Room E15m Great NortheBlvd. ELGRA E Date: ena, MT il Starting Time: 9: 00 am COUNCIL RETREAT MINUTES Council Members in attendance: Mayor Russell Nelson, Council Member Jason Guffey, Mike Meis, Jim Simon, Kristine Menicucci, and Renae Mattimoe. Staff in attendance were: City Manager Neil Cardwell, Assistant City Manager Greg Tryon, City Attorney Kyla Murray, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Finance Director Charity VanKirk, Chief of Police Dustin Lensing, Municipal Court Judge Chris Gregory, Director of Community and Economic Development Katharine King, Executive Consultant Jason Karp, Director of Human Resources Becky Wilbert, Public Works Director Camaree Uljua, and Senior Center Manager Lisa Beedy. April 15, 2025 Morning Session 9: 00 am 9: 00 — 10: 30 am Council Workshop The Council attended a teambuilding workshop, designed to help each member identify their strongest attributes. 12: 00 — 1: 00 pm Lunch Afternoon Session 1: 00 pm 1: 00 — 5: 00 pm Updates to Council For the last portion of the day Assistant City Manager Greg Tryon and Director or Human Resources Becky Wilbert took the Council and Department heads through an exercise meant to help everyone understand their interpretation of Belgrade' s Values. Tryon then updated the Council on the status of the Fees and Master plan Wilbert updated the Council on the Full Time Employee ( FTE) needs to allow the City to continue to provide services to the community. Executive Director of Financial Services Charity VanKirk updated the Council on the City' s financial forecast. City Manager Neil Cardwell then wrapped up the day with his closing thoughts. April 16, 2025 Morning Session Begins at 8: 00 am 8: 00— 8: 20 am Breakfast 8: 20— 10: 00 am Directors' reports Each department head stood and gave a brief presentation on their departments, including their accomplishments and projected future needs 10: 00 - 10: 15 Break 10: 15 — 12: 00 pm Directors' reports ( cont.) 12: 00 — 1: 00 pm Lunch Afternoon Session 1: 00 pm 1: 00 - 2: 00 pm Directors' reports wrap up 2: 00 - 2: 30 pm Public Comment There was no public in attendance for this retreat. Notice of Possible Quorum Belgrade City Council Planning Retreat Location: Best Western Great Northern Hotel Helena, Montana April 15th, 2025, 9am-5pm & April 16th, 2025, 8am-3pm The purpose of this retreat meeting is for the City Council to have an opportunity to raise, discuss, and prioritize, among themselves and City staff, policy issues related to the business of the City. There will be an opportunity for public comment at the April 16th session at 2:00 to 2:30 pm. There will be no policy decisions made, or actions taken by the Council during this workshop meeting. This meeting may be attended in-person only. Members of the public who wish to attend are asked to register by 3pm April 10th, 2025, due to space. The next regular business meeting of the City Council is scheduled for April 21, 2025, at 7:00pm at Belgrade City Hall in the Council Chambers. That meeting may be attended in-person or the meeting can be viewed in real time at www.belgrademt.gov. There is an opportunity for public input at every regular business meeting of the Council prior to the consideration of any policy decisions.
