No action is requested at this time. FINANCE AND GOV’T PERFORMANCE—Deb Cleeton, Chair Committee meeting held on October 12th, notes submitted, discussion items included health care increases, the LERTA program and options for investment of borough funds. In regard to the LERTA program, there appears to be many variations on how the LERTA districts are set up and which properties are eligible. Staff will draft an ordinance for discussion. No action is requested at this time. Nittany Valley Joint Recreation Authority Kepler Pool Construction Match Payment due. Council may approve payment. PARK AND RECREATION—Melissa Hombosky, Chair No committee meetings held. No action requested. HUMAN RESOURCES—Jon Eaton, Chair Committee and staff met with the non-uniform union representatives on October 12th regarding renewing the collective bargaining agreement. A tentative agreement was reached with the Union. The terms will be considered by the membership first and if approved, then the terms will be presented to council for consideration. No action is requested at this time. Vacancies, expiring terms on Authorities, Boards, and Commissions – staff will list all vacancies and expiring terms on the borough’s website. Interested citizens should complete a volunteer application (unless one is on file). Council action on appointments is expected at the 2nd meeting in December. No action is requested at this time. Committee will be sending out evaluation forms to council members for the Borough Manager and Police Chief. The council officers will be providing the report results to the Borough Manager and Police Chief. No council action is requested. Fire Chief Gary Lohr has been invited to make a presentation to council regarding this proposal. No action is required at this time. WATER, REFUSE COLLECTION & COMPOST FACILITY—Doug Johnson, Chair Jon Eaton Water Authority Volunteer Application- No Council Action needed at this time Authority Meeting Minutes October 5, 2021- No Council Action needed Big Spring Cover Design Ideas – At the Authority’s regular meeting on Tuesday, November 2nd at 6PM, after the opening of the meeting, the Authority will take public comment on designs for a new cover over the Big Spring. The Authority is tasked with developing a design that is economical, attractive, and passes all PA DEP permitting requirements for Safe Drinking Water. If someone can not attend the meeting, comments will be received through the month of November. No council action is requested. STREETS—Mary Abbott, Chair Committee meetings held on October 7th and 14th. Penn DoT Technical Assistance Program Grant Application Submitted for $330,000 – funds to be used for West Bishop & South Spring Streetscape improvements Faith Center Loading zone Parking established. No action requested. Victorian Christmas special event – indoor activities discussed, event approved. Raider Reindeer 4k race – consider final approval. Council may approve this event ENERGY & ENVIRONMENTAL CONSERVATION—Mike Prendergast, Chair Reimagine Appalachia Memo and Resolution review Reimagine Appalachia Resolution #20211018-01 – Committee recommends approval. Council action requested SPECIAL COMMITTEE REPORTS: PA State Association of Boroughs (PSAB) Board of Directors meeting on Oct. 8th, attended by Randy Brachbill via phone FYI PA State Association of Boroughs Trustee Meeting on Oct. 7th, attended by Ralph in Erie, PA FYI PA State Association of Boroughs Fall Leadership Conference, October 8-10, Erie, PA – attended by Ralph FYI Ad Hoc Committee – Considering rotating leadership/council president officer positions Bellefonte Area Industrial Development Authority (BAIDA) meeting held on October 13th. The Presbyterian Church property being put on the market was brought up at the meeting. An executive session on real estate matters was also held. FYI BOROUGH MANAGER—Ralph Stewart September 2021 Report submitted, FYI PSAB Trustee Training/fiduciary responsibilities – I will be out of the office the week of October 18th attending trustee training related to employer pension programs. In addition to this training I will be taking some personal days. I will include details of the training in my report for October. FYI OLD BUSINESS Holiday Parking was approved at the February 15, 2021, Council Meeting. Holiday Parking will be from November 25, 2021-January 1, 2022.-No Council Action needed. Diamond Area Safety Improvements Public Comment/input meetings – scheduled for 6PM, Thursday, November 4th and 10:30AM Saturday, November 6th in Council Chambers. See Borough website/press release for all details. No council action is needed at this time. Spring Creek Watershed Commission “One Water Plan” Resolution/Reply to Authority Letter – Reply has not been received as of Friday, October 15st. No council action is needed at this time. NEW BUSINESS 2022 Bellefonte Meeting Dates, Borough Holidays, and Refuse Holiday Pickup DRAFT. Please review the DRAFT. Staff will keep this on the agenda for through the November meetings. We will request council action at the December 6th council meeting so that advertising can occur. No action is requested at this time. Cooperation Agreement between Downtown Bellefonte Inc., Talleyrand Bandshell Steering Committee and Borough of Bellefonte. Council may consider approval of this agreement Act 65 requirement to list action items on the Agenda and items received late (after council agenda is sent out on Friday and on Monday prior to the meeting). Council should consider a policy of what “late” items should be added to the agenda on Monday night and what should be held to the next council meeting. Consider sending this to a standing committee or to the ad hoc committee for consideration.
