The special meeting will be held at Bell Gardens City Hall in the EOC. The public may attend the meeting in
person as instructed below.
ACCESSIBILITY: If requested, the agenda and backup materials will be made available in appropriate
alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities
Act of 1990 (42 U.S.C. Sec. 12132), and the federal rules and regulations adopted in implementation thereof.
Any person who requires a disability-related modification or accommodation, in order to observe and/or
offer public comment may request such reasonable modification, accommodation, aid, or service by
contacting the City Clerk's office by telephone at 562-806-7704 or via email to
CityClerkDesk@bellgardens.org no later than 24-hours before the scheduled meeting.
PUBLIC PARTICIPATION: The members of the public may address the City Council on any item listed on the
agenda. Public comments are limited to three (3) minutes. Public comments can be made by any of the
following ways:
IN-PERSON: Members of the public can provide in-person comments in the EOC. The EOC will have limited
seating available for members of the public to attend the meeting in person, subject to capacity limits.
Public comments are limited to (3) minutes per speaker, unless different time is announced by the presiding
chair. Speakers who wish to address the City Council should do so by submitting a "Public Comment Card"
by 5:00 pm.
WRITTEN COMMENTS: Public comments may be emailed to PublicComments@bellgardens.org or mailed
to: City Clerk's Office, 7100 Garfield Ave., Bell Gardens, CA 90201. To ensure distribution to the members of
the City Council prior to discussion of the agenda, please submit comments no later than one (1) hour prior
to the meeting. Those comments, as well as any comments received after, will be distributed to the
members of the City Council and will be part of the official public record post this meeting.

4.1 RECOMMENDATION: It is staff's recommendation that the City
Council discuss the specific goals and strategic objectives of the City
of Bell Gardens for the next five years.
CONCLUSION: The development of the Plan marks a significant step
in shaping the future of the Bell Gardens community through a
collaborative and inclusive planning process. With the facilitation of
the Special City Council Meeting Strategic Plan Workshop, the City
will be able to establish clear priorities, values, objectives and a
shared vision to guide its efforts over the next five years.
FISCAL IMPACT: Sufficient funding is included in the FY 2025-2026
General Fund Budget.

RECOMMENDATION:
It is staff's recommendation that the City Council discuss the specific goals and strategic
objectives of the City of Bell Gardens for the next five years.
BACKGROUND / DISCUSSION:
On January 13, 2025, the City Council instructed staff to issue a Request for Proposal
(“RFP”) for the facilitation and preparation of a Strategic Plan (“Plan”). The Plan would
serve as a roadmap for the City’s mission as goals, as well as the projects and objectives
designed to achieve them. Typically covering a multi-year period, the Plan would set the
direction for the City’s future, outlining the actions needed to fulfill its mission.
On March 10, 2025, the City Council adopted a resolution authorizing the City Manager
to execute a Professional Services Agreement with MIG, Inc (“MIG”) for the development
of the City of Bell Gardens Strategic Plan. MIG brings over 40 years of experience in
helping communities and organizations across Southern California and beyond plan for
the future, using a broad set of traditional and innovative tools.
As part of the process, MIG engages community members, City departments, and City
leaders as they are a fundamental part in co-creating a responsive, actionable, and robust
strategic plan. As part of phase 1 of the Plan, MIG will facilitate a workshop for the City
Council to introduce them to the Plan’s process and discuss their long-range vision, goals,
desired outcomes, and priorities over the next five years. After the workshop, MIG will
document the key findings and discussion points in a summary. Themes from this
discussion will be used to develop the draft Vision, Mission and Strategic Priorities. Phase
1 will also include an opportunity to engage the public through a community workshop,
questionnaire, and future Council Meetings. In addition, the public may provide Public
Comment prior to the commencement of the Special City Council Meeting Strategic Plan
Workshop.
CONCLUSION:
The development of the Plan marks a significant step in shaping the future of the Bell
Gardens community through a collaborative and inclusive planning process. With the
facilitation of the Special City Council Meeting Strategic Plan Workshop, the City will be
