Alderman Wigginton called the meeting to order.
Aldermen present on roll call: Alderwoman Pusa, Alderman Randle, Alderwoman Stiehl and
Alderman Wigginton.
Alderman absent on roll call: Alderman Hazel.
Staff Present: Mayor Eckert, City Attorney Hoerner, City Clerk, Jenny Meyer, City Treasurer
Hardt, Director of Public Housing, Bob Sabo, Director of Public Works, Jason Poole and Chief,
Bill Clay.

MINUTES
Alderwoman Pusa made a motion seconded by Alderwoman Stiehl to accept the minutes of
March 13, 2018.
All members present voted aye.

MISCELLANEOUS & NEW BUSINESS
Consideration of Ordinance Amending Ordinances 7935- 2016 and 7962- 2016 Designating
Banks as Depositories for City Funds.
Alderwoman Pusa made a motion seconded by Alderwoman Stiehl to amend Ordinances 7935-
2016 and 7962-2016 Designating Banks as Depositories for City Funds.
Discussion...
City Attorney Hoerner stated city council previously approved two ordinances that identify
banks that are approve depositories and is consistent with the municipal code and applicable law
and Treasurer Hardt has identified another bank he desires to have designated as a potential
depository.

Consideration of Ordinance Amending Chapter 33 ( Public Safety; Law Enforcement),
Section 33. 024 ( Auxiliary Police Officers) of the Revised Ordinances of the City of
Belleville, Illinois.
Alderwoman Stiehl made a motion seconded by Alderwoman Pusa to amend Chapter 33 ( Public
Safety; Law Enforcement), Section 33. 024 ( Auxiliary Police Officers) of the Revised Ordinances
of the City of Belleville, Illinois.
Discussion...
Alderman Randle stated Section 1( h) Use offorce; firearms. It shall be the duty of every member
of the auxiliary police unit to conduct themselves in a proper and law-abiding manner at all
times, and to refrain from any unnecessary use of force. In conjunction with employment as an
auxiliary police officer, members shall carry their assigned or approved firearms and credentials
city ID and badge) only when in uniform while in the performance of assigned duties, which
includes direct travel to and from the assignment location. Chief Clay stated the department will
provide a fire arm. The only time they will be able to use it is when they are working for the
department.
City Attorney Hoerner stated this was a revision that was suggested by Chief Clay to existing
provisions on auxiliary police with the municipal code.

Works), Chapter 91( Cemeteries), Chapter 92 ( Health & Sanitation), and Chapter 94
Parks & Recreation) of the Revised Ordinances of the City of Belleville, Illinois.
Alderwoman Pusa made a motion seconded by Alderwoman Stiehl to amend Chapter 32
Organizations), ( Department of Public Works), Chapter 91( Cemeteries), Chapter 92 ( Health &
Sanitation), and Chapter 94 ( Parks & Recreation) of the Revised Ordinances of the City of
Belleville, Illinois.
Discussion...
Mayor Eckert stated when Chuck Schaeffer retired he asked Jason Poole to take the position and
the position oversees the Street Department, Cemetery and Sanitation. City Attorney Hoerner
stated there is an entire chapter on cemeteries and he thought it would be simpler to have one
section that identified the Director of Public Works.
