Council Action Requested Office of 160 Dunlop St (Gamble Mill)- Dining deck at south end of Gamble Mill Community Affairs- to provided outdoor seating at Creekside at the Gamble Mill. HARB Certificate of Appropriateness per recommendation Office of Community 320 W. High St (Train Station)- Replacing existing roof with EcoStar Affairs-HARB Rubber, repainting all exterior wood, replacing and repairing all Certificate of broken shakes. Appropriateness per recommendation COMMUNICATIONS (written): WaterMarke Church request to hang a banner on Veterans bridge before the September 19th event the Banner would be hung September 12th – 19th. –Council Action needed. Reimagine Appalachia/Appalachian Climate Infrastructure Plan. Council can support this as a governing body or individually. Council may take action on a draft Resolution. League of Women Voters of Centre County (LWVCC) Banners in Bellefonte Borough. Council may consider this request, refer it to one of the standing committees, or refer it to a borough board or commission Centre County Airport Authority Follow-Up. Council may refer this request to the Finance Committee of Council Centre County Booking Center. Council may refer this potential expense to the Finance Committee of Council Annual EMS Joint Meeting- Follow up. Council may refer this request to the Finance Committee of Council. Request to install a crosswalk between the Courthouse and Annex on E. High Street Council may refer this to the Streets Committee. MAYOR—Tom Wilson COUNCIL PRESIDENT—Joanne Tosti-Vasey White House Federal Assistance Program for Renters BUILDING AND PROPERTY— Frank Halderman, Chair FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair 2022 Minimum Municipal Obligation (MMO) for the Bellefonte Borough Pension Plans and Resolution No. 09072021-01. This approval is part of the Borough Council’s obligation to approve a next year budget/financial commitment for both (police and non-uniform) pension programs before the end of September this year. PARK AND RECREATION—Melissa Hombosky, Chair Committee Notes from September 1, 2021 Meeting HUMAN RESOURCES—Jon Eaton, Chair Committee meeting to be held on Wednesday, September 8th SAFETY—Randy Brachbill, Chair WATER, REFUSE COLLECTION & COMPOST FACILITY—Doug Johnson, Chair One Water Plan Resolution 09072021-02. Council may consider action on the Resolution or table action until the Spring Creek Watershed Commission meets and considers a reply to the Authority’s letter (letter included in the August 16 council packet). The Spring Creek Watershed Commission is not scheduled to meet until October. August 2021 Daily Water Withdrawal Report STREETS—Mary Abbott, Chair Pedestrian Crossing System information received from Councilmember Halderman. According to the engineers, Penn DoT will not allow this type of technology. FYI, no council action is needed. Railroad Street Bridge Work Status Report. FYI, no council action is needed. Diamond design public comment/input meeting dates to be determined after Contractor installs new ADA ramp for relocated crossway near YMCA. FYI, no council action needed at this time. Crawford Lane vehicle speeding complaint. Digital speed display sign has been located on Crawford Lane. Additional speed limit signs to be installed. FYI, no council action needed at this time.  One day parking permits for Red spaces now available. FYI, no council action needed. ENERGY & ENVIRONMENTAL CONSERVATION—Mike Prendergast, Chair ICLEA meeting held on Tuesday, August 31st. Sustainability Audit is nearing completion. FYI, No council action is requested. SUN Solar United Partnership and Membership Information. This is included for council and citizen consideration. Bright Program – possible $10-20K grant for Joint project with State College Borough. The E & E Committee will explore this. FYI, No council action requested at this time. SPECIAL COMMITTEE REPORTS: BOROUGH MANAGER—Ralph Stewart August report to be submitted at the September 20th meeting OLD BUSINESS Facilitator is working to set up the stakeholder meeting related to the Short-term Rental Ordinance draft. A meeting date will be established soon. NEW BUSINESS Policing and Communities of Color Task Force Report. Chief Weaver was part of the Task Force. A presentation on the Task Force report will be made at the September 20th work session. A copy of the report will be included with the meeting materials for that meeting. FYI, no council action is requested at this time. Masks, indoors. Centre County has been designated as a High Transmission County by the CDC. The CDC recommends wearing masks indoors. Council may take action to require mask wearing in council chambers, and the borough building with exceptions – not in close contact with others, in own office, until further notice.
