CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS August 21, 2023 7: 00 PM This meeting was open to the public and attended in person. Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were Jason Guffey, Jim Simon, Kristine Menicucci, Jim Doyle, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, City Attorney Rick Ramler, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Finance Director Charity VanKirk, Chief of Police Dustin Lensing, Director of Information Technology Ryan Curtis, Fire Chief Greg Tryon, Municipal Court Judge Chris Gregory, City Engineer Tom Eastwood, Director of Community Development Jason Karp, Director of Human Resources, and Director of Public Works Steve Klotz. Others in attendance were Clint Steadman, Joeseph Bernhard, Emily Decker, Jamie Rosemary, Daniel Francisco, Vivian Crouse, Alex Cady, Judy Doyle, Diana Perry, Jessie McCloud, Jennifer Boyer, and Joe Sutton. ACTION: Council Member Menicucci moved to excuse Mike Meis. Council Member Simon seconded the motion. All voted aye, motion carried unanimously. PUBLIC FORUM Mayor Nelson called for public comment. Jessie Mcloud, residing at Washington St., appeared representing the Aquatics Group. She thanked the Council for their efforts in moving the Parks District forward. Mayor Nelson Called two more times for public comment. There being none, the public forum was closed. CONSENT AGENDA Consider Approval of Council Minute Draft: 7- 3- 23. Clerk' s Note: The minutes on the agenda included a typo that was corrected before this meeting. ACTION: Council Member Menicucci moved to approve the consent agenda items as submitted. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. Page 1 of 6  DISCUSSION AGENDA Discuss and Consider Presentation on Gallatin DDAMP. Commissioner Jennifer Boyer gave a brief PowerPoint on the Gallatin Drought and Deluge Adaptive Management Plan. Council Member Menicucci asked if there were any future regulatory agencies Boyer would work with. Boyer explained that there are only voluntary agencies involved right now. She stated she believes the stakeholders could have a conversation about that later down the road. Council Member Simon asked if this could develop into a group similar to the Planning Coordinating Committee. Boyer said that the DDAMP does work similarly. Collaborative efforts are highly encouraged. Mayor Nelson called for public comment. There was none. ACTION: Council Member Menicucci moved to authorize the City Manager to enter Belgrade into a partnership with the Gallatin Drought Deluge Adaptive Management Plan DDAMP). Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. Discuss and Consider Interlocal Agreement Between City of Belgrade and Central Valley Fire District City Manager Cardwell explained that the Interlocal Agreement would allow current Fire Chief Tryon to assist the new Central Valley Fire Chief and aid in the transition from Tryon to the new chief. This Agreement was intended to benefit both agencies as Chief Tryon moved from his role as Central Valley Fire Chief to Belgrade' s Assistant City Manager. Fire Chief Tryon stated that the incoming fire chief is very experienced, so the transition should be smooth. However, he said the City' s generosity on this issue is very appreciated. Mayor Nelson called for public comment. There was none. ACTION: Council Member Simon moved to authorize the City Manager to sign the Interlocal Agreement with Central Valley Fire District for transitional services by the Assistant City Manager to the District. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. Discuss and Consider Amendment No. 1 To Professional Services Agreement with Advanced Engineering and Environmental Services, LLC (AE2S) for Work Order 22- 04 ( WO 22- 04) - Belgrade Water Reclamation Facility Lagoon Rehabilitation Project Page 2 of 6  City Engineer Eastwood explained that the Amendment continues construction on the water reclamation facility. To help address some of the budget concerns and help bring the costs down, AE2S was brought in to assist. The $ 21, 000 in the Amendment would cover the efforts of AE2S to look for cost- cutting options. The City is hoping to start the project in April of 2024. Mayor Nelson called for public comment. There was none. ACTION: Council Member Menicucci moved to authorize the City Manager to sign Amendment No. 1 to the Agreement Between Owner and Engineer for Professional Services with Advanced Engineering and Environmental Services, LLC for City of Belgrade Work Order No. 22- 04 in the amount of$21, 000.00. Council Member Simon seconded the motion. All voted aye, motion carried