CITY OF BELLEVILLE, ILLINOIS ORDINANCE AND LEGAL REVIEW COMMITTEE CITY HALL COUNCIL CHAMBERS JUNE 12, 2018 6: 00 PM Alderman Wigginton called the meeting to order. Aldermen present on roll call: Alderwoman Pusa, Alderman Hazel, Alderman Randle, Alderwoman Stiehl and Alderman Wigginton. Staff Present: Mayor Eckert, City Attorney Hoerner, City Clerk, Jenny Meyer, City Treasurer Hardt, Police Chief, Bill Clay and Director of Human Relations, Sherry Favre Chief. PUBLIC PARTICIPATION None. MINUTES Alderman Randle made a motion seconded by Alderwoman Stiehl to accept the minutes of April 10, 2018. All members present voted aye. UNFINISHED BUSINESS None. MISCELLANEOUS & NEW BUSINESS Consider revision to Code of Ordinances Chapter 74 ( Parking Regulations) Section 74. 38 Appeals) Police Chief Clay stated the appeals process was not included in the codification i.e. when a parking ticket is issued and an individual wants to dispute there is not an appeals process. If an appeals process is passed the appeal will be brought before the Traffic Committee. Discussion... Alderman Randle asked if the City is using parking tickets as a revenue source; Police Chief Clay advised parking tickets are issued for yellow zone, fire hydrants, handicapped and a few for non-payment in meter. Alderman Randle asked if the City has looked into debit or credit card for feeding the meter; Mayor Eckert stated this was researched several years ago. F r Ordinance& Legal Review Minutes June 12, 2018 Alderman Randle made a motion seconded by Alderman Hazel to approve the revision to Code of Ordinances Chapter 74 ( Parking Regulations) Section 74. 38 ( Appeals). Members voting aye on roll call: Pusa, Hazel, Randle, Stiehl, Mayor Eckert and Wigginton. ( 5) Consider revision to Code of Ordinances Chapter 77( Non-Highway Vehicles) Police Chief Clay stated this ordinance will give the municipality the authority to regulate ALL non- highway vehicle. There are certain built in restrictions and requirements that must be complied with. Mayor Eckert stated this question has been up before and lately regarding Lindenwood. This will be everyone in compliance. Alderman Randle referenced the Orchards Golf Course; Alderman Hazel stated the golf course golf course golf carts will not be in compliance; Alderman Randle stated he is referring to the home owners that own private golf carts. Alderman Hazel recommended that the city permit must be displayed. Alderman Hazel made a motion seconded by Alderman Randle to approve the revision to Code of Ordinances Chapter 77 ( Non-Highway Vehicles). Members voting aye on roll call: Pusa, Hazel, Randle, Stiehl, Mayor Eckert and Wigginton. ( 5) Consider revision to Code of Ordinances Chapter 112 ( Emergency Services; Homeless Shelters) Section 112. 40 ( Homeless Shelters) Director of Human Relations, Sherry Favre, stated the Backbone Committee is present and they are here to advise the current system is not working. Discussion... Alderman Hazel asked it the locations will meet occupancy standards; Mayor Eckert stated the fire department will inspect. Director of Human Relations, Sherry Favre, stated churches have been doing this for years and it is a way for churches to serve the community. Alderman Randle asked if the County Health Department can help; Mayor Eckert stated the St. Clair County Grants Department has been approached and the City of Belleville will set up the basic structure and will reach out to the communities in St. Clair County. Mayor Eckert stated this will go back to the Backbone Committee for continued Alderman Pusa Hazel made a motion seconded by Alderman Randle to approve the revision to Chapter 112 ( Emergency Services; Homeless Shelters) Section 112. 40 ( Homeless Shelters).
