CITY OF BELLEVILLE, ILLINOIS ORDINANCE AND LEGAL REVIEW COMMITTEE CITY HALL COUNCIL CHAMBERS OCTOBER, 9 2018 6: 00 PM Alderman Wigginton called the meeting to order. Aldermen present on roll call: Alderman Hazel, Alderwoman Stiehl and Alderman Wigginton. Aldermen absent on roll call: Alderman Randle and Alderwoman Pusa. Guest Alderman on roll call: Alderman Ovian. Staff Present: City Attorney Hoerner, City Clerk Jenny Meyer, City Treasurer Hardt, Director of Economic Development, Annissa McCaskill. Staff Absent: Mayor Eckert. PUBLIC PARTICIPATION None. MINUTES Alderman Hazel made a motion seconded by Alderwoman Stiehl to accept the minutes of September 25, 2018. All members present voted aye. UNFINISHED BUSINESS None. MISCELLANEOUS & NEW BUSINESS Consider amending Ordinance Title XV ( Land Usage), Chapter 162 ( Zoning), by adding Sections 162. 425 to 162. 428 ( Solar Energy Systems) Discussion... Director of Economic Development, Annissa McCaskill, advised an Illinois power authority in April 2018 decided they would prioritize Solar Energy System. There is a website and on November 1, 2018 the first bidders for this type of resources could register themselves for tax credits and other things available through the state for federal dollars through the portal. Ordinance& Legal Review Minutes October 9, 2018 Applications will start being approved beginning on January 15, 2019. Ms. McCaskill also advised she has received phone calls to review; however, the City of Belleville, does not have criteria to review. There are two different type of solar energy ( 1) personal solar energy system; and ( 2) solar farm energy system. The amendment that is proposed will require both systems will require a special use permit. Alderman Hazel what size of solar panels are allowed before they are subject to the requirements of this ordinance i.e. solar sidewalk light; Ms. McCaskill stated everyone will have to meet the ordinance and she can tweak the definition of the definition of solar system. The meaning is this ordinance is for a solar panel( s) to power an entire residence. City Treasurer Hardt inquired about decommissioning in the ordinance; Ms. McCaskill stated under the decommission plan ( item G) city council shall set an amount equal to 110% of the estimated cost of decommissioning to held as a bond or other acceptable forms approved by the committee. Alderman Hazel made a motion seconded by Alderwoman Stiehl to amend Ordinance Title XV Land Usage), Chapter 162 ( Zoning), by adding Sections 162. 425 to 162. 428 ( Solar Energy Systems) with the stipulation the committee will continue to research personal use of solar panels. Members voting aye on roll call: Hazel, Stiehl, Wigginton. ADJOURNMENT Alderwoman Stiehl made a motion seconded by Alderman Hazel to adjourn the meeting at 6: 36 p. m. All members present voted aye.
