AGENDA BELLEFONTE BOROUGH PLANNING COMMISSION VIRTUAL MEETING DATE: DECEMBER 12TH 2022 TIME: 5:00 P.M. CALL TO ORDER: ROLL CALL: Mr. Robert Dannaker, chair Mr. Dallas Gallo Mr. Mark Edwards Mr. James Mills Mr. David Lomison APPROVAL OF MINUTES: May 9, 2022 (June, July, August, September, October, and November meetings canceled) PUBLIC COMMENT: PLANNING and ZONING ISSUES: Proposed fee changes to SALDO:  Proposed Amendment to R-2 District, square footage needed for duplex. o Currently set at 5,000 square feet for duplex, but would like to change it back to 7,500 square feet per unit. o Intent: to prevent from further division of single-family homes into multiple units  Proposed Amendment to add language on retaining walls to ordinance o Intent: There is currently no language that addresses retaining walls, but they come up in zoning a few times a year. There is language in Centre Region Code – which requires a building permit for a retaining wall over 4 feet. Therefore, it makes sense to also require a zoning permit for a wall. LAND DEVELOPMENT ACTIVITIES: None INFORMATION ITEMS: None OLD BUSINESS:  Short Term Rental Ordinance: o STR Committee completed a final draft for Council review of the Short-Term Rental Ordinance in September 2022. o A public hearing on the draft Short-Term Rental Ordinance was held on November 30, 2022. o Council will review comments on the draft ordinance until December 19. Action will be taken in January 2023. NEW BUSINESS:  Appointments for next year: Mark Edwards intends to seek reappointment; Dallas Gallo does not plan to seek reappointment. o Jon Eaton has submitted a volunteer application for the vacancy.  Bellefonte Borough 2023 Meeting Dates (in packet) ADJOURNMENT: ____1ST ____2ND TIME: ______
