CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS March 20, 2023 7:00 PM This meeting was open to the public and attended in person. Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were Jason Guffey, Mike Meis, Jim Simon, Kristine Menicucci, Jim Doyle, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, City Attorney Rick Ramler, City Clerk Camille Gregory, Executive Assistant Dana Jambor, City Judge Chris Gregory, Director of Finance Charity VanKirk, Director of Human Resources Becky Wilbert, Director of Community Development Jason Karp, Library Director Gale Bacon, Operations Manager James Percival, Police Chief Lensing, Fire Chief Greg Tryon, Director of Engineering Tom Eastwood, Others in attendance were Judy Doyle, Sander Story, Amy Parsons, James Malone, Vivian Crouse, Jeff Lusin, Matt Sedor, Travis Kabalin, Mike Danes, Aleck Gantick, Kali Peterson, Jake Schumacher, Robert Schumacher, Lynae Axelson, Adam Axelson, and Geno Kreis. PUBLIC FORUM Mayor Nelson called three times for public comment. There being none, the public forum was closed. Community Development Director Karp wanted it on record that the discussion of the Annexation of the Williams property will be postponed. CONSENT AGENDA - Consider Update of Authorized Signers on CD Account-First Security Bank. - Request For Reduction of a Financial Guaranty for Cloverleaf Meadows Subdivision. - Request For Reduction of a Financial Guaranty for Prescott Ranch Phase lA, lB, And 1 C. City Manager Cardwell further explains the above items. ACTION: Council Member Simon moved to approve the consent agenda items as submitted. Council Member Meis seconded the motion. All voted aye, motion carried unanimously. PUBLIC HEARING Discuss and Consider Crescent Addition (City Hall) Zone Map Amendment. City Manager Cardwell requested a continuance of the public hearing until April 17, 2023, meeting to allow more time to work with the homeowners on any agreements or concerns. Page 1 of 5 Mayor Nelson opened the public hearing. Aleck Gantick, residing at N Kennedy thanked the city manager for continuing the Public Lands and Institution District (PLI) zoning discussion and wanted to point out the signatures acquired in protest to the zoning and expressed worry that eminent domain could be instituted in the future. He also gave other options, such as waiting until the city purchased all the properties before zoning the block PLI or re-zoning the block for mixed-use. Kali Peterson, residing at N Kennedy, also appreciated the continuance, then expressed the same concerns as Mr. Gantick. Geno Kreis, residing at N Kennedy pointed out the zoning protests but believed it would get sorted out. James Malone, residing at N Kennedy would like the opportunity to understand this discussion better. Mayor Nelson calls two more times for public comment. There was none. City Manager Cardwell withdrew the petition to re-zone. Council Member Simon asked if this process would start all over if the application to Zone is withdrawn. Cardwell answered yes, the process would start all over. DISCUSSION AGENDA Discuss Update on Library and Community Center Project Operations Manager Percival listed the firms working on the library project and invited 45 Architecture to speak. 45 Architecture gave a PowerPoint presentation on the library project designs. Travis Kabalin & Mike Danes of Martel summarized the Guaranteed Maximum Price of $18,500,00 and the construction timeline. Fire Chief Tryon and Police Chief Lensing gave brief reports on the opportunities the vacant Annex building gave for more training of the firefighter and police officers before it was demolished for the new library. Mayor Nelson called for public comment. Lynae Axelson, residing at N Broadway asked if there was room for growth vertically in the library. Page 2 of 5
