CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS December 4th, 2023 7: 00 pm This meeting was open to the public and attended in person. Deputy Mayor Michael Meis called the meeting to order. Council Members in attendance were Jason Guffey, Jim Simon, Kristine Menicucci, Jim Doyle, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, Assistant City Manager Greg Tryon( ACM), City Attorney Rick Ramler, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Director of Financial Services Charity VanKirk, Chief of Police Dustin Lensing, Director of Information Technology Ryan Curtis, IT Specialist Justin Clevidence, Municipal Court Judge Chris Gregory, Interim Fire Chief Jake Zlomie, Director of Community Development Jason Karp, Director of Parks and Recreation Steve Klotz, and Library Director Gale Bacon. Others in attendance were Vivian Crouse. ACTION: Council Member Doyle moved to excuse Mayor Nelson. Council Member Mattimoe and Simon seconded the motion. All voted aye, motion carried unanimously. PUBLIC FORUM Deputy Mayor Meis called three times for public comment. There being none, the public forum was closed. CONSENT AGENDA Consider First Reading of Ord. No. 2023- 9 Amendments to The Updated Belgrade Zoning Regulations. ACTION: Council Member Simon moved to approve the consent agenda items as submitted. Council Member Doyle seconded the motion. All voted aye, motion carried unanimously. PUBLIC HEARING Discuss and Consider Amending the Fiscal Year 2024 Budget to Increase the Allocation for Audit and Advisory Services. Clerk Note: The agenda has the Resolution number as " 2024- 28", and the Item summary has it as " 2023- 56". The correct Resolution number is 2023- 28. Executive Director of Financial Services VanKirk explained that the total of$ 365, 000 that the City would be moving into the General Fund to increase the Finance Department to cover the costs of the audit that the Council approved two meetings ago. She also mentioned that the money Page 1 of 3 would be coming from various sources based on their fund balances, with the exception of the Sewer fund, which would be putting up $ 145, 000 because the Federal audit is largely due to the Wastewater Treatment Plant. Deputy Mayor Meis called for public comment. There was none. ACTION: Council Member Menicucci moved to approve Resolution 2023- 28 amending the Fiscal Year 2023- 2024 budget to increase spending authority, authorize redistribution, and transfer funds as stated. Council Member Mattimoe seconded the motion. All voted aye, motion carried unanimously. DISCUSSION AGENDA Discuss City of Belgrade Strategic Initiatives. City Manager Tryon gave the Council a handout of the strategic planning progress the city Staff is working on and explained the process and progress on the strategic initiatives. He then noted that he' s still working on identifying the top priorities. Council Member Simon asked if this would be utilized at council retreats. Tryon said he would encourage that. Deputy Mayor Meis called for public comment. There was none. Discuss Community Master Plan Kickoff. City Manager Tryon explained that the City is growing and there is a need for more businesses. Because of this, the City has commissioned Cushing Terrel to analyze the City. They recommend developing a comprehensive set of documents that is a master plan- based, but most importantly, interactive, web- based document that is user- friendly for the staff and public. The idea for the master plan is that it will be a single source that informs anyone looking for information on transportation, wastewater, stormwater, parks, trails, etc. in the City. The timeline for the plan is 18 to 24 months. Council member Mattimoe stepped out briefly at 7: 25 pm and returned at 7: 28 pm. There was a brief discussion between the Council, City Manager, and ACM about funding for this project over several budget cycles, where the funding will be coming from, and where the funding information can be found. Deputy Mayor Meis called for public comment. There was none. REPORTS Deputy Mayor Meis said Mayor Nelson had no report to forward. Page 2 of 3  City Attorney Ramler had nothing to report. City Manager Cardwell announced he would be out of the office a couple of periods in December. However, it should not affect his council meeting attendance, and ACM Tryon will be acting manager in this stead. He then asked Police Chief Lensing to speak. Lensing explained that the Police department had set aside money to hire a consultant to do a community satisfaction survey to identify any needs and challenges the Police department should focus on. A link would be posted in the water bill, directing the public to the survey. He also was happy to announce that the Belgrade Police Department participated in Shop with a Cop at Murdoch' s, and it was a huge success. This was the first year that Belgrade could host Shop with a Cop, and they were very excited that they could keep it local. Murdochs discounted their prices for the kids and provided wrapping paper; the Police Officers Association also made a very generous donation, so each child got over$ 400 a piece; Rosa' s donated pizza, and New Day Baker donated donuts. The Belgrade Police Officers were even able to provide shoes to those without. FOR YOUR INFORMATION Council Member Guffey had nothing to report. Council Member Simon had nothing to report. Council Member Meis had nothing to report. Council Member Menicucci had nothing to report. Council Member Doyle had nothing to report. Council Member Mattimoe mentioned the Pancake Breakfast at Belgrade Middle School on December 7, 2023, from 7 am to 10 am.
