A. Call to Order and Announcement of a Quorum - Eleni Gagliardi, Chair.
B. Introduction of New Board Member, Kashika Adhikari - Eleni Gagliardi, Chair.
C. Approval of Minutes:
Consideration of and possible action regarding the approval of the minutes of the Regular
Meeting of the Youth Advisory Board (YAB) held on Wednesday, January 22, 2025 - Submitted by
Bella Kalra, Secretary.

D. Public Comment.
Note: Public Comments are limited to up to five (5) minutes per person.
E. Report from Council Liaisons - Winfred C. Frazier, Mayor Pro Tem, and Jackie Georgiou, Council
Member.
F. Report from Staff Liaison - Sharon Citino, City Manager.
G. Board Business.
1. Discussion and possible action on collaborating with the Culture and Arts Board for a possible
booth at the Bellaire Arts & Crafts Festival (HSPVA).
2. Finalize planning for Bellaire Beads and Boogie (Mardi Gras Event) - Board Members will provide
updates regarding assigned tasks.
3. Discussion and possible action on a Pickleball Tournament - Board Members Ben Shoss and Luke
Loving will provide updates.
4. Discussion and possible action on the YAB booth at the Bellaire Little League Opening Day -
update will be provided by Board Member Emma Zadok.
5. Discussion and possible action regarding the YAB's collaborations with the Environmental
Sustainability Board - progress update will be provided by Secretary Bella Kalra.
6. Discussion and possible action on suggested projects for the City's Strategic Plan - presented by
Sharon Citino, City Manager and Staff Liaison.
7. Discussion and possible action regarding canceling or rescheduling the YAB May 26, 2025, Regular
Meeting due to the Memorial Day Holiday.
H. New Business:
Any YAB Member who wishes to bring New Business to the attention of the YAB shall do so now.
Note: Consideration of New Business shall be for the limited purpose of determining whether the
matter is appropriate for inclusion on a future Agenda of the YAB or for referral to staff for

1. Vote on a replacement for Nathan on Monday evening (1/27/25)
2. State of the City address February 3rd at 6:00 pm
a. Where every board reports on their work for the past year
b. YAB members can tune in virtually or in person
3. YAB will present
a. Do a brief slideshow, which needs to be submitted by Monday

1. Bella motions to approve rules and procedure, Eleni 2nds, passes unanimously

1. February 22, 7:00-11:00 pm, Bellaire Civic Center
a. Stamps for entry, potentially giving out more stamps for raffle, games, etc.
b. Bar, can do drinks
c. Raffle
d. Event permit → Eleni and Caroline
e. Coordinate food catering (from 401) → Ethan
2. Music and Entertainment
a. Shared Spotify playlist → Bella
b. Plug in phone/computer to speaker at event
c. Clean music only
3. Decorations
a. Sydney in charge of decorations
b. Council Member Taylor can help supply decorations

7. Chaperones
a. Confirmed Council Member Taylor, Pro Tem Frazier, City Manager Citino, etc.
b. Create sign-up genius in shifts for parents and other adults → City Manager Citino
c. Ask chaperones to dress up!
8. Dress code
a. Advertise as semi-formal → collared shirt for guys, dresses for girls
b. Masquerade welcome
c. Won’t turn anyone away based on dress
9. Arts
a. Face paint → Saif
b. Making masks?
10. Raffle Prizes
a. HEB can provide soft drinks and snacks, go in person and fill out a form to see if eligible
b. MOD can supply ten pizzas if we ask within two weeks' notice
c. Molars for King’s Cakes
d. Chick-fil-A, Duck Camp, Roller Rabbit, HeyDay Spa, etc
e. Every 15 minutes, pull a ticket for a different item
f. Can contact Bellaire Business Association and Cheryl Bright for access to raffle items
g. Make an elevator pitch to send to businesses

E. Pickleball Tournament
1. Ben talked to Ryan and confirmed the date → April 19
a. Courts are available Saturdays after 2:00, Sundays anytime
2. Entry fee
a. $10 a person, $20 a team
b. Everyone who has paddles should bring them. If not, people have to rent them
c. Check paddles in and out
3. Prize
a. Little trophy
b. Gift card?
4. 64 total teams
5. Ben will discuss logistics with Ryan about logistics
6. Food trucks for concessions
a. Kona Ice → Emma will call
F. BLL Booth
1. March 1st, 9:00-1:00
2. Waiting on a response from Ms. Lee for the booth, Emma will follow up
3. Can advertise pickleball at the booth
a. People can sign up for pickleball at the booth
4. Use the booth as a fundraiser
a. Ben will talk to Ryan about doing a wheel
b. Another option to do a Coke bottle cup pong
c. Charge $5, and kids can win candy
G. Environmental
1. Bella will follow up with Mr. Dunn on dates/times for Zero Waste compost pickup
a. At the Condit parking lot
2. YAB can share a booth with ESB at Evelyn’s Park Earth Day Event
