DISCUSSION (Item Nos. 1 -4 ) 7.1 Traffic Safety Analysis - Request for Red Curb Parking 14 - 17 Restrictions Fronting 5930 Ceclia Street The Public Works Department received a request from a resident to install 3 feet of red curb parking restrictions on each side of the driveway at 5930 Cecilia Street to allow better sight distance while exiting the property. It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 3 feet of red curb parking restrictions on each side of the driveway fronting 5930 Cecilia Street to improve sight distance conditions. 7.2 Traffic Safety Analysis - Request for Red Curb Parking 18 - 20 Restrictions fronting 7554 and 7558 Kress Avenue The Public Works Department received a request from a resident to install red curb parking restrictions at 7554 and 7558 Kress Avenue to allow better sight distance while exiting the property. It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of 5 feet of red curb parking restrictions southerly of the 7554 Kress Ave driveway and 3 feet of red curb parking restrictions northerly of 7558 Kress Page 3 of 27  Avenues driveway to improve sight distance conditions. 7.3 Traffic Safety Analysis - Request for Speed Humps on Cecilia 21 - 23 Street between Eastern Avenue and Garfield Avenue The Public Works Department received a signed Speed Hump Petition from residents requesting the installation of speed humps on Cecilia Street between Eastern Avenue and Garfield Avenue. It is staff’s recommendation that the Traffic and Safety Commission deny and close out the citizen speed hump request on Cecilia Street between Eastern Avenue and Garfield Avenue. 7.4 Traffic Safety Analysis - Request for Disabled Person Parking 24 - 27 Space Fronting 6035 Live Oak Street Staff received a request to install a disabled person parking space from the caretaker of a resident at 6035 Live Oak Street. It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of a designated disabled person parking space fronting 6035 Live Oak Street. 8. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the placement of temporary traffic delineators along the centerline of Jaboneria Road in front of the exit of the Bell Gardens Elementary School student drop off zone. A motion was made by Commissioner Alvarado and seconded by Commissioner Lopez. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission direct staff to continue to monitor the intersection and address future issues as needed. Employees from the mechanic shops along Clara Street constantly park in front and block her driveway even if they are told not to park. This item will be brought back at a future Commission meeting with noted corrections. 7 DISCUSSION (Item Nos.1) 7.1 Traffic Safety Analysis – Request for Red Curb Painting Request at 7554 Kress Avenue Staff received a request from the resident at 7554 Kress Avenue at the last Traffic and Safety Commission meeting for the installation of a red curb to allow better sight distance while exiting the property. The property consists of a single-family residence with the garage and driveway along the southerly property line. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 5 feet of red curb parking restrictions at 7554 Kress Avenue. A motion was made by Commissioner Lopez to: Table this item, revisit the possibility of adding additional red curb so that no vehicle attempts to squeeze in encroaching onto the driveway and also provide an update on the preferred parking district for parking permits, seconded by Commissioner Mendez. Page 13 of 27  CITY OF BELL GARDENS PUBLIC WORKS DEPARTMENT AGENDA REPORT TO: Honorable Chair and Members of the Traffic and Safety Commission FROM: Bernardo Iniguez, Director of Public Works/Facilities BY: Dennis Barnes, City Traffic Engineer SUBJECT: TRAFFIC SAFETY ANALYSIS – REQUEST FOR RED CURB PARKING RESTRICTIONS FRONTING 5930 CECILIA STREET DATE: July 1, 2025 RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 3 feet of red curb parking restrictions on each side of the driveway fronting 5930 Cecilia Street to improve sight distance conditions. BACKGROUND/DISCUSSION: The Public Works Department received a request from a resident to install 3 feet of red curb parking restrictions on each side of the driveway at 5930 Cecilia Street to allow better sight distance while exiting the property. The City addresses these types of requests on a case-by-case basis. Each case is to be evaluated to address safety concerns and maximize parking in residential neighborhoods. INVESTIGATION AND DISCUSSION: In response to the request, the City Engineer completed a site investigation of the location to confirm the existing conditions of the site. Cecilia Street is a local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of the 5930 Cecilia Street. Parked vehicles near the driveway may create a situation where pedestrians enter the roadway without having a clear line of sight of oncoming cars and will increase visibility for the driver. Red curb tipping refers to short sections of red curb paint installed adjacent to driveways, typically on both sides, to enhance visibility and maneuverability when entering or exiting. Figure 3 displays 3 feet of red curb tipping in front of the residence’s driveway. The recommended 3 feet of red curb parking restrictions should improve safety and visibility for all modes of travel at the intersection and prevent vehicle parking and blocking access to the residential driveway. CONCLUSION: After a review of field conditions, the City Engineer recommends approving for City Council consideration the request for painting 3 feet of red curb parking restrictions on each side of the driveway fronting 5930 Cecilia Street. BACKGROUND/DISCUSSION: The Public Works Department received a request from a resident to install red curb parking restrictions at 7554 and 7558 Kress Avenue to allow better sight distance while exiting the property. The City addresses these types of requests on a case-by-case basis. Each case is to be evaluated to address safety concerns and maximize parking in residential neighborhoods. INVESTIGATION AND DISCUSSION: In response to the request, the City Engineer completed a site investigation of the location to confirm the existing conditions of the site. Kress Avenue is a local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 7554 Kress Avenue. Parked vehicles near the driveway may create a situation where pedestrians enter the roadway without having a clear line of sight of oncoming cars and will increase visibility for the driver. Figure 3 displays 5 feet of red curb southerly of the 7554 Kress Avenue driveway and 3 feet northerly of the 7558 Kress driveway at the residence. The recommended 5 feet and 3 feet of red curb parking restrictions should improve safety and visibility for all modes of travel at the intersection and prevent vehicles from parking and blocking access to the residential driveway. BACKGROUND/DISCUSSION: The Public Works Department received a signed Speed Hump Petition from residents requesting the installation of speed humps on Cecilia Street between Eastern Avenue and Garfield Avenue in accordance with the City’s Policy for the Installation/Removal of Speed Humps (Policy). The residents expressed concerns regarding speeding activity on this street segment. Figure 1 shows an aerial photo of the subject street block. 