unanimously. Discuss and Consider an Update on the FY24 Operating Budget and Set a Date for the Public Hearing to Consider Budget Adoption on September 5, 2023. Executive Director of Finance VanKirk gave a brief presentation on the preliminary budget. She also asked the Council to set a public hearing date of September 5th, 2023, for budget adoption. Mayor Nelson called for public comment. There was none. ACTION: Council Member Mattimoe moved to accept the Preliminary Budget for FY 23- 24 as presented and set the date for the public hearing to consider budget adoption on September 5, 2023. Council Member Menicucci seconded the motion. All voted aye, motion carried unanimously. Discuss and Consider Mayor Appointments to Various Advisory Boards. Mayor Nelson' s board appointments were offered as follows... Senior Center Advisory Board( 1 opening) Joe Sutton ( Term expires: August 21, 2026) Library Board( 1 opening) Chrysti Smith( Term expires: August 21, 2026) Board of Adjustment( 5 openings) Daniel Francisco ( Term expires: August 21, 2026) Douglas Crumpler( Term expires: August 21, 2026) Ali Vasarella( Term expires: August 21, 2026) Belgrade Regional Parks, Trails, and Recreation Board( 6 openings - term TBD) City Appointments Alex Cady Page 3 of 6  Diana Perry Emily Decker County Appointments Joseph Bernhardt Jamie Rosemary Clint Steadman Council Appointment Board Chair( Term expires: December 31, 2023) Mayor Nelson thanked all applicants for applying. Mayor Nelson called for public comment. There was none. ACTION: Council Member Menicucci moved to adopt Mayor Nelson' s appointments to the various advisory boards as detailed in the Item Summary. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. After the motion carried, a brief discussion was held to appoint a council member to the board as the Ex-Officio. Cardwell pointed out that the term cycle will be a July-to- July format. Council Member Mattimoe volunteered for the seat. ACTION: Council Member Menicucci moved to appoint Council Member Mattimoe to the Parks and Trails Board. Council Member Doyle seconded the motion. All voted aye, motion carried unanimously. Discuss and Consider Resolution 2023- 19 for Creation of Belgrade Park, Trails and Recreation District, Approval of Directors to District Board, and Approval of District Bylaws. City Manager Cardwell explained that Resolution 2023- 19 confirms that the Parks District has been created. It also ratifies the Board' s appointees and ex- officio. Further, it approves the bylaws. Cardwell also mentioned that the Gallatin County Commission would meet on August 22, 2023, to hear a similar resolution. He stated that the new Parks Board can only sign its bylaws after the County Commission approves the bylaws. There was a brief explanation of how any vacancies will work on the new Board. Mayor Nelson called for public comment. There was none. ACTION: Council Member Mattimoe moved to approve Resolution 2023- 19, ratifying and confirming the Creation of the Belgrade Regional Parks, Trails, and Recreation District, Approving the Appointment of Directors to the Board of Directors of the District, and Page 4 of 6 ratifying and confirming the approval of the Bylaws of the District. Council Member Simon seconded the motion. There was a roll call vote: Motion carried 5- 0. Council members voting " aye": Simon, Menicucci, Mattimoe, Meis, Guffey, Doyle Council Members voting " no": None. Council members Absent: Meis REPORTS Mayor Nelson had nothing to report. City Attorney Ramler had nothing to report. City Manager Cardwell asked Police Chief Lensing to speak on the remodel project for the Police Department' s offices in City Hall. Chief Lensing stated that the remodel of police offices would be paid for by vacancy savings from unhired positions. The vacancy savings would be rolled into a capital improvement fund, which would then fund the remodel. Lensing also stated that the police will be stationed at Heck/ Quaw Elementary during the remodel. He said the Belgrade School District had graciously offered to allow the Police Department to use an oversized classroom in the school for this purpose. Chief Lensing also explained that the officers would not bring anyone arrested onto the school property. He said there would be an available interview room at City Hall to take suspects to, instead. Council Member Menicucci reported that more effort needs to be made to pick up after our dogs. Council Member Simon had nothing to report. Council Member Guffey had nothing to report. Mayor Nelson commented on the weed and high grass situation on Jackrabbit and in the pit/Yellowstone Plaza.
