The property consists of a single-family residence with the garage and driveway along the southerly property line. Margie Martin – Provided a comment related to the manufacturing facilities behind her home on Ramish, running presses and causing vibration to her home. Formally requested red curb because of visibility at 7554 Kress Avenue. The employees of the business on Clara Street are parking on Kress Avenue. Shouldn’t employers provide ample parking for their employees? Requesting speed humps for Kress Avenue. The motion carried 2-2 with the following vote for Item No. 6.1: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN: Lopez, Perez 7 DISCUSSION (Item Nos.1 -5) 7.1 Traffic Safety Analysis – Request for Red Curb Parking Restrictions Fronting 7604 Garfield Avenue Staff received a request to a request from a resident to install red curb at 7604 Garfield Avenue to allow better sight distance while exiting the property. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of 15 feet of red curb parking restrictions fronting 7604 Garfield Avenue to improve sight distance conditions. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. The motion carried 4-0 with the following vote for Item No. 7.1: AYES: Alvarado, Lopez, Perez and Heredia Page 7 of 12  NOES: None ABSENT: None ABSTAIN: None 7.2 Traffic Safety Analysis – Request for Placement of Temporary Traffic Delineators on Jaboneria Road at Bell Gardens Elementary School Student Drop Off Zone Bell Gardens Elementary School has been working on site improvements to the campus that include the development and construction of an on-site student drop off and pick up zone. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the placement of temporary traffic delineators along the centerline of Jaboneria Road in front of the exit of the Bell Gardens Elementary School student drop off zone. A motion was made by Commissioner Alvarado and seconded by Commissioner Lopez. The motion carried 4-0 with the following vote for Item No. 7.2: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN:None 7.3 Traffic Safety Analysis – Request for Speed Limit Signs on North Eng of Garfield Avenue Staff received a request from a resident to provide additional speed limit signs on the north end of Garfield Avenue. Recommendation: It is staff’s recommendation that the Traffic and Safety Commission receive and file the report. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. The motion carried 4-0 with the following vote for Item No. 7.3: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN:None 7.4 Traffic Safety Analysis – Request for a Three Way Stop Sign at Priory Street and Gephart Avenue Staff received a request to install a three-way stop sign (called an all- way stop intersection) at the intersection of Priory Street and Gephart Avenue. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission direct staff to continue to monitor the intersection and address future issues as needed. No further action is required at this time. A motion was made by Commissioner Alvarado and seconded by Commissioner Lopez. The motion carried 4-0 with the following vote for Item No. 7.4: Page 8 of 12  AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN: None 7.5 Traffic Safety Analysis – Update and Recommendation on Residential Permit Parking Request on Kress Avenue from Florence Avenue to Clara Street Staff received a signed Residential Permitted Parking District Petition from residents requesting the creation of a permit parking district to mitigate parking impacts affecting residents of Kress Avenue between Florence Avenue and Clara Street. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission: 1. Receive and file the report; and 2. Provide information to the residents on next steps. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. City Engineer SUBJECT: Traffic and Safety Analysis - Request for Red Curb Parking Restrictions Fronting 7554 Kress Avenue DATE: June 3, 2025 RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 5 feet of red curb parking restrictions fronting 7554 Kress Avenue. BACKGROUND/ DISCUSSION: Public Works staff received a request from the resident at 7554 Kress Avenue at the May 3rd Traffic and Safety Commission meeting for the installation of a red curb to allow better sight distance while exiting the property. The property consists of a single-family residence with the garage and driveway along the southerly property line. EXISTING CONDITIONS: The City Engineer completed a site investigation of the location to confirm existing conditions of the site along with parking and trash activity impacts. The Kress Avenue neighborhood is a mix of single and multi-family homes. INVESTIGATION AND DISCUSSION: The parking issues on Kress Avenue due to impacts from the businesses on Clara Street are being addressed through other avenues by the Commission. The property is located on Kress Avenue just north of the bend, which is north of Clara Street. The installation of red curb parking restrictions would impact parking to the adjoining neighbor’s property. Regarding this type of concern, the City’s past practice has been to install a small portion of red curb at driveways to promote additional sight distance clearance, while preserving as much on-street parking as possible. The proposed red curb would be 5 feet in length from the top of curb of the driveway going southerly of the property. This creates twenty-seven (27) feet of parking space on the property to the south of 7554 Kress Avenue. Page 10 of 12 CONCLUSION: After a review of the existing site conditions, the City Engineer recommends approving, for City Council’s consideration, the installation of 5 feet of red curb parking restrictions from the top of the curb of the southerly portion of the driveway.
