DISCUSSION (Item Nos. 7.1 - 7.3) 7.1 Traffic Safety Analysis – Request for Disabled Person Parking 19 - 22 Space for 5726 Fostoria Street Fronting 5722 Fostoria Street RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission deny the request for a disabled person parking space for 5726 Fostoria Street fronting 5722 Fostoria Street. CONCLUSION: After a review of field conditions, documentation, and the Policy, the City Traffic Engineer recommends denying for City Council consideration the request for a disabled person blue curb parking space for 5726 Fostoria Street fronting 5722 Fostoria Street FISCAL IMPACT: None. 7.2 Traffic Safety Analysis – Request for Green Curb Parking 23 - 25 Space Fronting 7734 Eastern Avenue Recommendation: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 18 feet of Page 3 of 28  green curb parking restrictions and a sign along the business frontage at 7734 Eastern Avenue. Conclusion: After a review of field conditions, the City Traffic Engineer recommends approving for City Council consideration the installation of 18 feet of green curb parking restrictions fronting 7734 Eastern Avenue, as shown in Figure 3, and installation of a modified R32F (CA) sign identifying a 20-minute parking zone with the addition of the verbiage “Except Sundays and Holidays” below the wording “MON-SAT” on the sign. Fiscal Impact: The estimated cost for the installation of green curb and signage is approximately $300. Funds for materials and labor are available in the Street Maintenance Budget. 7.3 Traffic Safety Analysis – Request for Green Curb Parking 26 - 28 Restrictions Fronting 8044 Eastern Avenue RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 18 feet of green curb parking restrictions and a sign for parking along the business frontage at 8044 Eastern Avenue. Margie Martin – Provided a comment related to the manufacturing facilities behind her home on Ramish, running presses and causing vibration to her home. Formally requested red curb because of visibility at 7554 Kress Avenue. The employees of the business on Clara Street are parking on Kress Avenue. Shouldn’t employers provide ample parking for their employees? Requesting speed humps for Kress Avenue. A motion was made by Commissioner Alvarado and seconded by Chair Heredia to approve. The motion carried 2-2 with the following vote for Item No. 6.1: AYES: Alvarado and Heredia NOES: None ABSENT: None ABSTAIN: Lopez, Perez 7 DISCUSSION (Item Nos.1 -5) 7.1 Traffic Safety Analysis – Request for Red Curb Parking Restrictions Fronting 7604 Garfield Avenue Staff received a request to a request from a resident to install red curb at 7604 Garfield Avenue to allow better sight distance while exiting the property. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of 15 feet of red curb parking restrictions fronting 7604 Garfield Avenue to improve sight distance conditions. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. The motion carried 4-0 with the following vote for Item No. 7.1: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN: None Page 7 of 28 7.2 Traffic Safety Analysis – Request for Placement of Temporary Traffic Delineators on Jaboneria Road at Bell Gardens Elementary School Student Drop Off Zone Bell Gardens Elementary School has been working on site improvements to the campus that include the development and construction of an on-site student drop off and pick up zone. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the placement of temporary traffic delineators along the centerline of Jaboneria Road in front of the exit of the Bell Gardens Elementary School student drop off zone. A motion was made by Commissioner Alvarado and seconded by Commissioner Lopez. The motion carried 4-0 with the following vote for Item No. 7.2: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN:None 7.3 Traffic Safety Analysis – Request for Speed Limit Signs on North Eng of Garfield Avenue Staff received a request from a resident to provide additional speed limit signs on the north end of Garfield Avenue. Recommendation: It is staff’s recommendation that the Traffic and Safety Commission receive and file the report. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. The motion carried 4-0 with the following vote for Item No. 7.3: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None ABSTAIN:None 7.4 Traffic Safety Analysis – Request for a Three Way Stop Sign at Priory Street and Gephart Avenue Staff received a request to install a three-way stop sign (called an all- way stop intersection) at the intersection of Priory Street and Gephart Avenue. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission direct staff to continue to monitor the intersection and address future issues as needed. No further action is required at this time. A motion was made by Commissioner Alvarado and seconded by Commissioner Lopez. The motion carried 4-0 with the following vote for Item No. 7.4: AYES: Alvarado, Lopez, Perez and Heredia NOES: None ABSENT: None Page 8 of 28  ABSTAIN: None 7.5 Traffic Safety Analysis – Update and Recommendation on Residential Permit Parking Request on Kress Avenue from Florence Avenue to Clara Street Staff received a signed Residential Permitted Parking District Petition from residents requesting the creation of a permit parking district to mitigate parking impacts affecting residents of Kress Avenue between Florence Avenue and Clara Street. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission: 1. Receive and file the report; and 2. Provide information to the residents on next steps. A motion was made by Commissioner Alvarado and seconded by Commissioner Perez. Employees from the mechanic shops along Clara Street constantly park in front and block her driveway even if they are told not to park. This item will be brought back at a future Commission meeting with noted corrections. 7 DISCUSSION (Item Nos.1) 7.1 Traffic Safety Analysis – Request for Red Curb Painting Request at 7554 Kress Avenue Staff received a request from the resident at 7554 Kress Avenue at the last Traffic and Safety Commission meeting for the installation of a red curb to allow better sight distance while exiting the property. The property consists of a single-family residence with the garage and driveway along the southerly property line. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 5 feet of red curb parking restrictions at 7554 Kress Avenue. A motion was made by Commissioner Lopez to: Table this item, revisit the possibility of adding additional red curb so that no vehicle attempts to squeeze in encroaching onto the driveway and also provide an update on the preferred parking district for parking permits, seconded by Commissioner Mendez. Ignacio Ramos – Provided a comment. He submitted the Disabled Person Parking application for 6035 Live Oak Street. Parking is scares on his block and he converted his garage. He has everything requested of him, including his doctor’s letter. This item will be brought back to a future Commission meeting. 