CITY OF BELGRADE COUNCIL MEETING MINUTES COUNCIL CHAMBERS February 3rd, 2025 7: 00 pm This meeting was open to the public and attended in person. Deputy Mayor Mike Meis called the meeting to order. Council Members in attendance were Jim Simon, Kristine Menicucci via Zoom, Erin Bell, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, Assistant City Manager Greg Tryon, City Attorney Kyla Murray, City Clerk Camille Gregory, Chief of Police Dustin Lensing, Municipal Court Judge Chris Gregory, Director of Community Development Jason Karp, Chief Building Official Lucas Sobeck, and Fire Chief Jay Wittwer. Others in attendance were Josh Smith, Jennifer Fane, Connor Culver, Marla Davis, and Joane Woodward. ACTION: Council Member Mattimoe moved to excuse Mayor Nelson and Council Member Guffey. Council Member Menicucci seconded the Motion. All voted aye, Motion carried unanimously. PUBLIC FORUM Deputy Mayor Meis called three times for public comment. There being none, the Public Forum was closed. CONSENT AGENDA Consider Approval of the Sanitary Lift Station Pump Replacement Project Cost Participation Agreement for Jackrabbit Crossing Phase 1B Consider Approval of a Financial Guarantee and Improvements Agreement for Jackrabbit Crossing Phase 1B ACTION: Council Member Menicucci moved to approve the Consent Agenda as submitted. Council Member Mattimoe seconded the Motion. All voted aye, Motion carried unanimously. DISCUSSION AGENDA Discuss and Consider Final Plat Approval for the Jackrabbit Crossing Subdivision Phase 1B Director of Community Development Karp explained that the items on this week' s consent agenda were all related to this project. He stated that with the Council having approved those items tonight, the Applicant has met all requirements necessary for approval. Therefore, City staff recommends that the final plat be granted. Page 1 of 3 Josh Smith, with Allied Engineering, appeared for the Applicant and asked if the Council had any questions for him. There were none. Deputy Mayor Meis called three times for public comment. There was none. ACTION: Council Member Simon moved to grant final approval of the Jackrabbit Crossing Subdivision Phase 1B subject to the submittal of all required signed agreements, payments, and original letters of credit to the City of Belgrade. Council Member Mattimoe seconded the Motion. Deputy Mayor Meis called for a vote. All voted aye, Motion carried unanimously. REPORTS Deputy Mayor Meis had nothing to report. City Attorney Murray had nothing to report. City Manager Cardwell reminded everyone that the library will be closed for the next two months while they work to move into the new building. Cardwell then invited the public to go online and check out the snow plowing policy. He also reminded everyone that the right- of-way is used for snow storage. Cardwell then reported that the City will be reevaluating the Street Assessment fees. He stated there will be sessions scheduled so that the public can give feedback. FOR YOUR INFORMATION Council Member Simon asked if anyone could attend the next Fire Board meeting in his place. Meis volunteered. Simon added that due to snow creating issues at work, he had to miss the Strategic Planning meeting with the Fire District earlier today. Therefore, he did not have an update from that. Council Member Menicucci thanked Public Works for their thorough plowing of the streets. She also reported that the Water Quality Board is still in transition and will not have a meeting in February. Council Member Bell reported that the Senior Center would hold a bingo night with a Silent Auction on April 10, 2025. The plan is to hold it at the Senior Center, but the community room in the new library may be an option as well. Council Member Mattimoe also thanked Public Works for their work plowing snow. She was also thankful for the plowing information flier she received with her water bill. Page 2 of 3 ADJOURN Council Member Simon moved to adjourn. Council Member Mattimoe seconded the Motion.
