Individual participation is a basic part of American Democracy and all Bell residents are encouraged to attend meetings of the City Council. Regular City Council meetings are held the second and fourth Wednesday of the month at 7:00 p.m., Bell Community Center, 6250 Pine Avenue. City Council Organization There are five City Council members, one of whom serves as Mayor and is the presiding officer of the City Council. These are your elected representatives who act as a Board of Directors for the City of Bell. City Council members are like you, concerned residents of the community who provide guidance in the operation of your City. Addressing the City Council If you wish to speak to the City Council on any item which is listed or not listed on the City Council Agenda, please complete a Request to Speak Card available in the back of the City Council Chambers. Please submit the completed card to the City Clerk prior to the meeting. The Mayor will call you to the microphone at the appropriate time if you have filled out a Request to Speak Card. At that time, approach the podium and please clearly state your name and address, and proceed to make your comments. Statement Regarding Compensation for Members of the Bell City Council Compensation for the members of the Bell City Council is $673 a month. In accordance with Government Code Section 54952.3, Councilmembers will not receive any additional compensation or stipend for the convening of the following regular meetings: Successor Agency to the Bell Community Redevelopment Agency, the Bell Community Housing Authority, the Bell Public Finance Authority, the Bell Surplus Property Authority, and the Bell Solid Waste Authority.  REGULAR JOINT MEETING OF THE Bell City Council/Bell Community Housing Authority/Successor Agency to the Bell Community Redevelopment Agency/Bell Public Finance Authority June 8, 2022 6:00 P.M. Regular Meeting THIS MEETING WILL BE CONDUCTED PURSUANT TO THE PROVISIONS OF AB 361 WHICH ALLOWS FOR THE CITY COUNCIL AND/OR CITY STAFF TO PARTICIPATE VIA TELECONFERENCE On September 16, 2021, Governor Newsom signed AB 361, which modified the Brown Act to allow for teleconferencing participation at local legislative body public meetings during a proclaimed state of emergency. As urgency legislation, this law took effect immediately. Pursuant to Government Code section 54953(e)(1)(B), the City Council is holding its June 8, 2022 meeting via teleconference. To ensure the health and safety of the public by limiting human contact that could spread COVID-19, the Bell Community Center will not be open to the public. Discussion of the City Manager’s Recommended Budget for Fiscal Year 2022-2023. (City Council) Recommendation: It is recommended that the City Council discuss and choose one of the following options: 1. Conduct a Public Hearing and Receive Comments regarding the City Manager’s proposed Budget Fiscal Year 2022-2023 2. Provide Feedback and any Changes to the proposed Budget for Fiscal Year 2022- 2023 3. Direct staff to bring back any proposed budget changes to the Special Council Meeting – Budget Session scheduled for June 15, 2022, at 6:00 PM 4. Alternatively, discuss and take other action related to this item Business Session 2. Authorize the Police Chief to accept and administer the FY 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $14,528.00 to purchase necessary police department equipment. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2022-40 titled: A RESOLUTION OF THE CITY COUNCIL OF CITY OF BELL AUTHORIZING THE POLICE CHIEF TO ACCEPT AND ADMINISTER THE DEPARTMENT OF JUSTICE, JUSTICE ADMINISTRATIVE GRANT (JAG) TO ASSIST THE POLICE DEPARTMENT IN OBTAINING EQUIPMENT 3. Request to Set a Public Hearing on July 27, 2022, to Consider the Creation of Liens/Special Assessment to Collect Delinquent Rubbish Fees. (City Council) Recommendation: It is recommended that the City Council schedule a Public Hearing on Wednesday, July 27, 2022, at 6:30 p.m. to consider the recording of liens to collect the delinquent rubbish fees against the properties listed on the final report of delinquent accounts. 4. Consideration to Approve a Lease of Property Agreement with Union Pacific Railroad Company and the City of Bell. (City Council) Recommendation: It is recommended that the City Council approve a Lease of Property Agreement with Union Pacific Railroad Company and the City of Bell for beautification and right-of-way entrance access. 5. Consideration to Approve Amendment No. 2 with Infinity Technology for Information Technology and Geographical Information Services. (City Council) Recommendation: It is recommended that the City Council approve Amendment No. 2 with Infinity Technologies for Information Technology (IT) and Geographical Information Services (GIS) for a one year term from June 12, 2022 through June 11, 2023. Meeting of the Bell City Council and Related Agencies June 8, 2022 6. Approve Amendment No. 2 with The Pun Group Accountants & Advisors, for Auditing Services. (City Council) Recommendation: It is recommended that the City Council approve Amendment No. 2 with The Pun Group Accountants & Advisors, for Auditing Services. 7. Consideration to Approve an Agreement with West Coast Arborists (WCA) For Citywide Tree Maintenance Services. (City Council) Recommendation: It is recommended that the City Council approve a three (3) year agreement with West Coast Arborists, Inc. for Tree Maintenance Services from July 1, 2022, to June 30, 2025. 8. Consideration to Approve Willdan Engineering Amendment No. 4 for Fiscal Year FY 22/23 Professional City Engineering Services. (City Council) Recommendation: It is recommended that the City Council approve one of the following Amendment No. 4 options: 1. Extend the Willdan Engineering Contract for FY 22/23 Professional City Engineering Services at the same rates as listed under Amendment No. 2 and No. 3; and a. Set the FY 22/23 annual compensation maximum at $1,420,000; and b. Increase the contract maximum compensation under the new extended six-year contract by $1,120,000 from $6,311,000 to $7,431,267. 2. Extend the Willdan Engineering Contract for FY 22/23 Professional City Engineering Services with a FY 23/24 renewal option at City discretion, at the same rates as listed under Amendment No. 2 and No. 3; and a. Set the FY 22/23 annual compensation maximum at $1,420,000; and b. Accept the renewal year for FY 23/24 with the compensation to be determined during the FY 23/24 budget preparation period at the same rates as listed under Amendment No. 2, No. 3, and No. 4; and 9. Consideration to Accept the Pritchard Field Community Mural Project Artist. (City Council) Recommendation: It is recommended that the City Council select one of the two following options regarding the Pritchard Field Community Mural Project: 1. Set-up an Ad-Hoc Committee to review the recommendations from the selection Committee; or 2. Accept the recommendations from Mural Evaluating Committee and Community Services Commission regarding the muralist for the Pritchard Field Community Mural Project. a. Award Louie Carter (highest ranked applicant by Mural Evaluating Committee) as the muralist for Wall C and authorize the City Manager to execute a Professional Artist Agreement between the artist and City; and b. Award Hector Arias (2nd highest ranked applicant by Mural Evaluation Meeting of the Bell City Council and Related Agencies June 8, 2022  Committee) as the muralist for Walls A and B, and authorize the City Manager to execute a Professional Artist Agreement between the artist and City; and c. Bring back three (3) mural concepts from both artist to the July 27th City Council meeting for selection. Consent Calendar The following Consent Calendar items are expected to be routine and non-controversial. They are acted upon by the City Council and related authorities at one time without discussion. The reading of the full text of ordinances and resolutions will be waived unless a Councilmember requests otherwise. Recommendation: Approve agenda items 10 through 14. 10. It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2022-39 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING THE CITY MANAGER TO CONTINUE UTILIZING TELECONFERENCING FOR PUBLIC MEETINGS PURSUANT TO ASSEMBLY BILL 361 (STATS. 2021, CH. 165) 11. It is recommended that the City Council approve the Holiday Schedule for Fiscal Year 2022- 2023. (City Council) 12. It is recommended that the City Council approve the Holiday Closure Schedule for 2022. (City Council) 13.
