I. 7:30 PM COUNCIL MEETING – CALL TO ORDER
Welcome everyone to the Bellefonte Borough council meeting. We will do our best to start council meetings on
time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear
what you are saying. All comments and reports should be kept to three minutes maximum. Thank you.

IV. ADDITIONS TO THE COUNCIL MEETING AGENDA
In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council may take official action on it with
the following exceptions. Council can act on matters relating to potential or real emergencies. Council may
add a matter of agency business to its agenda through a majority vote. Council must state the reason why the
action item is being added to the Agenda. Council may vote to add an action item(s) to the agenda.

V. PUBLIC COMMENT
The officers of council have decided to try combining agenda and non-agenda public comment. This Public
Comment period is for oral comments regarding any action items listed on this meeting agenda or any
comments in general. No deliberations will be entered into by Council at this time. Please sign in, come to the
podium at the appropriate time, state your name and address and which item you are speaking about. Please
try to limit comments to three minutes maximum.
VI. COMMUNICATIONS (written)
Parkview Heights Lot for Sale. Council may take action to schedule an initial discussion in a work session.
Red Parking Spaces 200 block of N. Allegheny St Complaint. Council may consider for future Work Session.
PSAB Annual Conference June 4th- 7th, 2023. FYI, no council action required.
VII. CONSENT AGENDA
All items listed on the Consent Agenda are considered to be routine and will be acted upon by a singlemotion. There will
be no separate discussion of these items unless members of the Council request specific items to be removed for separate
action. Call for a Motion/ 2nd to approve the Consent Agenda.

Aerial Photo Information – Introduction at the February 6th council meeting. Greg Cromer, www.gregcromer.com FYI,

Downtown lighting, pedestrian safety, crosswalk lighting. Consider a motion to have staff prepare recommendations and
cost estimates for improving lighting at intersections to start. Consider sending a letter to Penn DoT to seek permission
to install lighted crosswalks downtown. Council may take action to modify these motions and consider approval of
each.
Parking fees and enforcement hours. Council may consider taking action to monitor conditions for a six-month
period since current policies were established during the pandemic to create a turnover.

Electric Vehicle Charging in municipal lots. Council may take action to ask staff to develop options for charging EV
owners for the electricity used in municipal lots.
Vacancy Board chair. Council may consider appointing Frank “Buddy” Halderman to fill the position of vacancy
board chair.
XLI. NEW BUSINESS
Centre County Boroughs Association meeting, 6 pm Wednesday, March 15th at the Bellefonte Borough Building, 236 W.
Lamb Street. No council action is requested at this time.
Monthly Reports and Various updates from the Assistant Borough Manager. No council action is requested at this
time.
Refuse Container Fee Schedule and Musser Lane Camera update. Motion/2nd to approve a change to the fee
schedule to now charge $75 for a new 95-gallon refuse container.
