Page 8 of 37 City of Bellaire Building and Standards Commission January 22, 2026 Honorable Mayor and City Council City of Bellaire 7008 South Rice Avenue Bellaire, Texas 77401 Re: 2025 Building & Standards Commission Annual Report Mayor Pappas and City Council: The Building and Standards Commission is a state-mandated body and is responsible for making recommendations to the City Council regarding administrative actions of the City Building Official, enforcement of state statutes and city ordinances concerning health and safety, implementation of federal floodplain management regulations, variances from regulations within its purview, and the issuance of advisory opinions pertaining to building codes and City policies. The Commissioners express our sincere gratitude to outgoing Commission, Stephen Redding, Chair and Rick Blandford, Commissioner, whose service and contributions were invaluable and greatly appreciated. The Commissioners currently serving are: Todd Blitzer, Chair Mike Dokell, Vice Chair Tim Schultz Michael Skoller Sam Sutin Nathan Wesely Louis Williams In 2025, the Building & Standards Commission met at six Regular Session meetings (January, February, April, July, August, October). There were no other subcommittee meetings outside of the general Commission meetings. In 2025, the Commission considered and acted on the following issues: 1. Ordinances. a. 2024 International Codes (“I-Codes”), specifically the International Building Code (IBC), the International Existing Building Code (IEBC), the International Energy Code (IECC), the International Fire Code (IFC), the International Fuel Gas Code (IFGC), the International Mechanical Code (IMC), the International Plumbing Code (IPC), the International Residential Code (IRC), the International Swimming Pool and Spa Code (ISPSC), and the 2023 National Electrical Code (NEC) b. Chapter 9 - Buildings, Article II-A. - Drainage Requirements and Flood Damage Prevention 2. Public Comment. Two public hearings were conducted to approve the demolition of two substandard structures in the City of Bellaire. There were no public or written comments. 3. Appeal hearings included: a. Page 11 of 37 City of Bellaire Planning & Zoning Commission January 08, 2026 Honorable Mayor and City Council City of Bellaire, Texas 7008 South Rice Avenue Bellaire, Texas 77401 Re: 2025 Planning & Zoning Commission Annual Report Mayor Pappas and City Council: As you are aware, the Planning and Zoning Commission of the City of Bellaire, Texas (the Commission) is an advisory body to City Council regarding zoning and subdivision regulations. The Commission reviews and approves or rejects plats and makes recommendations to the City Council regarding plans for the physical development of the City of Bellaire. Actions taken by the Commission in its advisory role are in the form of recommendations to the City Council. The Commission was quite busy in 2025 and performed in its capacity as set forth in state and local laws. During 2025, the Commission performed the following:  Approved the Commission’s Calendar and Rules of Procedure.  Conducted 12 Regular Sessions.  Conducted Public Hearings and passed recommendations to City Council on: o Zoning code amendments called out by the “Actions for Land Use and Community Character” recommendations of the City’s Comprehensive Plan, which was approved by Council in 2024, these amendments include:  General amendments to the City’s Code of Ordinances, Chapter 24, Planning and Zoning, relating to, but not limited to Section 24-512 Fence and Wall Regulations, Section 24-537, Urban Village Downtown District (UVD), and the addition of Section 24-527 Dimensional Allowances.  Amendments to Section 24-537, Urban Village Downtown District (UVD).  Amendments to Section 24-536, Corridor Mixed Use District (CMU).  Passed a replat for Bellaire Place, PD-1, consisting of a portion of Lot 6, Block 12, Westmoreland Farms Amended First Subdivision.  Reviewed the City’s Capital Improvement Program and provided feedback and recommendations to City Council.  