Individual participation is a basic part of American Democracy and all Bell residents are encouraged to attend meetings of the City Council. Regular City Council meetings are held the second and fourth Wednesday of the month at 7:00 p.m., Bell Community Center, 6250 Pine Avenue. City Council Organization There are five City Council members, one of whom serves as Mayor and is the presiding officer of the City Council. These are your elected representatives who act as a Board of Directors for the City of Bell. City Council members are like you, concerned residents of the community who provide guidance in the operation of your City. Addressing the City Council If you wish to speak to the City Council on any item which is listed or not listed on the City Council Agenda, please complete a Request to Speak Card available in the back of the City Council Chambers. Please submit the completed card to the City Clerk prior to the meeting. The Mayor will call you to the microphone at the appropriate time if you have filled out a Request to Speak Card. At that time, approach the podium and please clearly state your name and address, and proceed to make your comments. Statement Regarding Compensation for Members of the Bell City Council Compensation for the members of the Bell City Council is $673 a month. In accordance with Government Code Section 54952.3, Councilmembers will not receive any additional compensation or stipend for the convening of the following regular meetings: Successor Agency to the Bell Community Redevelopment Agency, the Bell Community Housing Authority, the Bell Public Finance Authority, the Bell Surplus Property Authority, and the Bell Solid Waste Authority.  REGULAR JOINT MEETING OF THE Bell City Council/Bell Community Housing Authority/Successor Agency to the Bell Community Redevelopment Agency/Bell Public Finance Authority January 12, 2022 5:00 P.M. Regular Meeting THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF AB 361 WHICH ALLOWS FOR THE CITY COUNCIL AND/OR CITY STAFF TO PARTICIPATE VIA TELECONFERENCE On September 16, 2021, Governor Newsom signed AB 361, which modified the Brown Act to allow for teleconferencing participation at local legislative body public meetings during a proclaimed state of emergency. As urgency legislation, this law took effect immediately. Pursuant to Government Code section 54953(e)(1)(B), the City Council is holding its January 12, 2022 meeting via teleconferencing for the purpose of determining, by majority vote, whether as a result of a proclaimed state of emergency, meeting in person presents an imminent risk to the health and safety of attendees. Therefore, the City Council and members of the public may attend this meeting via teleconferencing, as provided below. Consideration of the FY 2022-23 CDBG Program Allocation. (City Council) Recommendation: It is recommended that the City Council: 1. Conduct the Public Hearing for appropriation of the Fiscal Year 2022-23 Community Development Block Grant Program; and 2. Read by title only, waive further reading and adopt Resolution 2022-01: A RESOLUTION OF THE BELL CITY COUNCIL APPROVING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2022-2023 3. Authorize the approved funding to be included in the FY 2022-2023 Proposed Budget. 2. Bell Municipal Code Amendment adding Chapter 5.91 to Title 5. Division III “Operating Requirements for Certain Businesses” of the Bell Municipal Code to establish a definition and regulations for mobile automobile and truck wash facilities. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and introduce Ordinance 1273, titled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BELL ADDING CHAPTER 5.91 TO TITLE 5 “BUSINESS LICENSES AND REGULATIONS” DIVISION III “OPERATING REQUIREMENTS FOR CERTAIN BUSINESSES” OF THE BELL MUNICIPAL CODE TO ESTABLISH A DEFINITION AND REGULATIONS FOR MOBILE AUTOMOBILE AND TRUCK WASH FACILITIES Meeting of the Bell City Council and Related Agencies January 12, 2022  Business Session 3. Approval of the Recognized Obligation Payment Schedule (“ROPS”) and Administrative Budget for FY 2022-23 for DOF Submission. (Successor Agency to the Bell Community Redevelopment Agency) Recommendation: It is recommended that the Members of the Successor Agency approve the Recognized Obligation Payment Schedule (“ROPS”) for the 2022-23 Fiscal Period of July 1, 2022 to June 30, 2023 and the Administrative Budget for the 2022-23 Fiscal Period with the attached documents for submission to the Oversight Board for further approval on January 24, 2022 and authorization to transmit to the California Department of Finance under dissolution law by February 1, 2022. 4. Temporary Outdoor Dining Area (TODA) Program Potential Extension. (City Council) Recommendation: It is recommended that the City Council provide direction on the City’s Temporary Outdoor Dining Area (TODA) Program on private property during COVID-19: Option 1: City Council to extend the TODA program and revisit the topic every quarter, until the end of the 2022 calendar year. Option 2: City Council to extend the TODA program, until the County of Los Angeles Department of Public Heath retires the COVID-19 protocols on best practices requirements for restaurants, breweries and coffee shops. 5. Consideration of a Resolution to continue implementing Assembly Bill No. 361 (AB 361) in order to utilize remote/virtual platforms for public meetings for the period of January 12, 2022 through February 11, 2022. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2022-03 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING THE CITY MANAGER TO CONTINUE UTILIZING TELECONFERENCING FOR PUBLIC MEETINGS PURSUANT TO ASSEMBLY BILL 361 (STATS. 2021, CH. 165) 6. COVID-19 Local Emergency Status Update. (City Council) Recommendation: It is recommended that the City Council receive and file this report. Consent Calendar The following Consent Calendar items are expected to be routine and non-controversial. They are acted upon by the City Council and related authorities at one time without discussion. The reading of the full text of ordinances and resolutions will be waived unless a Councilmember requests otherwise. Recommendation: Approve agenda items 7 through 9. 7.
