CITY OF BELGRADE BELGRADE WORKSHOP MINUTES BELGRADE LIBRARY— COMMUNITY ROOM January 12th, 2026 6: 00 pm This meeting was open to the public and attended in person. Mayor Michael D. Meis called the meeting to order. Council Members in attendance were Jason Guffey, Matt McGee, Jim Simon, Kristine Menicucci, Erin Bell, and Renae Mattimoe. City staff in attendance were City Manager Neil Cardwell, Assistant City Manager Greg Tryon, City Attorney Kyla Murray, City Clerk Camille Gregory, Executive Assistant Dana Jambor, Executive Finance Director Charity VanKirk, Chief of Police Dustin Lensing, Executive, Chief Building Official Lucas Sobeck, Director of Community and Economic Development Katharine King, Public Works Director Camaree Uljua, Manager of Information Technology Justin Clevidence, Communications Manager Whitney Bermes and Director of Parks, Trails and Recreation Jordan Green. Others in attendance were Russ Nelson and Jerrett Moran. Mayor Meis briefly recessed the meeting so that the entire Council could arrive. DISCUSSION AGENDA Discuss the Preliminary Engineering Report( PER) for the Belgrade Water Storage Expansion Project Director of Public Works Uljua introduced Jerrett Moran with HDR Engineering. Uljua explained that Moran is a great resource for this project because of their expertise in pipeline storage and pumping systems. Moran then gave the Council a presentation on the Preliminary Engineering Report( PER) for the Belgrade Water Storage Expansion Report. Council Member Guffey asked about the lifespan of the ground storage tank mentioned in Moran' s report. Moran confirmed that the tank could last up to 50 years and would require very little maintenance. Council Member McGee asked what security would look like for the area. Moran said that, at a minimum, the tank and booster pump station would be fenced in per post- 9/ 11 security requirements. Uljua mentioned that, on the surface, this proposal appears to be conservative. However, redundancies have been built into this system to avoid emergencies or fire flow situations as much as realistically possible. Page 1 of 2  There was then discussion amongst the Council and staff about operations, capacity, contingencies, and possible issues with still- standing water. Mayor Meis called three times for public comment. There was none. Discuss the City' s Water Rights Change Application with the Department of Natural Resources and Conservation Director of Public Works Uljua explained that in early 2023, technical and legal work for a Water Rights Change Application was initiated to modify Belgrade' s Place of Use( POU) and add additional Points of Diversion ( POD) to associate existing water rights with Well 8 and Well 9. Uljua provided an update on the ongoing work on the application with the Department of Natural Resources and Conservation ( DNRC). She also discussed the impacts this would have on development. PUBLIC FORUM Mayor Meis called three times for public comment. There being none, the Public Forum was closed. Mayor Meis mentioned that he was able to round up volunteers to take down the lights at the Senior Center from the holiday lights festival. ADJOURN Belgrade Council Member Bell moved to adjourn. Council Member Mattimoe seconded the Motion. Mayor Meis called for a vote. All voted aye, Motion carried unanimously.