Denial of a site plan review, located at 4301 Bissonnet Street. The most significant actions by the Commission were making additional updates to the City’s zoning ordinances, relating to commercial districts, in an effort to try and make them more aligned with the recently adopted Comprehensive Plan. Page 14 of 37  City of Bellaire CULTURE AND ARTS BOARD December 19, 2025 Honorable Mayor and City Council 7008 South Rice Avenue Bellaire, TX 77401 RE: 2025 Culture and Arts Board Annual Report Dear Mayor Pappas and Members of the City Council: Introduction and Acknowledgements As Chair of the Bellaire Culture and Arts Board (“Board”), I wish to express my gratitude for the ongoing support from the City Council, and for the invaluable guidance of Winfred Frazier and Cheryl Bright. Their expertise and commitment to our city have greatly benefited the Board. I also extend my thanks to our dedicated Board members, whose energy, creativity, and commitment to our Purpose and Mission have allowed us to broaden our events and projects. This year, we focused on increasing community interaction and emphasizing cultural diversity in our initiatives. Our Purpose and Mission The Culture and Arts Board strives to provide cultural and artistic experiences to the Bellaire community. We do this by organizing and participating in events with community partners and citizens. Our sponsored events include the semi-annual Arts & Crafts Festival, the publication of the City Calendar, the painting of utility boxes, and most recently, the release of “Our Bellaire Historical Cookbook”. Board Membership Until early 2024, the Board consisted of seven members. The City Council increased the number of seats to nine, allowing us to undertake larger projects and expand our community impact. By sharing stories and cherished recipes, we hope to foster deeper connections among neighbors today and preserve the experiences of our community for tomorrow. The process of assembling the cookbook has been deeply rewarding, allowing our team to engage with the traditions, recipes, and personal stories of Bellaire residents. This project has enhanced our appreciation for the accomplishments and community spirit that define Bellaire. The cookbook was inspired and driven by board member Kristi Coffey, whose passion and energy were essential to its creation. To date, we have sold approximately 175 cookbooks. On October 21, we celebrated the launch of the cookbook with an exclusive event to honor the dedication and contributions of all involved. The launch party was well attended, and Board Members prepared and served dishes from the cookbook for guests to enjoy. We greatly appreciate the support of the Mayor and City Council for this project and for contributing your favorite recipes to the cookbook. This support significantly increased the awareness of the community for our cookbook. Arts & Crafts Festivals We held Arts & Crafts Festivals at Paseo Park on April 26, 2025, and November 8, 2025. Both events were successful, featuring between 60 and 75 vendors offering a wide variety of arts and crafts from around the world. Food vendors and live music contributed to a festive atmosphere. Attendance at each festival was approximately 1,200 people. We continue to encourage junior vendors to participate at a reduced rate. At the November festival, one of our junior vendors raised $1,100 which she donated to Citizens for Animal Protection (“CAP”). Street Light Banner Project We continued work on the Street Light Banner Project. We sent a proposal to City Council outlining this initiative and requested matching funds to complete the project. Currently, the Board is developing a banner design to commemorate the 250th anniversary of our country. Bellaire Calendar Publication We published the 2025 Bellaire Calendar, once again featuring the popular theme “The Pets of Bellaire,” which has been well received by the community. Utility Box Art Project A Bellaire artist completed a painting of the Evergreen Utility Box with a screech owl design, providing their talents free of charge. Eid al-Fitr is a joyous holiday celebrating the conclusion of the fasting month of Ramadan. Diwali Festival Participation The Board participated in the Eid al-Diwali Festival held in October 2025, by providing a coloring project for children. Diwali, a Hindu festival of lights, celebrates the triumph of light over darkness and good over evil. Today, it is observed as a cultural event by people of all backgrounds. Party at the Pavilion At the Party at the Pavilion event on December 5, we sponsored a booth and distributed glow sticks to attendees. Cookbooks were also available for sale at this event. Looking Ahead to 2026  Complete the design for the Street Light Banners with the expectation to have the banners flying by June 2026.  Continue to sell the cookbook, with proceeds donated to support the Street Light Banner Program.  Host the Arts & Crafts Festival on April 25 and November14.  Publish the Bellaire calendar, with the upcoming theme focused on celebrating Community Partners.  Participate in Eid al-Fitr and the Diwali Festivals, highlighting cultural diversity in Bellaire.  Continue annual sponsorship of a booth at Party at the Pavilion, providing fun trinkets for children.  