7 DISCUSSION (Item Nos.1-4) 7.1 Traffic Safety Analysis – Request for Red Curb Parking Restrictions Fronting 5930 Cecilia Street The Public Works Department received a request from a resident to install 3 feet of red curb parking restrictions on each side of the driveway at 5930 Cecilia Street to allow better sight distance while exiting the property. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 3 feet of red curb parking restrictions on each side of the driveway fronting 5930 Cecilia Street to improve sight distance conditions. A motion was made by Commissioner Perez to approve staff’s recommendation, seconded by Commissioner Mendez. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of 5 feet of red curb parking restrictions southerly of 7554 Kress Avenue driveway and 3 feet of red curb parking restrictions northerly of 7558 Kress Avenue driveway to improve sight distance conditions. A motion was made by Commissioner Mendez to approve staff’s recommendation, seconded by Commissioner Perez. RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission deny and close out the citizen speed hump request on Cecilia Street between Eastern Avenue and Garfield Avenue. A motion was made by Commissioner Perez to approve staff’s recommendation and deny the speed hump request and have the Police Department’s speed feedback trailer deployed for additional monitoring, seconded by Commissioner Mendez. BACKGROUND/DISCUSSION: Staff received a request to install a disabled person parking space from the caretaker of a resident for 5726 Fostoria Street fronting 5722 Fostoria Street. The City has a Policy for On-Street Parking for Disabled Persons in Residential Areas (Policy) to evaluate requests for disabled person parking spaces on the City’s streets. A disabled residential owner or relative of the City of Bell Gardens may request that a blue curb disabled person parking space be installed in front of that person’s residence. To qualify for a disabled person parking space, the applicant must meet ALL of the following criteria: 1. The applicant (or guardian) must be in possession of valid plates for “disabled person” or “disabled veterans” issued by the California Department of Motor Vehicles. 2. The proposed disabled parking spaced must be in front of the disabled person’s place of residence. 3. The residence must not have off-street parking available or off-street parking space that may be used for disabled parking. 4. The applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without assistance of a second person. 1 Page 19 of 28 EXISTING CONDITIONS: Fostoria Street is a local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 5726 Fostoria Street. The property at 5726 Fostoria Street is zoned as high-density multi-family residential as shown in Figure 2. Figure 3 shows that there is a red curb due to a hydrant in front of 5726 Fostoria Street; therefore, the applicant proposed the blue curb installation fronting 5722 Fostoria Street. In accordance with the Policy, each disabled person parking space application is reviewed on a case-by-case basis and presented to the Traffic and Safety Commission for review and consideration. In response to the request, staff reviewed the submitted application and documents. The applicant is requesting a disabled person parking space for 5726 Fostoria Street fronting 5722 Fostoria Street, which is a different property. The applicant provided all necessary documentation, including the application, which states that the applicant have a “disabled person” license plate, have a valid driver’s license, and a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without assistance of a second person. As required by the Policy, the vehicle in question, utilizing a disabled person placard issued by the State of California, is to be registered to the resident along with the vehicle to the address of the property. After review, staff determined that the location does not qualify for a disabled person parking space. The proposed disabled parking spaced must be in front of the disabled person’s place of residence, but a disabled person parking space cannot be installed in front of the residence due to the existing fire hydrant shown in Figure 3. CONCLUSION: After a review of field conditions, documentation, and the Policy, the City Traffic Engineer recommends denying for City Council consideration the request for a disabled person blue curb parking space for 5726 Fostoria Street fronting 5722 Fostoria Street. BACKGROUND/DISCUSSION: Staff received a request to install green curb parking restrictions fronting 7734 Eastern Avenue to help accommodate MRZ Beauty Salon customers. Bell Gardens Municipal Code Section 13.20.100 (Restricted color parking) states: “A. When curbs have been marked or signs posted in accordance with this section, the following restrictions shall apply: • Twenty-Minute Parking. A green curb, or a sign designating an area as a 20- minute parking area, shall mean no stopping, standing or parking, whether the vehicle is attended or unattended, at any time, or at such times as the city council may designate, for a period in excess of 20 minutes.” EXISTING CONDITIONS: Eastern Avenue is a 2 lane north-south street with a posted 40 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 7734 Eastern Avenue. The letter explained the current parking challenges that have created difficulties in providing a smooth and efficient experience for their clients. The addition of a green curb would improve both business operations and customer satisfaction according to MRZ Beauty Salon. CONCLUSION: After a review of field conditions, the City Traffic Engineer recommends approving for City Council consideration the installation of 18 feet of green curb parking restrictions fronting 7734 Eastern Avenue, as shown in Figure 3, and installation of a modified R32F (CA) sign identifying a 20-minute parking zone with the addition of the verbiage “Except Sundays and Holidays” below the wording “MON-SAT” on the sign. “ Install a R32F(CA) Modified sign on a telespar post and stencil 20 minutes on top of the curb. There is an existing 2- hour parking sign on a street light pole in front of the business that would need to be relocated further north to another available pole or installed on a new telespar post. CONCLUSION: After a review of field conditions, the City Traffic Engineer recommends approving for City Council consideration the installation of 18 feet of green curb parking restrictions fronting 8044 Eastern Avenue, as shown in Figure 3, and installation of a modified R32F (CA) sign identifying a 20-minute parking zone with the addition of the verbiage “Except Sundays and Holidays” below the wording “MON-SAT” on the sign. . f Remove the existing 2-hour parking sign and relocate further north.
