatics Center. Council
Member Simon seconded the motion. All voted aye, motion carried unanimously.

City Attorney Ramler had nothing to report.
City Manager Cardwell had nothing to report.