Establish training sessions for Board members on meeting rules and procedures.  Determine plans for the Art Doors in Paseo Park, which are currently in disrepair.  Develop succession plan for Board members who will term out in 2027. Potential Projects for 2026 and Beyond  Paint a mural on the side of the Bellaire Library or other buildings, inviting community participation to showcase Bellaire’s cultural diversity.  Develop structured art programs for Bellaire citizens.  Issue a call for Bellaire artists, encouraging them to display their work in public spaces. Page 18 of 37 February 2, 2026 Honorable Mayor and City Council 7008 South Rice Avenue Bellaire, TX 77401 Mayor and City Council: Pursuant to Chapter 2, Administration, Article VII, Boards and Commissions, Division 1, Generally, Section 2-104 Annual or special reports to City Council (“Section 2-104”), of the Code of Ordinances of the City of Bellaire, Texas, the Environmental Sustainability Board is pleased to present its annual State of the Union and report on our work during the 2025 calendar year. We do so with appreciation for the trust placed in this Board, gratitude for the partnership of City staff and fellow boards, and an understanding of both our accomplishments and the challenges that lie ahead. As required by said Ordinance: (1) No, this Board is not serving the purpose for which it was created. (2) Yes, this Board is serving the current community needs. (3) The Board’s major accomplishments are detailed below. (4) We are not aware of any other board, public or private, which would better serve the function of the Board. What follows is a summary of our major accomplishments, the pitfalls we encountered, and our vision and recommendations for the future. Environmental Sustainability Board (ESB) Membership Giles Dunn – Chair Eyitayo Aina - Member Patricia Ritter – Vice Chair Elena Dilorio – Member Phil Robertson – Secretary Stephanie Goldfield - Member Pernia Latif – Member Vacancy - Member Michelle Mastin - Member Ross Gordon – City Council Liaison Major Accomplishments and Year in Review Community Engagement In 2025 we focused on meeting residents where they already are—at City events, neighborhood gatherings, and hands-on programs. Page 1 of 4 Page 2 of 5 Page 19 of 37 Recycling Day Event In partnership with Public Works, the ESB organized one Recycling Day event in 2025:  The event was held on October 26, 2025.  Attendance at the recycling event was higher than the prior event held in 2024 with more than 425 vehicles passing through the event.  Paper shredding was added back thanks to ESB member research  Costs reduced, an ESB member found an alternate electronic recycling company at half the price as the prior vendor  ESB committed to review services offered to ensure the events are meeting the needs of the residents.  One (1) event will be scheduled for 2026. This event continues to be one of the most visible and impactful ways the City supports responsible waste management ESB Learning Academy The Board hosted one ESB Learning Academy session in 2025, the session moderated by an ESB member and presented by Waste Management on May 1, 2025. While the content was relevant to the community, resident turnout, both in person and online, was lower than anticipated. As a result, the Board made a deliberate decision to pause future Learning Academy sessions and refocus on outreach methods with higher impact and reach. This was a valuable lesson in adapting our approach to how residents prefer to receive information. Member Outreach Booths Throughout 2025, the ESB was represented at multiple community engagement events with ESB members manning a tabletop booth to provide outreach and information to residents regarding the mission of the ESB. • Eveyln’s Park Earth Day • NDC Pumpkin Patch • Holiday in the Park These engagements allowed for informal, two-way conversations that helped residents better understand the ESB’s mission and priorities Pumpkin Composting Initiative One of our most tangible successes in 2025 was the Pumpkin Composting Program, conducted in partnership with the City and a local vendor: Pumpkin drop-off event was from November 1, 2025 to December 14, 2025. Throughout the event, more than 31 tons of pumpkins were collected and diverted to produce more than 100 cubic yards of compost Page 2 of 4 Page 3 of 5 Page 20 of 37 While this represents a 50% decrease compared to the prior year, the Board views this not as a failure, but as an opportunity to reassess participation, communication, and logistics to strengthen the program moving forward. ESB Member Led Projects