This is your City Government. Individual participation is a basic part of American Democracy and all Bell residents are encouraged to attend meetings of the City Council. Regular City Council meetings are held the second and fourth Wednesday of the month at 7:00 p.m., Bell Community Center, 6250 Pine Avenue. For more information, you may call City Hall during regular business hours 8:00 a.m. to 4:00 p.m., Monday through Friday at (323) 588-6211 Extension 2615. City Council Organization There are five City Council members, one of whom serves as Mayor and is the presiding officer of the City Council. These are your elected representatives who act as a Board of Directors for the City of Bell. City Council members are like you, concerned residents of the community who provide guidance in the operation of your City. Addressing the City Council If you wish to speak to the City Council on any item which is listed or not listed on the City Council Agenda, please complete a Request to Speak Card available in the back of the City Council Chambers. Please submit the completed card to the City Clerk prior to the meeting. The Mayor will call you to the microphone at the appropriate time if you have filled out a Request to Speak Card. At that time, approach the podium and please clearly state your name and address, and proceed to make your comments. Statement Regarding Compensation for Members of the Bell City Council Compensation for the members of the Bell City Council is $673 a month. In accordance with Government Code Section 54952.3, Councilmembers will not receive any additional compensation or stipend for the convening of the following regular meetings: Successor Agency to the Bell Community Redevelopment Agency, the Bell Community Housing Authority, the Bell Public Finance Authority, the Bell Surplus Property Authority, and the Bell Solid Waste Authority.  REGULAR JOINT MEETING OF THE Bell City Council/Bell Community Housing Authority/Successor Agency to the Bell Community Redevelopment Agency/Bell Public Finance Authority October 23, 2024 5:00 P.M. The Mayor will open the Public Hearing(s) to receive public testimony only on the item(s) listed under this section. 1. Development Agreement to allow the construction of a new digital billboard at 5390 Rickenbacker Road in the C-M Commercial Manufacturing zone. (City Council) Recommendation: It is recommended that the City Council: 1. Determine that the proposed project is exempt from further review under the California Environmental Quality Act Section 15311 - Accessory Facilities, because the project consists of the construction or installation of minor structures accessory to an existing commercial facility, including on-premise signs, and thereby is exempt from CEQA; and 2. Read by title only, waive further reading and introduce Ordinance No. 1292: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BELL, APPROVING DEVELOPMENT AGREEMENT NO. 2024-01 FOR THE CONSTRUCTION AND OPERATION OF A NEW DIGITAL BILLBOARD AT 5390 RICKENBACKER ROAD Business Session 2. Memorandum of Understanding (MOU) Between Nature for All and the City of Bell. (City Council) Recommendation: It is recommended that the City Council approve the Memorandum of Understanding (MOU) between Nature for All, a California nonprofit organization, and the City of Bell for the provision of free camping trips for youth from the Southeast Los Angeles region through the Community Connections to Wildlands program, funded by the Watershed Conservation Authority (WCA). 3. Consideration to approve the Third Amendment to the Memorandum of Understanding (MOU) Between the Los Angeles Gateway Regional Integrated Water Management Joint Powers Authority (GWMA) and the City of Bell to Extend the Term to Update and Continue Implementing Watershed Management (WMP) and Coordinated Integrated Monitoring Program (CIMP). (City Council) Recommendation: It is recommended that the City Council approve the Third Amendment to the agreements as a required part of the City’s Municipal Separate Storm Sewer System (MS4) Permit Order No. R4-2021-0105 as required by the Regional Water Quality Control Board. 4. Consideration of a Contract with the Los Angeles County Department of Animal Care Control for Services July 1, 2024 – June 30, 2029. (City Council) Recommendation: It is recommended that the City Council authorize the City Manager to sign the Contract with the Los Angeles County Department of Animal Care Control Services for a 5-year term from July 1, 2024 through June 30, 2029. Authorize the Police Chief to accept and administer the Office of Traffic Safety (OTS), Selective Traffic Enforcement Program (STEP) Grant to reduce the number of traffic fatalities and injuries. (City Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2024-46 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL APPROVING THE ACCEPTANCE OF THE OTS STEP GRANT AND AUTHORIZING AN INTER-FUND ADVANCEMENT, IN THE AMOUNT OF $100,000 FROM THE GENERAL FUND UNRESTRICTED FUND BALANCE TO THE POLICE DEPARTMENT’S OFFICE OF TRAFFIC SAFETY FUND ACCOUNT FOR THE PURPOSE OF PROVIDING OVERTIME TO REDUCE TRAFFIC COLLISIONS YEAR 2024-2025 6. Withdraw from California Cities Gaming Authority Joint Powers Authority (City Council) Recommendation: It is recommended that the City Council approve the withdrawal from the California Cities Gaming Authority Joint Powers Authority 7. American Rescue Plan Act (ARPA) Quarterly Report (Status Update #4). (City Council) Recommendation: It is recommended that the Mayor and City Council Members receive and file this report.
