AGENDA Regular Meeting of the Board of Fire and Police Commissioners City of Belleville Thursday, December 14, 2023, 3:00 p.m. Belleville City Hall – 101 South Illinois Street – City Council Chambers Members Russell K. Scott, Chair, David Martinson, Bud Jacobs Staff Support – HR Director William Clay; Fire Chief Stephanie Mills; Deputy Fire Chief Curt Lougeay; Police Chief Matt Eiskant, Asst. Police Chief Mark Heffernan Call to Order / Roll Call of members & staff Determination of Quorum Emergency Procedures – In case of severe weather, all should exit to basement; in case of fire or smoke, proceed to nearest outside exit and assemble in front of the Police Department or where otherwise directed. Public Participation 2-1-8 Public Participation-(A) Members of the public may address public officials at meetings of the City Council, its Committees and other subsidiary bodies in accordance with Section 2.06(g) of the IL Open Meetings Act (5 ILCS 120/2.06(g). (B) Public comments are limited to three (3) minutes per speaker. (C) The subject of public comments shall be reasonably related to matter(s) identified on the meeting agenda and/or other City business. (D) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. Agreeing with a prior speaker.) (E) The following conduct is prohibited during public participation: acting or appearing in a lewd or disgraceful manner; using disparaging, obscene or insulting language; personal attacks impugning character and/or integrity; intimidation; disorderly conduct as defined in Section 30-1-2 of this Revised Code of Ordinances; (F) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting member of that body. Approval of Minutes: November 15, 2023 Police Department The Police Department may present several candidates for possible employment as a probationary police officer from the current eligibility list. Fire Department The Fire Department may present a new eligibility list for the rank of assistant chief for approval. The Fire Department may present candidates for promotion from battalion chief to assistant chief; from captain to battalion chief; from engineer to captain; and from firefighter to engineer. The Fire Department may present candidates to be interviewed for possible employment as a probationary firefighter from the current eligibility list.