Dark Skies Proclamation Led by Arlene Dooley and Joyce Gigout, this initiative focused on raising awareness about nighttime light pollution. Targeted Outcome To educate residents on the impacts of excessive nighttime lighting, including disruptions to wildlife, effects on human health, wasted energy and cost, contributions to climate change, and the loss of our night skies. Project Status • On April 21, the city declared the week of April 21-28, 2025 as international Dark Sky Week, approved by the ESB and signed by the Mayor This proclamation marked an important step in elevating sustainability awareness citywide. Food Waste Diversion Education program Led by Elena Dilorio, with a charter created and approved by by ESB Targeted Outcome To educate residents of the City of Bellaire on the benefits and processes required for food recycling. Residents can then decide whether to pursue options through third parties. We will be supported by the Youth Advisory Board. This initiative emphasized education and choice, rather than mandates, aligning with the Board’s advisory role. Pitfalls and Lessons Learned As with any volunteer board, 2025 revealed significant structural and operational challenges: • Limited authority to advance initiatives beyond education and recommendation • No formal process to make recommendations • No dedicated budget or expense reimbursement for Board-led activities • Long-term projects constrained by term limits • Inconsistent attendance expectations applied to Board members but not uniformly to liaisons These challenges do not diminish the Board’s commitment—but they do limit its effectiveness. Page 3 of 4 Page 4 of 5 Page 21 of 37 Recommendations for 2026 To strengthen the Board’s impact and ensure long-term success, the ESB respectfully submits the following recommendations, organized around two key focus areas for 2026. These recommendations represent two of several priorities the Board intends to advance in the coming year. 1. Strengthen the Board Ordinance With the expansion of the Board to nine members, we recommend a comprehensive review of the ordinance to clarify the Board’s role and enable meaningful outcomes. The Board believes future success will require: • A clearly articulated environmental and sustainability vision from the City • A dedicated budget for the Board and or the City for environmental initiatives • Expense reimbursement for Board activities • Clear definition of whether the Board is purely advisory, active, or a hybrid—with guardrails • Consideration of establishing a supporting charity, similar to Patrons/Parks • Ability to automatically place items on the City Council agenda • Opportunity to interview prospective Board candidates prior to Council selection 2. Term Limits and Liaison Participation • Current two-term limits unintentionally cap long-term projects, such as the solar initiative which took six plus years to mature • Attendance standards should be applied consistently. If Board members are evaluated on attendance, City and Council liaisons should be held to the same expectation • Attendance issues, when they arise, should be managed by the Chair rather than rigid numerical thresholds In closing, we are proud of what we accomplished in 2025 and are focused on addressing the gaps in 2026. Advisory Board The City of Bellaire L.I.F.E. Advisory Board (“the Board”) is comprised of seven board members: Brent Lamb as the Chair, Connie Eicher as Vice-Chair, Trish Parrack as Secretary along with the other long-time Bellaire residents, Rachael LeGeyt, Debbie Abadie, Mary Kasper and Lisa Geiring. For the past year, the Board has been honored and privileged by having Mayor Gus Pappas as the Board’s City Liaison, and he has kept us up to date with all the projects and progress being made in the city. The Board plays a prominent role not only in recruiting new members to the L.I.F.E. program and assisting with new program ideas but also volunteers with the City’s special events, including the Independence Day Parade and Festival and Holiday in the Park. In 2025, BLIFE collaborated with Camp Paseo for a mini 4th of July parade. The L.I.F.E. program stayed busy in 2025 by offering 190 activities throughout the year, including Jog & Juice, baking classes and new luncheons (picnic & bagel). The luncheons are most popular, with an average of 25 participants attending, with some as many as 56, followed by BINGO, with an average of 34 participants. The Monday and Friday bridge groups have maintained their popularity. One of the biggest attractions of the B.L.I.F.E. program is the day trips. This past year, there were 19 bus trips with 429 