Approval of Minutes: Consideration of and possible action regarding the approval of the minutes of the Regular Session of the ESB held on Thursday, February 15, 2024 - Submitted by Rajiv Pandya, Secretary. 2024_2_15 ESB Meeting Minutes - draft C. Council Liaison Comments - Jackie Georgiou, Council Member. F. Public Works Update - Beth Jones, Assistant City Manager. G. Board Business: Discussion and possible action on the following topic(s): 1. Administrative/General Items of Business:  Review and discuss feedback from the Bellaire Citizen Satisfaction Survey. 2024 Bellaire Citizen Satisfaction Survey 2. Review and Comment on the ESB Strategy Initiatives. a. Community Engagement ESB Community Engagements  Update on community engagements. 2024 plans and calendar scheduling. b. ESB Member Chartered Goals Updates i. Rooftop Solar on City Buildings - Rajiv Pandya.  Updates on RFP process, and next steps. Discuss any new transformational goal ideas  Updates as needed. H. New Business: Any ESB Member who wishes to bring New Business to the attention of the ESB shall do so now. Note: Consideration of New Business shall be for the limited purpose of determining whether the matter is appropriate for inclusion on a future Agenda of the ESB or for referral to staff for investigation. Call to Order and Announcement of a Quorum The regular Environmental Sustainability Board (ESB) was held via an in-person meeting with all participants at the City Hall (conference room 201). Phil Robertson, Chair called the meeting to order at 6:33 PM on Wednesday February 15, 2024. There was a quorum of members present. Voting ESB Members Present: Phil Robertson, Arlene Dooley, Rajiv Pandya, Joyce Gigout, Elena Dilorio Absent:, Todd Auwarter, Ken Landgren Non-Voting ESB Members Present: Gilbert Salas (CoB Public Works), Jackie Georgiou (CoB Council Liaison) Absent: None Votes Taken During Meeting December 2023 Meeting Minutes – approved January 2024 Meeting Minutes – approved Motion regarding Food Composting Pilot Program – approved B. Approval of Minutes • Phil presented the draft minutes of the December 2023 and January 2024 ESB meeting. • Members reviewed the minutes without any objections and approved by general consent • Phil will submit the minutes to the City Clerk. C. Introduction of Visitors • Mickey Mastin (Local CoB Citizen) D. Visitor Comments • Mickey: mentioned seeing a new segment about Zero Waste Houston in the local TV news E. Council Liaison Update • Jackie: Environmental Sustainability Board (ESB) – February 15, 2024 Minutes Page 1 of 4 Page 4 of 7 o Methodist decided to pull out of their plans to build a facility at the old Randall’s location; other opportunities however are percolating. o Shell has a Cities and Hubs organization that can help the City of Bellaire achieve various sustainability goals for things like potential EV fleet charging (at 2 Shell stations close to Bellaire), Sustainable Diesel, and individual home Green Programs. o Suggested a meeting with Shell and CoB Staff be organized in the future, and the ESB should be involved. F. City Services Update • Gilbert: o Filling in for Beth Jones o Xmas tree recycling program saw a high volume; CoB had to pay vendor probably $100 to $200 for the service o Numbers from Waste Management Audit Report were within a normal range G. Board Business Discussion and possible action on the following topic(s): 1. Administrative / General Items of Business. o None 2. Review and Comment on the ESB Strategy Initiatives. a. Community Engagement i. ESB Community Engagement: ▪ Update on community engagements, including 2024 plans and calendar scheduling - Arlene: Planting Palooza will probably not commence this year due to lack of interest, visited Houston Arboretum about mosquito control and placing window stickers and pictures so birds don’t hit windows b. ESB Member Chartered Goals i. Rooftop Solar on City Buildings - Rajiv Pandya o Updates on RFP process and next steps. - Rajiv: Selection Team in place, bids received, going through the assessment and analysis of the bids, all is being led by Karl Miller ii. Website/Communications Overhaul Environmental Sustainability Board (ESB) – February 15, 2024 Minutes Page 2 of 4 Page 5 of 7 o Review content creation plans. - Phil: making some progress but more to be done, working with Cheryl Bright on details iii. Garbage 2.0 o Updates. Elena: - Bellaire collects needs to be advertised more, seems no one knows about it; confirmed Cheryl Bright check with Waste Management about do’s and don’ts in there - Plans to have meeting with Gilbert to go over the cost of changing our current recycling to larger “tipper” bins, and understand costs and impact on trucks - Rajiv mentioned good to have an all encompassing Solid Waste (ie Garbage 2.0) ESB Learning Academy session in 3q2024 to cover multiple important topics, with WM as a guest speaker - Jackie mentioned its critical to get CoB commercial business on board for recycling; currently little to no amount of recycling being done by them. - Raised a motion for ESB Approval: o “The ESB moves to have the CoB staff research the implementation and feasibility of Zero Waste Houston to execute a Food Composting Pilot Program within the CoB” o Motion passed: 5 yes, 0 no, 2 absent - c. Transformational Goals i. Review updates for transformational goals o Residential Energy Efficiency – Rajiv o Water Conservancy – Phil o Comprehensive Plan – Ken o City of Trees – Arlene o Bee Habitat – Joyce - No updates ii. Discuss any new transformational goals o Updates as needed - No updates H. New Business o Any ESB Member who wishes to bring New Business to the attention of the ESB shall do so now.
