I. 7:30 PM COUNCIL MEETING – CALL TO ORDER Welcome everyone to the Bellefonte Borough council meeting. We will do our best to start council meetings on time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear what you are saying. All comments and reports should be kept to three minutes maximum. Thank you. II. ADDITIONS TO THE COUNCIL MEETING AGENDA In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council cannot take official action on it with some exceptions. The Council can act on matters relating to potential or real emergencies. Council may add a matter of agency business to its agenda through majority vote. The Council should state the reason why the action item is being added to the agenda. Council may vote to add an action item(s) to the agenda 1 V. Bellefonte Area School District 2022 Homecoming Parade request. - Call for a Motion/2nd to approve the 2022 Homecoming Parade on September 29th, 2022 beginning at 6:00pm at the Elementary school continuing south on Allegheny St to Bishop St, and east on Bishop St to Rogers Stadium. Union Cemetery Community Work Party Saturday, June 11 9am-12pm Headstone Cleaning. FYI, no council action requested. VII. CONSENT AGENDA All items listed on the Consent Agenda are considered to be routine and will be acted upon by a single motion. There will be no separate discussion of these items unless members of the Council request specific items to be removed for separate action. Council Action Requested General Council Meeting Minutes May 2, 2022 General Council Meeting Minutes May 16, 2022 Call for a motion/2nd to approve the Consent Agenda VIII. REPORTS Please try to limit all reports/rebuttals/deliberations to three minutes maximum. DEPARTMENT OFFICIAL/ REPORT STAFF Mayor Mayor Johnson Submitted ➢ Police Week Proclamation Police – Chief Weaver Chief Weaver Verbal ➢ Report on Parking Ticket non-payment disposition Office of Community Affairs (OCA) - see memo Ms. Thompson Submitted 1. Historical and Architectural Review Board (HARB): Motion to approval/the issuance of a Certificate of Appropriateness for the following projects as presented: ➢ 134 E. Bishop Street (Saint John the Evangelist Roman Catholic Church) – Re-pointing of brick work to match original brick work on the parish house. IX. CURRENT and OLD BUSINESS Centre County Recycling and Refuse Authority Recycle Rebate, was tabled at the February 22nd meeting. Call for a motion/ 2nd to remove Centre County & Refuse Rebate off the table. Call for a motion/ 2nd to have Bellefonte Borough keep the rebate for upcoming projects. 2 Letter/legal opinion from Borough Solicitor Jeff Stover providing answers to questions asked per Short Term Rentals. No council action requested. North Spring Street – shortening of parking spaces to gain extra spaces. Due to obstructions, it is not possible to gain extra parking space(s) by shortening the existing spaces. FYI. No council action is requested. Streetscape project 2020 and 2021 sub-grantee agreements. Call for a motion/ 2nd to approve the Streetscape Project 2020 and 2021 Sub-grantee agreements. LERTA Program. Centre County Government adopted their ordinance on May 17. All three taxing bodies – Borough, School, and County - have officially joined the program. A LERTA Application has been developed and posted on the borough’s website. FYI. No Council action is requested. Reminder June 9th 2pm-4pm is the Recognition Celebration in Council Chambers. FYI. No Action Required from council. Council Members who attended the recent PSAB Training are asked for feedback on their experience. No response from the Council is required. X. NEW BUSINESS Dual Membership with PSAB and PA Municipal League – Call for a Motion/2nd to end the dual membership by dropping the PA Municipal League. Request for Proposals (RFP) to be completed for borough insurance coverage. It is a good practice to do this every three to five years. Annual renewal is August 1st. FYI. No action required by council. Consider Items from Goals/Issues list to be scheduled for the 05.16.2022 Council Work Session. Call for a motion/ 2nd of goals to consider for 06/20/2022 Work Session XI.