1 Page 21 of 27  Figure 1 - Aerial View of Cecilia Street between Eastern Avenue and Garfield Avenue ANALYSIS OF REQUEST In accordance with the Policy, each speed hump request is reviewed on a case-by-case basis and submitted to the Traffic and Safety Commission for review and consideration. The following information summarizes some of the key points reviewed during the speed hump evaluation process by the City Engineer and/or City Traffic Engineer: • Local, residential street with one lane of travel in each direction. • Roadway width is not more than 40 feet. • There are no curves that would make it difficult for drivers to see the speed humps. • Traffic volumes are between 500 and 3,500 vehicles per day. • Posted speed limit/Prima facia speed limit of 25 miles per hour (MPH). • Actual measured 85th percentile speeds greater than 25 MPH by 8 MPH or more. • Speed humps shall not be installed on roadways with grades over 6 percent. • Street is not a transit route or primary emergency response route. • Citizen Support: Prior to the installation of speed humps, at least fifty-one (51%) percent of residents residing along the affected street should support the request (one vote per each legal address). In response to the request, the City Engineer ordered traffic volume counts and a speed profile for Cecilia Street between Eastern Avenue and Garfield Avenue. The purpose was to confirm the extent of reported speeding activity on Cecilia Street and review the traffic volume data needed to determine if the local street meets the Policy’s requirements. Cecilia Street is a east-west local residential street providing one lane of travel in each direction with a prima facia and posted speed limit of 25 MPH. This block has single-family 2 Page 22 of 27  and multi-family homes on both sides of the street. The roadway width is approximately 40 feet wide from curb to curb. On-street parking is allowed on both sides of the street. The approximate length of Cecilia Street from Eastern Avenue to Garfield Avenue is approximately 1350 feet. The results of the average daily traffic volume count over a three-day period show that Cecilia Street carries an average of 1,241 vehicles per day. The traffic volumes were recorded from May 27, 2025, to May 29, 2025. If the 85th percentile speed exceeds the posted speed limit by 8 MPH, this would indicate speeding activity. The recorded speed profile measurements for the combined directions of eastbound and westbound. The average speed on Cecilia Street was 23.3 MPH. Cecilia Street indicates the 85th percentile speed is 29 MPH, which does not exceed the prima facia and posted speed limit; therefore, it does not meet the City’s speed hump policy speed criteria. If conditions change after 12 months, the request can be reopened. CONCLUSION: After reviewing the Policy criteria and the collected traffic-related data, the City Engineer has determined the subject block of Cecilia Street does not meet the requirements to proceed with the next step in the consideration of the citizen speed hump request. BACKGROUND/DISCUSSION: Staff received a request to install a disabled person parking space from the caretaker of a resident at 6035 Live Oak Street. The City has a Policy for On-Street Parking for Disabled Persons in Residential Areas (Policy) to evaluate requests for disabled person parking spaces on the City’s streets. A disabled residential owner or relative of the City of Bell Gardens may request that a blue curb disabled person parking space be installed in front of that person’s residence. To qualify for a disabled person parking space, the applicant must meet ALL of the following criteria: 1. The applicant (or guardian) must be in possession of valid plates for “disabled person” or “disabled veterans” issued by the California Department of Motor Vehicles. 2. The proposed disabled parking spaced must be in front of the disabled person’s place of residence. 3. The residence must not have off-street parking available or off-street parking space that may be used for disabled parking. 4. The applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without assistance of a second person. 1 Page 24 of 27 EXISTING CONDITIONS: Live Oak Street is a local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 6035 Live Oak Street. The property at 6035 Live Oak Street is zoned as high density multi-family residential as shown in Figure 2. INVESTIGATION AND DISCUSSION: The City’s Traffic Engineer completed a site investigation of the location to confirm existing conditions of the site. In accordance with the Policy, each disabled person parking space application is reviewed on a case-by-case basis and presented to the Traffic and Safety Commission for review and consideration. In response to the request, staff reviewed the submitted application and documents. The applicant is requesting a disabled person parking space fronting 6035 Live Oak Street. The applicant provided all necessary documentation, including the application, which states that the applicant is the owner of the property, they have a “disabled person” license plate, and have a valid driver’s license. As required by the Policy, the vehicle in question, utilizing a disabled person placard issued by the State of California, is to be registered to the resident along with the vehicle to the address of the property. After review, staff determined that the location does qualify for a disabled person parking space. The applicant does not have a driveway, garage, or other off-street parking spaces available for use at 6035 Live Oak Street.
