Alderman Wigginton called the meeting to order.
Aldermen present on roll call: Alderman Kinsella, Alderman Pusa, Alderman Galetti,
Alderman White and Alderman Wigginton.
Members Present: Mayor Eckert and City Attorney Hoerner.

Recommending taking the communications on the agenda and read the event and dates and not
have the detailed discussion regarding consent agenda.
MINUTES
Alderman Pusa made a motion seconded by Alderman White to accept the minutes of January
10, 2017.
All members present voted aye.
UNFINISHED BUSINESS
DISCUSSION/CONSIDERATION OF ORDINANCES CONCERNING
RESALE/CONSIGNMENT SHOPS
City Attorney Hoerner stated this is to discuss the meaning of second hand dealers, antique stores
and resale/consignment businesses. Second hand dealer is somebody that sells used goods that
has not completed life expectancy or effectiveness and does not operate a shop. The
retail/consignment is somebody that sells those same types of items and does operate a store.
The antique is defined as non-clothing items.
Regarding the retail consignment shop there is a rotation expressed that says you cannot store or
display anything outside other than items that are normally intended for outside use. Items must
be within ten (10) feet from business.
City Attorney Hoerner will prepare a draft ordinance restricting the times and address combining
second hand dealers, antique stores and resale/consignment businesses and present at the March
14, 2017 meeting.

DISCUSSION/CONSIDERATION OF AN ORDINANCE ADOPTING RULES TO ALLOW FOR
A CONSENT AGENDA
City Attorney Hoerner reviewed and stated this is essentially being done now which is utilized on non-
controversial items. The communications can be revised. Mayor Eckert stated due to transparency the
road closures are currently being read.
Alderman Kinsella stated he does see that the consent agenda will save time; City Attorney Hoerner
stated it doesn't reduce the time; however, it does reduce the debate.
Mayor Eckert stated the meetings are running approximately 45 minutes.
Alderman Wigginton asked the advantage of a consent agenda; City Attorney Hoerner gave an example
of SWIC of part time employees with roll call.
No action taken.
DISCUSSION/CONSIDERATION OF AN ORDINANCE ADOPTING EVENT FORMS
City Attorney Hoerner stated the city does not have an ordinance covering these types of matters.
City Attorney Hoerner stated an ordinance would have to be created and then the application
process would be tailored to be consistent with the ordinance.
Input from the police department, the street department and sanitation is recommended.
No action taken.
DISCUSSION/CONSIDERATION OF CHANGES TO CURRENT ORDINANCE CHANGES
UNDER MASSAGE ESTABLISHMENTS CHAPTER 119
Alderman White made a motion seconded by Alderman Kinsella to revise the current ordinance changes
under massage establishments Chapter 119.
All members present voted aye.
ADJOURNMENT
Alderman Pusa made a motion seconded by Alderman White to adjourn the meeting at 7:02 p.m.

PUBLIC PARTICIPATION (2-3 MINUTES PER PERSON)
(a) Members of the public may address the City Council in accordance with
Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);
(b) Public comments are limited to three (3) minutes per speaker;
(c) The subject of public comments shall be reasonably related to matters(s)
identified on the meeting agenda and/or other city business;
(d) Repetitive public comments should be avoided, to the extent practical, through
adoption of prior public comment (e.g. agreeing with prior speaker);
(e) The following conduct is prohibited during public participation:
Acting or appearing in a lewd or disgraceful manner;
Using disparaging, obscene or insulting language;
Personal attacks impugning character and/or integrity;
Intimidation;
Disorderly conduct as defined in Section 30-1-2 of this revised code of
ordinances.
(f) Any speaker who engages in such prohibited conduct during public
participation shall be called to order by the chair or ruling by the chair if a
point of order is made by a sitting alderman.
