Items called for separate discussion will be heard as the next order of business. 6.1 Approval of Minutes of the Traffic & Safety Commission 5 - 11 Meeting of October 7, 2025 RECOMMENDATION: It is staff's recommendation that the Traffic and Safety Commission approve the minutes of the October 7, 2025 meeting 6.2 Traffic Safety Analysis – Request for Speed Humps on Perry 12 - 13 Road between Florence Place and Florence Avenue RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission deny and close out the citizen speed hump request on Perry Road between Florence Place and Florence Avenue. 6.3 Traffic Safety Analysis – Request for Speed Humps on Ajax 14 - 15 Avenue between Lubec Street and Ludell Street RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission deny and close out the citizen speed hump request on Ajax Avenue between Lubec Street and Ludell Street. 6.4 Traffic Safety Analysis – Request For Red Curb Parking 16 - 18 Restrictions Fronting 6423 El Selinda Avenue RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of three (3) feet of red curb parking restrictions on the north side of the driveway fronting 6423 El Selinda Avenue to improve sight distance conditions. 6.5 Traffic Safety Analysis – Request For Red Curb Parking 19 - 21 Restrictions Fronting 5845 Clara Street RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the request for the installation of three (3) feet of red curb parking restrictions on both sides of the driveway fronting 5845 Clara Street to improve sight-distance conditions. 6.6 Traffic Safety Analysis – Request For Disabled Person Parking 22 - 25 Space Fronting 7741 Ramish Avenue RECOMMENDATION: Page 3 of 25 It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 18 feet of designated blue curb and R9 (CA) sign/post for a disabled person parking space fronting 7741 Ramish Avenue. 7. DISCUSSION 7.1 Reorganization and Selection of Chairperson/Vice Chairperson RECOMMENDATION: The Traffic and Safety Commission shall elect its Chairperson and Vice Chairperson from among its members for a term of a one year per Bell Gardens Municipal Code 2.35.050. 8. Public comments are limited to 3 minutes per person subject to an overall 30-minute period for non-agenda items and overall 30-minutes for agenda items. Government Code Section 54590 prohibits the City Council /Successor Agency from taking action or engaging in discussion on a specific item unless it appears on the agenda. Margie Martin, resident at Kress Avenue, provided a comment regarding the request by residents for speed humps along Kress Avenue. Virginia Real, resident of Bell Gardens, provided comment regarding parking situation and blue curb request on Felix Avenue. 6 CONSENT CALENDAR (Item Nos. 6.1 – 6.3) All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. Items called for separate discussion will be heard as the next order of business. 6.1 Minutes of the Traffic & Safety Commission Meeting of August 5, 2025 August 5, 2025 – Traffic and Safety Commission Meeting Minutes RECOMMENDATION: It is staff's recommendation that the Traffic and Safety Commission approve the attached minutes. A motion was made by Commissioner Perez to approve staff’s recommendation, seconded by Commissioner Lopez to approve Item No. 6.1. The motion carried 3-0-0-2 with the following vote: Moved by: Samuel Perez Seconded by: Edgar Lopez YES: Edgar Lopez, Gustavo Mendez, and Samuel Perez Carried 3-0 7 DISCUSSION (Item Nos. 7.1 - 7.3) 7.1 Traffic Safety Analysis – Request For Speed Humps on Kress Avenue From East Florence Avenue to Clara Street RECOMMENDATION: It is the City Traffic Engineer's recommendation that the Traffic and Safety Commission: 1. Authorize staff to distribute a Speed Hump Survey Questionnaire to all residents fronting Kress Avenue from Florence Avenue to Clara Street, requesting their confirmation of support or opposition of the proposed speed hump installation; and 2. If at least 51% resident support is obtained, approve for City Council consideration the installation of the proposed speed hump on Kress Avenue; or if less than 51% resident support is obtained, then deny and close out the citizen speed hump request. CONCLUSION: Page 8 of 25 After reviewing the Policy criteria and the collected traffic-related data, the City Traffic Engineer has determined the subject residential block of Kress Avenue meets the requirements to proceed with the next step in the consideration of the citizen speed hump request; which would include the distribution of the Speed Hump Survey Questionnaire to all residents fronting Kress Avenue from Florence Avenue to Clara Street FISCAL IMPACT: None. Bernardo Iniguez, Director of Public Works/Facilities, and Dennis Barnes, Traffic Engineer, provided a traffic safety analysis report. A motion was made by Commissioner Perez to approve staff’s recommendation, seconded by Commissioner Lopez to approve Item No. 7.1. The motion carried 3-0-0-2 with the following vote: Moved by: Samuel Perez Seconded by: Edgar Lopez YES: Edgar Lopez, Gustavo Mendez, and Samuel Perez Carried 3-0 7.2 Traffic Safety Analysis – Request for Disabled Person Parking Space