Any ESB Member who wishes to bring New Business to the attention of the ESB shall do so now.
Note: Consideration of New Business shall be for the limited purpose of determining whether the
matter is appropriate for inclusion on a future Agenda of the ESB or for referral to staff for
investigation.

A. Call to Order and Announcement of a Quorum
The regular Environmental Sustainability Board (ESB) was held via an in-person meeting with all
participants at the City Hall (conference room 201). Giles Dunn, ESB Chair, called the meeting to order
at 6:33 PM on Wednesday May 7, 2025. There was a quorum of members present.

Present: Arlene Dooley, Joyce Gigout, Giles Dunn, Micki Mastin, Rajiv Pandya, Pernia Latif
Absent: Phil Robertson, Patricia Ritter, Elena Dilorio

Present: Jackie Georgiou (CoB Council Liaison), John Trevino (CoB Public Works Liaison)

D. Visitor Comments
Gage:
o Works for Bullet Energy Solutions, has a lot of residential projects in the Bellaire area, interested
in what the ESB is doing
E. Council Liaison Update
Jackie:
o A lot of focus on the future of the WWTP; may have to do a land swap, and not sure where
it will end, public hearing next week
o ESB budget asked for $5,000, approval pending

o Selection process of vacant ESB Board Member spots for 2025-2026 cycle
F. Public Works / City Services Update
John:
o He is the new focal point for the ESB
o From Waste Management’s April monthly report, recycling rate increased from 13 to 14%
o Public works getting community feedback, going through budget process
G. Board Business

1. Administrative / General Items of Business.
a. Review of ESB Calendar (provided in agenda packet)
Giles:
o Earth Day Booth - pics shown in agenda packet, especially Bella Kalra attracted many younger kids,
QR code survey only had 1 respondent
o Dark Skies - proclamation accomplished
o ESB Learning Academy with Waste Management - presentation was good, attendance was low at 10
people in the room, LiveStreaming did not capture presentation screen, Cheryl Bright is aware of
issue for improvement next time
o ESB Rules and Procedure - 2024-2025 attendance record needed
o Sub-Committee Meetings – need to occur as planned
2. Review and Comment from the ESB Subcommittees.

i. Subcommittee presents updates on their top three initiatives; and
ii. Board Feedback
Arlene:
o Pernia trying to make short video content, considering outside resource, Jackie suggested to use the
Youth Advisory Board (YAB) for ideas
o Resource Education, ongoing efforts to encourage citizens to use resources (Bellaire Collects,
AquaHawk, QR Code, etc ..)
b. Trash, Recycling, and Resource Conservation (Elena, Micki, Phil)
i. Subcommittee presents updates on their top three initiatives; and
ii. Board Feedback

o Some updates may be needed by Waste Management to Bellaire Collects information
o Ideas for creating and ordering ESB t-shirts and vests
o Food diversion program: wondering if CoB can give a credit $5 to participants to offset the $10 fee
from ZWH
c. Energy Infrastructure and Sustainability (Giles, Patricia, Rajiv)
i. Subcommittee presents updates on their top three initiatives; and
ii. Board Feedback
Giles:
o HARC proposal - being reviewed, CoB energy audit and recommendations
o Energy Project - David Roylance organizing meetings with GuidePost Energy, CenterPoint Energy,
Shell MP2, Enchanted Rock, Voltus
o Walkability – no update

a. Any ESB Member who wishes to bring New Business to the attention of the ESB shall do so now.

o Consider ESB engagement with citizens attending Party on the Pavilion events by having a booth or some
other activity

The Bellaire resident utility portal powered by AquaHawk is a free service
for City of Bellaire customers that allows the customer to monitor their
own water usage, set and receive alerts, and gives them the tools to
control monthly water bills.
