We will do our best to start council meetings on time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear what you are saying. All comments and reports should be kept to three minutes maximum. Thank you. Curtin Street- Installation of a refurbished vintage iron fence along Affairs-HARB front and side of property. Certificate of Appropriateness Per Recommendation Office of Community Planning Commission recommends the approval of the Final Lot Affairs-Planning Consolidation Plans for the Yates Property on Robin Road. This item was relocated from the Office Of Community Affairs report. Correspondence Bellefonte Sunrise Rotary Club request has been removed and placed under Written Correspondence. Correspondence Centre County HOPE Initiative is honoring Overdose Awareness Day and National Recovery Month in September. The Organization is requesting to hang purple ribbons on several trees along High Street. WRITTEN COMMUNICATIONS: Request for a Speed Bump or Speed Limit Sign, Crawford Lane - due to increased travel from Bishop Street to Blanchard Street. Council may refer issues to a sub-committee or Work Session. Request for Special Event Approval - Paint in the Park, Talleyrand Park. If approved she will begin picking a time and date for the event before Winter 2021. Council may refer this the Parks Committee or conditionally approve the request. Bellefonte Lions Club Annual Rib Sale October 9th, 2021 requesting to utilize the four current non-parking spaces located by the brownstone building on the diamond. Council action requested. Bellefonte Sunrise Rotary Club Fall Fest October 30, 2021 request to use Talleyrand Park Gazebo and Annex. Council action requested. Bellefonte Soccer Association would like to use the Soccer Field at Governors Park August 30th-November 6th, 2021. The practice schedule will be Mondays-Thursdays 5:30pm- 8:30pm and games will be on Saturdays 10am-1pm. Council action requested. Small Town America Civic Volunteer Award- Nominations due October 15, 202. FYI. Council may consider a nomination or send this to a sub-committee. High Street (YMCA)- Repaint all green trim façade of building in a similar green (specific color forthcoming). Touch up to white and beige areas too. FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair August 10th Committee meeting notes, submitted Fulton Bank Resolution No. 08162021-01- Purchase of 2021 Ford Explorer Police Utility Vehicle. Council Action is requested. PARK AND RECREATION—Melissa Hombosky, Chair August 5th Committee meeting notes, submitted Bellefonte’s 3rd Annual YMCA Trick or Trot Special Event of October 30th. Committee is recommending approval. Council action is requested. HUMAN RESOURCES—Jon Eaton, Chair Committee meeting held on August 4th – personnel items were discussed. No Council action is requested. SAFETY—Randy Brachbill, Chair Workplace Safety Meeting Minutes August 11, 2021. FYI, No Council action requested. Centre Region COG Public Safety Committee meeting held on August 10th. No Council action requested. WATER, REFUSE COLLECTION & COMPOST FACILITY—Doug Johnson, Chair No Committee meeting held since the last council meeting. July 2021 Daily Water Withdrawal Report Borough Authority Meeting: Reply Letter from Borough Authority to Spring Creek Watershed Commission’s “One Water Plan” presentation/Request for Borough to consider Resolution. Council may consider action on the Commission’s Resolution at the September 7th meeting. No council action requested at this time. STREETS—Mary Abbott, Chair Committee meeting held on August 12th Status Report on Railroad Street Bridge Project. FYI. No Council Action needed. ENERGY & ENVIRONMENTAL CONSERVATION—Mike Prendergast, Chair No Committee meeting held since the last council meeting. The next committee meeting will be at 4PM on August 18th. No action is requested. SPECIAL COMMITTEE REPORTS: BOROUGH MANAGER—Ralph Stewart July 2021 Report Submitted – No Council Action Requested OLD BUSINESS Reminder: Bellefonte EMS Annual meeting of August 30th, please RSVP by the 25th Reminder: PA State Association of Boroughs Fall Conference, October 8-10th, Erie, PA – Please review existing expense reimbursement policies, council education budgets, etc. Please let staff know of your interest, any questions, and we can assist with registration, etc. FYI. No Council action requested. Bellefonte Borough and Spring Township submitting Joint Letter to Centre County MPO – Request to have Mill Street/Phoenix Avenue/S.R. 150 included on the new TIP. No council action requested at this time. NEW BUSINESS CATA Route Changes for Fall 2021 Finalized – Ms. Cleeton. FYI. No council action requested Centre Region COG hired new Customer Service Manager. An introduction will be scheduled for an upcoming meeting. FYI. No council action is requested. Pennsylvania Municipal League “Municipal Leadership Summit” Appointment of a Voting Delegate and alternative for the 2021 Resolutions Committee and Annual Business Meetings. This is an invitation to appoint a delegate if someone (municipal official) is planning to attend. The Conference is in Lancaster, October 7 – 9th. Council may consider taking some kind of action on this request.