Fronting 8045 Felix Avenue RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission deny the request for a disabled person parking space fronting 8045 Felix Avenue. CONCLUSION: After a review of field conditions, documentation, and the City Policy, the City Traffic Engineer recommends denying the request for a disabled person blue curb parking space fronting 8045 Felix Avenue, since the residence has off-street parking available to park their vehicle. The motion carried 3-0-0-2 with the following vote: Moved by: Gustavo Mendez Seconded by: Edgar Lopez YES: Edgar Lopez, Gustavo Mendez, and Samuel Perez Carried 3-0 7.3 Traffic Safety Analysis – Request For Green Curb Parking Space Fronting 8209 Page 9 of 25 Eastern Avenue RECOMMENDATION: It is staff’s recommendation that the Traffic and Safety Commission approve for City Council consideration the installation of 22 feet of green curb parking restrictions and a sign for parking along the business frontage at 8209 Eastern Avenue. CONCLUSION: After a review of field conditions, and the Policy, the City Traffic Engineer recommends approving for City Council consideration the installation of 22 feet of green curb parking restrictions, the installation of a modified R32F 20-minute parking sign on a telespar post and stenciling of “20 min” on top of the green curb at 8209 Eastern Avenue. FISCAL IMPACT: The estimated cost for the installation of green curb and signage is approximately $350. Funds for materials and labor are available in the Street Maintenance Budget. BACKGROUND/DISCUSSION: The Public Works Department received a signed Speed Hump Petition from residents requesting the installation of speed humps on Perry Road from Florence Place to Florence Avenue in accordance with the City’s Policy for the Installation/Removal of Speed (Policy). The residents expressed concerns regarding speeding activity on this street segment. Figure 1 shows an aerial photo of the subject street segment. Figure 1 - Aerial View of Perry Road Between Florence Place and Florence Avenue. 1 Page 12 of 25 ANALYSIS OF REQUEST In accordance with the Policy, each speed hump request is reviewed on a case-by-case basis and submitted to the Traffic and Safety Commission for review and consideration. The following information summarizes some of the key points reviewed during the speed hump evaluation process by the City Traffic Engineer: • Local, residential street with one lane of travel in each direction. • Roadway width is not more than 40 feet. • There are no curves that would make it difficult for drivers to see the speed humps. • Traffic volumes are between 500 and 3,500 vehicles per day. • Posted speed limit/Prima facia speed limit of 25 miles per hour (MPH). • Actual measured 85th percentile speeds greater than 25 MPH by 8 MPH or more. • Speed humps shall not be installed on roadways with grades over 6 percent. • Street is not a transit route or primary emergency response route. • Citizen Support: Prior to the installation of speed humps, at least fifty-one (51%) percent of residents residing along the affected street should support the request (one vote per each legal address). In response to the request, the City Traffic Engineer ordered traffic volume counts and a speed profile for Perry Road between Florence Place and Florence Avenue. The purpose was to confirm the extent of reported speeding activity on Perry Road and to review the traffic volume data needed to determine if the local street meets the Policy’s requirements. Perry Road is a north-south local residential street providing one lane of travel in each direction with a prima facia and posted speed limit of 25 MPH. This block has single-family and multi-family homes on both sides of the street. The roadway width is approximately 40 feet wide from curb to curb. The block length of Perry Road between Florence Place and Florence Avenue is approximately 760 feet. The results of the average daily traffic volume count over a three-day period show that Perry Road carries an average of 3,540 vehicles per day. The traffic volumes were recorded from October 21, 2025, to October 23, 2025. If the 85th percentile speed exceeds the posted speed limit by 8 MPH, this would indicate speeding activity. The recorded speed profile measurements were made for the combined directions of northbound and southbound. The average speed on Perry Road was 26 MPH. Perry Road’s recorded 85th percentile speed was 30.6 is MPH, which does not exceed the prima facia and posted speed limit by 8 MPH. Furthermore, the traffic volumes exceeded 3,500 cars on some days; therefore, this residential street does not meet the Policy’s speed criteria. If conditions change after 12 months, the request can be reopened and another study can be performed. CONCLUSION: After reviewing the Policy criteria and the collected traffic-related data, the City Traffic Engineer has determined the subject block of Perry Road do not meet the requirements to proceed with the next step in the consideration of the citizen speed hump request. The traffic volumes were recorded from October 21, 2025, to October 23, 2025. If the 85th