COUNCIL MEETING MINUTES
COUNCIL CHAMBERS
October 2, 2023
7: 00 pm
This meeting was open to the public and attended in person.
Mayor Russell C. Nelson called the meeting to order. Council Members in attendance were
Mike Meis, Kristine Menicucci, Jim Doyle, and Renae Mattimoe.
City staff in attendance were Assistant City Manager Greg Tryon, City Attorney Rick
Ramler, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Public Works
Administrative Assistant Emma Rojas, Executive Finance Director Charity VanKirk, Chief of
Police Dustin Lensing, Director of Information Technology Ryan Curtis, Municipal Court Judge
Chris Gregory, City Engineer Tom Eastwood, Director of Community Development Jason Karp,
Fire Chief Lonnie Rash, and Director of Public Works Camaree Uljia.
Others in attendance were Vivian Crouse, Judy Doyle, and Chris Budeski.
ACTION: Council Member Mattimoe moved to excuse Council Members Simon and Guffey.
Council Member Meis seconded the motion. All voted aye, motion carried unanimously.
PUBLIC FORUM
Mayor Nelson called three times for public comment. There being none, the public forum
was closed.
CONSENT AGENDA
Consider Approval of Council Minute Draft( S): 8- 21- 23, 8- 21- 23 Special meeting, & 9- 5- 23
ACTION: Council Member Meis moved to approve the consent agenda items as
submitted with an edit to the 8- 21- 23 Minutes. Council Member Menicucci seconded the
motion. All voted aye, motion carried unanimously.
DISCUSSION AGENDA
Discuss Mayoral Proclamation Regarding Extra Mile Day.
Mayor Nelson declared November 1, 2023, Extra Mile Day in Belgrade.
Mayor Nelson called for public comment. There was none.

Discuss and Consider a Variance Request from the City of Belgrade Design Standards and
Specifications for a Proposed Storm Water Retention Facility on a Portion of Tract 3AA of
Certificate of Survey No. 78C.
City Engineer Eastwood explained that this variance is needed to meet the City' s stormwater
requirements. He said the Applicant proposed a stormwater retention facility that is deeper than
what current City standards allow. Eastwood stated this plan includes water treatment to limit
pollutants, installing measures on the outfall and basins to catch any sediment, and a fence around
the facility to add needed depth.
Council member Menicucci asked if the water would be standing water. Eastwood said it
would infiltrate into the soil.
Chris Budeski, a representative for the Applicant, further explained that the variance was
requested because they had to provide an underground stormwater collection system for the site.
However, because the pipes need to be deeper than the City' s current two- and- a- half-foot depth
requirement, the Applicant proposed installing a 42- inch farm- style fence around the facility.
Mayor Nelson called for public comment. There was none.
ACTION: Council Member Menicucci moved to approve the variance request from
the City of Belgrade Design Standards to allow a stormwater retention facility with a design
maximum water surface depth greater than 2- 1/ 2 feet on a portion of Tract 3AA of Certificate
of Survey No. 78C provided that the facility is protected by a fence and approved by the City
Engineer. Council Members Doyle and Mattimoe seconded the motion. All voted aye, motion
carried unanimously.

Assistant City Manager Tryon had nothing to report.

Council Member Mattimoe mentioned attending a local government training as part of the
Belgrade Regional Parks, Trails, and Recreation District Board ( BRPTRD). She also stated she will
be unable to attend the BRPTRD Board meeting and asked City Attorney Ramler if any acting
BRPTRD board member could sit in for her. Ramler said he would look into the issue, but he
believed they could.
ADJOURN
Council Member Doyle moved to adjourn the meeting at 7: 13 pm.