participants. These trips allowed participants to get up close with donkeys at the TRM Rescue, experience hives to honey at the BeeWeavers, and learn a lot about flounder at Sea Center Texas. Our most popular trip of 2025 was to the Houston Forensic Science Center, where we got an exclusive tour of the labs. Other trips included the Alley Theater, Glass Blowing Houston and Washington on the Brazos. We also got to see The Great Migration Elephant art installation in Hermann Park. The Board thanks City Council for their continued support in allowing these bus trips to take place, and we welcome anyone over 50 years of age to join the fun! (including any of our Council). Page 26 of 37 CITY OF BELLAIRE Parks and Recreation Advisory Board January 21, 2026 Mayor and City Council: As Chair of the Bellaire Parks and Recreation Citizens Advisory Board, I would like to recognize our dedicated Board members: Vice-Chair Richard Thorp, Secretary Dalia Moghazy, David Black, Shane Magee and new members, Rick Blandford and Samantha Patel. The board is grateful for the participation and information provided by our past counsel liaison, Cindy Taylor, and we look forward to working with our new liaison, Brian Witt. We wish to express our appreciation for the great team in the Parks, Recreation and Facilities department, led by Director Ryan Smith, and in particular, Amber Duarte, who assists our board throughout the year and always keeps us on track. This past year has seen the start of some major parks-related projects, and this Board is excited to continue to advise and assist in future developments. Of course, Evergreen Park re-development is well underway and has its own fund-raising nonprofit, and has sought input directly from citizens. Our Board will continue to support this massive project and hopefully see its completion prioritized with both public tax dollars and private donations. In addition, the last budget approved by council funded the new 10 year Parks Master Plan, which will lay a roadmap for potential improvements, projects and new concepts to meet the needs of Bellaire citizens. As a Board, we look forward to providing our thoughts, reviewing the results of the plan, and in the future, advising on budget priorities and the sequence of new developments to bring the master plan to life. To better facilitate these major projects on the horizon, and at the encouragement of my predecessor, Jonathan Ishee, this Board sought to renew direct contacts with Patrons for Bellaire Parks board. With turnover on boards and committees, we found that we lacked the overlap between our board and Patrons, and sought to connect the two in order to better advise the Parks department and also find the most efficient means to communicate with Patrons with regard to ongoing needs within the Parks department and priorities that may not have been funded through the normal budgetary process. This subcommittee to the larger Patrons board, includes myself, Ryan Smith, and several members of Patrons. We met quarterly throughout 2025 and early 2026. This direct communication provided a forum to discuss the new Patrons intake process, instituted last year, by which the parks department (or any member of the public) can propose projects for Patrons funding. Patrons then reviews submissions twice annually, and even in the first year, yielded amazing results in 2025, addresses below. I want to thank Sharon Veldman for working with us and taking the time, along with the other subcommittee members, to better connect the incredible work of Patrons to our advisory board. In 2025, through this new intake process, the following projects were initiated and completed: • Installed a new 2–5-year-old play structure at Lafayette Park–this effort was funded by Patrons using their new intake funding request process for the first time, with a written submission completed by the Parks department. • Installed a new Butterfly climbing feature to honor Blakley McCrory at Joe Gaither Park, also with funding assistance from Patrons to create this memorial just months after the tragic flooding in central Texas. We also began tours of selected parks at the start of our board meetings (weather and daylight permitting), to make sure our board stays in touch with facilities across the city and can view parks and often learn a little history of the park properties. It has been really informative and a great introduction of a variety of locations for board members, like myself, who have not been long-term citizens of Bellaire. We will continue these pre-meeting tours this spring. We are really excited about what’s in store for these next few years.
