Alderman Kinsella called the meeting to order,
Members present on roll call: Alderman Kinsella, Alderman Musgrove, Alderman Hult,
Alderma.n Galetti, Mayor Eckert and Director of Health and Housing, Bob Sabo.
Alderman Davidson excused.
City Attorney Hoemer excused.
PUBLIC PARTICIPATION
None.

MINUTES
Alderman Hult made a motion seconded by Alderman Galetti to accept the minutes of October
14, 2014
All members present voted aye.
ACTION ITEMS
CONSIDER APPROVAL OF ORDINANCE AMENDING CHAPTER 7
Discussion...
Health and Housing Director, Bob Sabo, stated the problem the City is having is some of the hotels
are allowing people to stay months at a time; therefore, they are avoiding occupancies, inspections
and crime free housing.
Mayor Eckert stated the owners of the six motels will be contacted to attend a meeting before this
is passed.
Health and Housing Director, Bob Sabo, stated there has been an occupancy section added which
they will have to following the building inspection and occupancy code.
Alderman Galetti made a motion seconded by Alderman Musgrove to amend Chapter 7.

CONSIDER APPROVAL OF ORDINANCE AMENDING CHAPTER 3, 23 AND 24
Discussion".
Mayor Eckert stated this was discussed during executive session and the building inspector and
electrical inspector open positions have been advertised. Building inspector, Paul Baumann,
submitted his letter of resignation. Mayor Eckert stated he has received four resumes. -
Alderman Hult asked what standards are required; Mayor Eckert stated the building inspector
position is full time and the electrical inspector is currently three days a week. Alderman Hult
asked if the positions require continuing education; Mayor Eckert stated there is no requirement;
however, the City sends the employees to Rankin and they receive updates.
Mayor Eckert stated after re-codiiication the ordinance will reflect the job description.
Alderman Galetti made a motion seconded by Alderman Musgrove to approve amending
chapters 3, 23, and 24.
Members voting aye on roll call: Musgrove, Galetti, Mayor Eckert, Kinsella. (4)
Members voting nay on roll call: Hult. (1)
DISCUSSION ITEMS
Alderman Kinsella stated the minutes will look different at the next meeting i.e. what was voted
on, what the motions were and will not include conversation.
MISCELLANEOUS
Mayor Eckert wanted to let everyone know Alderman Seibert’s daughter passed away and the
visitation will be on November l2, 2014 from 4:00 pm to 6:00 pm at Renner’ s.

Mayor Eckert stated he will be bringing in the Veteran’s Day Memorial indoors.

Alderman Galetti made a motion second by Alderman Hult to adjourn at 5:55 p.m.

4. Public Participation
(a) Members of the public may address the Committee in accordance with
Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g).
(b) Public comments are limited to three (3) minutes per speaker.
(c) The subject of public comments shall be reasonably related to matter(s)
identified on the meeting agenda and/or other Committee business.
(d) Repetitive public comments should be avoided, to the extent practical,
through adoption of prior public comment (eg. agreeing with a prior speaker).
(e) The following conduct is prohibited during public participation:
acting or appearing in a lewd or disgraceful manner;
using disparaging, obscene or insulting language;
personal attacks impugning character and/or integrity;
intimidation;
disorderly conduct as defined in Section 30-1-2 of this
Revised Code of Ordinances;
(f) Any speaker who engages in such prohibited conduct during public
participation shall be called to order by the chair or ruling by the chair if a point
of order is made by a sitting Alderman.
