Individual participation is a basic part of American Democracy and all Bell residents are encouraged to attend meetings of the City Council. Regular City Council meetings are held the second and fourth Wednesday of the month at 7:00 p.m., Bell Community Center, 6250 Pine Avenue. For more information, you may call City Hall during regular business hours 8:00 a.m. to 4:00 p.m., Monday through Friday at (323) 588-6211 Extension 2615. City Council Organization There are five City Council members, one of whom serves as Mayor and is the presiding officer of the City Council. These are your elected representatives who act as a Board of Directors for the City of Bell. City Council members are like you, concerned residents of the community who provide guidance in the operation of your City. Addressing the City Council If you wish to speak to the City Council on any item which is listed or not listed on the City Council Agenda, please complete a Request to Speak Card available in the back of the City Council Chambers. Please submit the completed card to the City Clerk prior to the meeting. The Mayor will call you to the microphone at the appropriate time if you have filled out a Request to Speak Card. At that time, approach the podium and please clearly state your name and address, and proceed to make your comments. Statement Regarding Compensation for Members of the Bell City Council Compensation for the members of the Bell City Council is $673 a month. In accordance with Government Code Section 54952.3, Councilmembers will not receive any additional compensation or stipend for the convening of the following regular meetings: Successor Agency to the Bell Community Redevelopment Agency, the Bell Community Housing Authority, the Bell Public Finance Authority, the Bell Surplus Property Authority, and the Bell Solid Waste Authority.  REGULAR JOINT MEETING OF THE Bell City Council/Bell Community Housing Authority/Successor Agency to the Bell Community Redevelopment Agency/Bell Public Finance Authority April 13, 2022 5:00 P.M. Presentations and Recognitions Florence/Salt Lake Station Area Plans presentation from Eco Rapid Transit Update on Park Developments and Improvements by Community Services Director Communications from the Public This is the time members of the public may address the City Council and related Authorities and Agencies on items that are on the agenda and on non-agenda items that are under the subject matter jurisdiction of City Council and/or its related authorities and agencies. City Manager Report In this portion of the agenda, the City Manager will provide a brief report on items of interest to the City Council and/or the community. Business Session 1. Professional Services Agreement with Transtech Engineers, Inc. for Construction Management Services. (City Council) Recommendation: It is recommended that the City Council approve a contract with Transtech Engineers, Inc. for the 6400 Atlantic Ave. Demolition Project. 2. Gage Avenue Bus Shelter Improvement Project – Contract Amendment. (City Council) Recommendation: It is recommended that the City Council approve: 1. Calpromax Engineering, Inc. Contract Amendment No. 1 that will: a. Approve a unit cost increase of the Prefabricated Bus Shelters bid item from $30,000 to $44,362 per bus shelter, and Meeting of the Bell City Council and Related Agencies April 13, 2022  b. Delete the totem signs from the project, and c. Approve a materials cost increase not to exceed $245,650 that increases the contract compensation from $1,229,340 to $1,474,990. 2. Read by title only, waive further reading and adopt Resolution No. 2022-19 titled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL, CALIFORNIA APPROPRIATING $245,650 OF PROP A FUNDS FOR THE GAGE AVENUE BUS SHELTER IMPROVEMENT PROJECT AND APPROVING THE FIRST AMENDMENT TO THE CALPROMAX AGREEMENT” 3. Street Rehabilitation Project FY 21/22 - Construction Award. (City Council) Recommendation: It is recommended that the City Council: 1. Award a construction contract in the amount of $667,000 to Onyx Paving Company, Inc. for the SB-1 Street Rehabilitation Project FY 21/22, and 2. Authorize the Community Services Director to execute change orders to the project in a total amount not to exceed $66,700 (ten percent of the bid amount) for any necessary additional work. 4. Appointment to the Community Services Commission. (City Council) Recommendation: It is recommended that: 1. Councilmember Arroyo select an adult commissioner; and 2. Read by title only, waive further reading and adopt Resolution 2022-23 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL APPROVING THE APPOINTMENT TO THE COMMUNITY SERVICES COMMISSION 5. Consideration to Approve the 95th Celebration Logo. (City Council) Recommendation: It is recommended that the City Council approve the use of the 95th logo on promotional materials in 2022 to commemorate the City of Bell’s 95th anniversary. 6. Consideration to approve a 7.5% CPI increase (or $305.78 per month) to Mariposa Landscapes, Inc., for Landscape Maintenance Contracting Services for the Mobile Home Parks and Housing Units for an amount not to exceed $52,593.30 per year. (Bell Community Housing Authority) Recommendation: It is recommended that the Chair and Members of the Board discuss and choose one of the following options regarding Landscape Maintenance Contracting Services: 1. Approve the 7.5 CPI increase and direct staff to work with our City Attorney’s Office and bring back Amendment No. 1 for approval; or Meeting of the Bell City Council and Related Agencies April 13, 2022  2. Direct staff to perform an RFP for BCHA Landscape Maintenance Services; or 3. Consider other unspecified options. 7. Authorization for an Assistant City Clerk Position. (City Council) Recommendation: It is recommended that the City Council: 1. Authorize the Finance Department to appropriate the costs for the Assistant City Clerk position in the current fiscal year of 2021-22; and 2. Approved the job description for the Assistant City Clerk Position. 8. Consideration of providing Acting Pay, Special Assignment Pay, Shift Differential, Education Pay, and Bilingual Pay for the at-will Police Lieutenant and Police Captain classifications similar to BPOA members, and updating the Police Captain salary range. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolutions: RESOLUTION 2022-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AMENDING RESOLUTION 2016-59 TO ADD EMPLOYEE BENEFITS PROVISIONS FOR THE AT-WILL POLICE LIEUTENANT AND POLICE CAPTAIN CLASSIFICATIONS RESOLUTION 2022-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL, IDENTIFYING EMPLOYEE CLASSIFICATIONS, COMPENSATION LEVELS, AND SALARY RANGES, AND RESCINDING RESOLUTION NO. 2022-21 9. Consideration of providing a one-time lump sum retention incentive payment to specified Department Head (Administrative Management) and Mid-Management classifications. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2022-26 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL TO PROVIDE A ONE-TIME LUMP SUM RETENTION INCENTIVE PAYMENT FOR DEPARTMENT HEADS (ADMINISTRATIVE MANAGEMENT) AND MID-MANAGEMENT POSITIONS AS SPECIFIED Consent Calendar The following Consent Calendar items are expected to be routine and non-controversial. They are acted upon by the City Council and related authorities at one time without discussion. The reading of the full text of ordinances and resolutions will be waived unless a Councilmember requests otherwise. Meeting of the Bell City Council and Related Agencies April 13, 2022 Recommendation: Approve agenda items 10 through 14. 10. Receive and File the Donation Report for the month of February 2022. (City Council) 11. It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2022-27 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING THE CITY MANAGER TO CONTINUE UTILIZING TELECONFERENCING FOR PUBLIC MEETINGS PURSUANT TO ASSEMBLY BILL 361 (STATS. 2021, CH. 165) 12. It is recommended that the City Council approve a two-year agreement with American Soccer Company Inc. for the provision of uniform services for the 2022/2023 Youth Soccer and 2023 Youth Futsal leagues in the amount not to exceed $35,158.75. (City Council) 13. It is recommended that the City Council approve a two-year agreement with AULA Athletic Club to provide referee services for the 2022/2023 Youth Soccer and 2023 Youth Futsal leagues in the amount not to exceed $42,100.