percentile speed exceeds the posted speed limit by 8 MPH, this would indicate speeding activity. The recorded speed profile measurements were made for the combined directions of northbound and southbound. The average speed on Ajax Avenue was 26.3 MPH. Ajax Avenue’s recorded 85th percentile speed was 31.3 MPH, which does not exceed the prima facia and posted speed limit by 8 MPH. Furthermore, the traffic volumes exceeded 3,500 cars on some days; therefore, this residential street does not meet the Policy’s speed criteria. If conditions change after 12 months, the request can be reopened and another study can be performed. CONCLUSION: After reviewing the Policy criteria and the collected traffic-related data, the City Traffic Engineer has determined the subject block of Ajax Avenue does not meet the requirements to proceed with the next step in the consideration of the citizen speed hump request. BACKGROUND/DISCUSSION: The Public Works Department received a request from a resident to install 3 feet of red curb on the north side of the driveway at 6423 El Selinda Avenue to allow better sight distance while exiting the property. The City addresses these types of requests on a case-by-case basis. Each case is to be evaluated to address safety concerns and maximize parking in residential neighborhoods. INVESTIGATION AND DISCUSSION: In response to the request, the City Traffic Engineer completed a site investigation of the location to confirm the existing conditions of the site. El Selinda Avenue is local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 6423 El Selinda Avenue. Parked vehicles near the driveway may create a situation where drivers enter the roadway without having a clear line of sight of oncoming cars. Red curb installation will increase visibility for the driver. Red curb tipping, also known as driveway red tipping or red zone, refers to short sections of red curb paint installed adjacent to driveways, typically on both sides, to enhance visibility and maneuverability when entering or exiting. Figure 3 displays 3 feet of red curb tipping on the north side of the residence’s driveway. BACKGROUND/DISCUSSION: Staff received a request to install a disabled person parking space from the resident of 7741 Ramish Avenue. The City has a Policy for On-Street Parking for Disabled Persons in Residential Areas (Policy) to evaluate requests for disabled person parking spaces on the City’s streets. A disabled residential owner or relative of the City of Bell Gardens may request that a blue curb disabled person parking space be installed in front of that person’s residence. To qualify for a disabled person parking space, the applicant must meet ALL of the following criteria: 1. The applicant (or guardian) must be in possession of valid plates for “disabled person” or “disabled veterans” issued by the California Department of Motor Vehicles. 2. The proposed disabled parking spaced must be in front of the disabled person’s place of residence. 3. The residence must not have off-street parking available or off-street parking space that may be used for disabled parking. 4. The applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without assistance of a second person. 1 Page 22 of 25 EXISTING CONDITIONS: Ramish Avenue is a local residential street with a posted 25 miles per hour (MPH) speed limit. Figure 1 provides an aerial view of 7741 Ramish Avenue. The property at 7741 Ramish Avenue is zoned as high-density multi-family residential as shown in Figure 2. INVESTIGATION AND DISCUSSION: The City’s Traffic Engineer completed a site investigation of the location to confirm existing conditions of the site. In accordance with the Policy, each disabled person parking space application is reviewed on a case-by-case basis and presented to the Traffic and Safety Commission for review and consideration. 2 Page 23 of 25 In response to the request, staff reviewed the submitted application and documents. The applicant is requesting a disabled person parking space fronting 7741 Ramish Avenue. The applicant provided all necessary documentation, including the application, which states that the applicant have a “disabled person” license plate, have a valid driver’s license, and a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without assistance of a second person. As required by the Policy, the vehicle in question, utilizing a disabled person placard issued by the State of California, is to be registered to the resident along with the vehicle to the address of the property. The resident included a statement noting that the parking space is in the alley, and it is an angled corner; therefore, there is not enough space to open the vehicle and lift a person with disabilities. A view of the parking spot can be seen in Figure 3. After review, staff determined that the location does qualify for a disabled person parking space. The recommended parking restriction is for 18 ft of disabled person blue curb parking fronting 7741 Ramish Avenue, as shown in Figure 4. FISCAL IMPACT: The estimated cost for the installation of blue curb and a R99 (CA) sign/post is approximately $550.
