Alderman Wigginton called the meeting to order.
Aldermen present on roll call: Alderman Hazel, Alderman Randle and Alderman Wigginton.
Aldermen excused on roll call: Alderwoman Pusa and Alderwoman Stiehl.
Staff Present: City Clerk, Jenny Meyer and City Attorney Garrett Hoerner.

MINUTES
Alderman Hazel made a motion seconded by Alderman Randle to accept the minutes of
December 11, 2018.
All members present voted aye.

MISCELLANEOUS & NEW BUSINESS
Possible motion to amend Title III (Administration), Chapter 33 ( Public
Safety); ( Law
Enforcement), Section 33. 107 ( Administrative Procedure for Assessing and Determining
Claims Under PSEBA).
City Attorney Hoerner reminded everyone in January 2018 the council approved an
administrative procedure regarding Public Safety Employees Act that allows for insurance in the
case of a disability.
This will add one additional section that will clarify items that the PSEBA benefit is an
entitlement to the city' s basis group health insurance plan. You can only make changes to the
plan during open enrollment. The applicant has an ongoing obligation to update the health care
coverage with the city. If they have receive benefits from other insurance sources they must
reimburse the city. They have to notify the city when they become eligible for Medicare
coverage.
This came out through IML.

Alderman Randle asked for City Attorney Hoerner to review Medicare; City Attorney Hoerner
stated the city's obligation for someone who has been determined to be eligible for PSEBA
benefits to provide health insurance coverage at no cost to that individual with he city's plan.
That changes when they become eligible for Medicare which will become primary.
If an employee is injured in the line of duty (police/fire) this is a statutory remedy the employee
can receive. This is defined as a catastrophe by law.
Alderman Randle made a motion seconded by Alderman Hazel to amend Title III

Possible motion to amend Title X1 ( Business Regulations), Chapter 121 ( Alcoholic
Beverages), Section 121. 06 ( License Classifications, Fees, Numbers).
City Attorney Hoerner this issue arose with the Elks Lodge ( West Haven). Because they are a
private club the language should be added that alcohol should only be sold to the members and
their guest.
Discussion...
Alderman Hazel asked if there is a fee relief for a seasonal license instead of a annual license;
City Attorney stated other pools have purchased an annual license ($ 400).
Alderman Hazel made a motion seconded by Alderman Wigginton to amend Title XI (Business
Regulations), Chapter 121 ( Alcoholic Beverages), Section 121. 06 ( License Classifications, Fees,
Numbers).

Possible motion to amend Title XI (Business Regulations), Chapter 110 ( General Licensing
Provisions), Section 110. 04 ( Form).
City Attorney Hoerner advised this is the city clerk's request to change the form ( says the same
thing with less verabge).

Regulations), Chapter 110 ( General Licensing Provisions), Section 110. 04 ( Form).

Regulations), Section 150.37 ( Dumpster Permit) and Section 150.38 ( Permit Tables).

City Attorney Hoerner advised this comes from Residential and essentially recognizes that there
are
permitting requirements for dumpsters. City Clerk Meyer advised this takes away that it has
to be associated with building or demolition and will be regulated with the 30 day timeframe i.e
Pods.
Discussion...
Alderman Randle asked if this will include Bagster; City Attorney Hoerner this falls under
dumpster and it must be defined.
Alderman Randle and Alderman Hazel concurred that the Bagster should not be included with
the dumpster.
Alderman Randle made a motion seconded by Alderman Hazel to amend Title XV ( Land
Usage), Chapter 150 ( Building Code; Building Regulations), Section 150. 37 ( Dumpster Permit)
and Section 150. 38 ( Permit Tables).
Members voting aye on roll call: Randle, Hazel, Wigginton. ( 3)
ADJOURNMENT
Alderman Randle made a motion seconded by Alderman Hazel to adjourn the meeting at 5: 50
p. m.
