Individual participation is a basic part of American Democracy and all Bell residents are encouraged to attend meetings of the City Council. Regular City Council meetings are held the second and fourth Wednesday of the month at 7:00 p.m., Bell Community Center, 6250 Pine Avenue. For more information, you may call City Hall during regular business hours 8:00 a.m. to 4:00 p.m., Monday through Friday at (323) 588-6211 Extension 2615. City Council Organization There are five City Council members, one of whom serves as Mayor and is the presiding officer of the City Council. These are your elected representatives who act as a Board of Directors for the City of Bell. City Council members are like you, concerned residents of the community who provide guidance in the operation of your City. Addressing the City Council If you wish to speak to the City Council on any item which is listed or not listed on the City Council Agenda, please complete a Request to Speak Card available in the back of the City Council Chambers. Please submit the completed card to the City Clerk prior to the meeting. The Mayor will call you to the microphone at the appropriate time if you have filled out a Request to Speak Card. At that time, approach the podium and please clearly state your name and address, and proceed to make your comments. Statement Regarding Compensation for Members of the Bell City Council Compensation for the members of the Bell City Council is $673 a month. In accordance with Government Code Section 54952.3, Councilmembers will not receive any additional compensation or stipend for the convening of the following regular meetings: Successor Agency to the Bell Community Redevelopment Agency, the Bell Community Housing Authority, the Bell Public Finance Authority, the Bell Surplus Property Authority, and the Bell Solid Waste Authority.  REGULAR JOINT MEETING OF THE Bell City Council/Bell Community Housing Authority/Successor Agency to the Bell Community Redevelopment Agency/Bell Public Finance Authority May 11, 2022 6:00 P.M. Communications from the Public This is the time members of the public may address the City Council and related Authorities and Agencies on items that are on the agenda and on non-agenda items that are under the subject matter jurisdiction of City Council and/or its related authorities and agencies. Continued item from the April 13, 2022, City Council meeting - Consideration to approve Amendment No. 1 with a 7.5% CPI increase (or $305.78 per month) to Mariposa Landscapes, Inc., for Landscape Maintenance Contracting Services for the Mobile Home Parks and Housing Units for an amount not to exceed $52,593.30 per year. (Bell Community Housing Authority) Recommendation: It is recommended that the Chair and Members of the Board approve Amendment No. 1 with Mariposa Landscapes, Inc., for Landscape Maintenance Contracting Services for the Mobile Home Parks and Housing Units for an amount not to exceed $52,593.30 per year. 2. Continued item from the April 27, 2022, City Council meeting - Consideration to Approve a New Agreement with Transtech Engineers, Inc., for Building and Safety Services for three (3) years, with two (2) one-year extensions, with no changes to the rates. (City Council) Recommendation: It is recommended that the City Council discuss and choose one of the following options regarding an agreement with Transtech Engineers, Inc., for Building and Meeting of the Bell City Council and Related Agencies May 11, 2022  Safety Services: 1. Approve a New Agreement with Transtech Engineers, Inc., for Building and Safety Services for three (3) years, with two (2) one-year extensions, with no changes to the rates. 2. Approve a New Agreement with Transtech Engineers, Inc., for Building and Safety Services for one year, with no changes to the rates, and direct staff to initiate an RFP process for Building and Safety Services. 3. Initiate an RFP process for Building and Safety Services. 3. Amendment No. 1 with Graffiti Protective Coatings, Inc. (GPC) for Citywide Graffiti Abatement Services. (City Council) Recommendation: It is recommended that the City Council approve Amendment No. 1 with Graffiti Protective Coatings, Inc. (GPC) for Citywide Graffiti Abatement Services. 4. Amendment No. 1 with Mariposa Landscapes, Inc. for City Landscape Maintenance Services. (City Council) Recommendation: It is recommended that the City Council approve Amendment No. 1 with Mariposa Landscapes, Inc. for City Landscape Services. 5. Consideration of providing a one-time lump sum retention incentive payment to specified Department Head (Administrative Management) and Mid-Management classifications. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2022-26 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL TO PROVIDE A ONE-TIME LUMP SUM RETENTION INCENTIVE PAYMENT FOR DEPARTMENT HEADS (ADMINISTRATIVE MANAGEMENT) AND MID-MANAGEMENT POSITIONS AS SPECIFIED Consent Calendar The following Consent Calendar items are expected to be routine and non-controversial. They are acted upon by the City Council and related authorities at one time without discussion. The reading of the full text of ordinances and resolutions will be waived unless a Councilmember requests otherwise. Recommendation: Approve agenda items 6 through 11. 6. It is recommended that the City Council: 1. Approve the Settlement Terms with Applicant Thomas Rodriguez, which authorizes the City to make payment for claim nos. 16-127768 (WCAB#ADJ10729833) by stipulations and award at 5% PD ($4,350.00) for DOI: 05/09/16, and claim no.16-126099 (WCAB# WCAB#ADJ10729835) by stipulations and award at 69% PD ($122,742.50) for DOI: 08/23/15-08/23/16, and payment of retroactive payment of LC 4850 / TTD benefits for $129,000.00; and Meeting of the Bell City Council and Related Agencies May 11, 2022  2. Authorize the City Manager and/or defense counsel to execute the Settlement Agreement. 7. It is recommended that the City Council: 1. Approve the Settlement Terms with Applicant Steve Carrera, for claim no. 17-132154 (WCAB#ADJ1102763) by stipulations and award at 24% PD ($27,695.00) and claim no. 16-128578 (WCAB#ADJ10989868) by stipulations and award at 72% PD ($134,922.50, plus life pension); and 2. Authorize the City Manager and/or defense counsel to execute the Settlement Agreement. 8. It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2022-30 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING THE CITY MANAGER TO CONTINUE UTILIZING TELECONFERENCING FOR PUBLIC MEETINGS PURSUANT TO ASSEMBLY BILL 361 (STATS. 2021, CH. 165) 9. It is recommended that the City of Bell City Council receive and file the 2021 Housing Element Annual Progress Report. 10. General Warrants, Successor Agency to the Bell Community Redevelopment Agency and Community Housing Authority Warrants dated May 11, 2022.
